Office of the Commissioner of the Ministry of Foreign Affairs refutes that the American Congressional-Executive Commission’s report is “Passages of lies, a paper scrap “

(2 Dec) On the 2nd of December, the Office of the Commissioner of the Ministry of Foreign Affairs (hereinafter referred to as the Office) issued a statement criticizing the annual report published by the United States-China Economic and Security Review Commission (USCC), which is under the US Congress, is “a pack of lies and a scrap of paper”. The Office said it was interference to Chinese internal politics and Hong Kong’s internal affairs, as the report suggested covering for Hong Kongers and imposing economic sanctions. “Again, the US demonstrates the “US bully” across the world and its ugliness.”

In the report, the USCC stated that the “One Country, Two System” promised by the Chinese Communist Party (CCP) is being undermined with the establishment of National Security Law in Hong Kong. The Office rebutted the accusation “mouthful nonsense and transposing black and white”, and that there is a similar law in the US. “The National Security Law in Hong Kong is supported by 1.4 billion Chinese fellow nationals, including Hong Kongers and from international communities. Hong Kong is going to meet the breakthrough of turning from chaos back to peaceful public order through the legislation of the law “, said the Office. (Editor’s note: According to “One Country, Two System” committed by the CCP, all laws, including National Security Law, shall be designed and enacted by local legislation instead of Beijing; the current National Security Law was enacted by Beijing directly without consultation and process through Hong Kong’s legislation.)

The Office further criticized that the act of revoking Hong Kong’s independent tariff status by the US was for eroding the business development in Hong Kong and backing the “Lam Chau party” (Editor’s note: The name “Lam Chau” means “fail together” in direct translation, it is believed that the term originated from the screen capture of the scene “If we burn, you burn with us” from the Hunger Games series, that was used by Hong Kongers to express their anger toward the government on the internet. It then became an unofficial party named by the pro-Beijing party, referring to the group of pro-democracy Hong Kongers that, in their opinions, always try to put Hong Kong in danger and create mutual assured destruction together with Hong Kong and the CCP) and the criminals (meaning the pro-democracy protesters) to against the Hong Kong government, describing that it is the US destroying rules and causing troubles to Hong Kong and China.

The Office continued that the CCP is taking right and justice steps to resume the peace and public order in Hong Kong, but the US always “protect and well treat those criminals (meaning the pro-democracy protesters and citizens) who are against the CCP and Hong Kong” by imposing economic sanctions. The Office further mentioned that the report takes no credibility and must become a piece of trash in the history, stating that Hong Kong is closely connected to the CCP and advising the US senators to give up as soon as possible, otherwise they are only bring held up as an object of ridicule.

In the latest annual report by the USCC, it stated that Hong Kong is governed by the CCP’s tyranny more directly and comprehensively through the National Security Law in Hong Kong, which would change the relationship between Hong Kong and other democratic countries including the US. The USCC suggested the US Congress lower the requirements of US visa application for Hong Kongers who are persecuted by the CCP.

China Is Building Entire Villages in Another Country’s Territory

//In October 2015, China announced that a new village, called Gyalaphug in Tibetan or Jieluobu in Chinese, had been established in the south of the #Tibet Autonomous Region (#TAR)...

#Gyalaphug is, however, different: It is in #Bhutan. Wu and a retinue of officials, police, and journalists had crossed an international border. They were in a 232-square-mile area claimed by China since the early 1980s but internationally understood as part of Lhuntse district in northern Bhutan. The Chinese officials were visiting to celebrate their success, unnoticed by the world, in planting settlers, security personnel, and military infrastructure within territory internationally and historically understood to be Bhutanese...

This new construction is part of a major drive by Chinese President #XiJinPing since 2017 to fortify the Tibetan borderlands, a dramatic escalation in China’s long-running efforts to outmaneuver India and its neighbors along their Himalayan frontiers. In this case, China doesn’t need the land it is settling in Bhutan: Its aim is to force the Bhutanese government to cede territory that China wants elsewhere in Bhutan to give Beijing a military advantage in its struggle with New Delhi.

Gyalaphug is now one of three new villages (two already occupied, one under construction), 66 miles of new roads, a small hydropower station, two Communist Party administrative centers, a communications base, a disaster relief warehouse, five military or police outposts, and what are believed to be a major signals tower, a satellite receiving station, a military base, and up to six security sites and outposts that China has constructed in what it says are parts of Lhodrak in the TAR but which in fact are in the far north of Bhutan....

Today all of the Menchuma Valley and most of the Beyul are controlled by China. Both are being settled. Together, they constitute 1 percent of Bhutan’s territory; if it were to lose them, it would be comparable to the United States losing Maine or Kentucky...

In Chinese, the term for so-called salami-slicing tactics—slowly cutting off  piece by piece of other nations’ territory—is can shi, or “nibbling like a silkworm.” It’s serious business: The belief that India was gnawing at fragments of China’s territory drove Mao to launch the 1962 Sino-Indian War. And the converse of the phrase is jing tun, “swallowing like a whale.” The small bites of the silkworm can turn into crushing jaws...//

Exclusive: US assessing reported leak at Chinese nuclear power facility

The US government has spent the past week assessing a report of a leak at a Chinese nuclear power plant, after a French company that part owns and helps operate it warned of an "imminent radiological threat," according to US officials and documents reviewed by CNN.

The warning included an accusation that the Chinese safety authority was raising the acceptable limits for radiation detection outside the Taishan Nuclear Power Plant in Guangdong province in order to avoid having to shut it down, according to a letter from the French company to the US Department of Energy obtained by CNN.

"Tracing the Source" - 7.21 Yuen Long Attack Investigative Report by Stand News

Days ahead of the 2-year anniversary of the 7.21 Yuen Long Attack, Stand News published a video report investigating the allegations from the pro-Beijing camp that the conflict was initiated by pro-democracy protesters.

The report found that pro-Beijing groups and Hong Kong police, and the #IPCC all cited a poster calling for a protest in Yuen Long on 7.21, during the height of the 2019 anti-ELAB protests.

Notably, the IPCC's special investigation report was quoted in the court case of 7 pro-Beijing men charged for rioting on 7.21, the only alleged white-shirt attackers who have been charged to date.

However, HKU research found that the poster had first gone viral on Chinese social media platform #Weibo and other pro-Beijing groups, instead of the #LIHKG forum frequented by pro-democracy protesters.

When the poster later reached LIHKG, it was mostly met with skepticism; eventually being treated by commentators as fake information.

Pro-Beijing groups, however, had used the poster to stir up fears of "rioters" coming to Yuen Long, even calling on people to bring canes and water pipes to repel the presumed "invaders".

During the evening of 7.21 when the incensed mobs struck indiscriminately at civilians, multiple pro-Beijing figures were seen on the streets with the white-shirts. Pro-Beijing lawmaker Junius Ho was also filmed encouraging and shaking hands with white-shirts.

Patrolling police officers were seen walking away from the sites where civilians were attacked.

Footage also showed Pak Heung Division Commander Li Hon-man mingling and thanking white-shirts who scuffled with pro-democracy citizens during the week leading up to the attack.

These, as well as other reports from that evening, contributed to public discontent and suspicion that the police force is colluding with the Triads.

Since then, Pro-Beijing groups have distanced themselves with the events of the night, and clung to the narrative that they were defending their homes from supposed incursion by the black shirts. When Stand News approached several leaders who had been identified in the night's footage, many declined to comment, or simply cut off the interview.

Some victims of the attack had sued the police force for reparations to cover the costs of surgery and long-term medications to treat their injuries; however, the Department of Justice called their claims "unreasonable". They had since withdrawn their case, since their lawyer - pro-democracy legislator Albert Ho - is now in jail, leaving them feeling helpless and deprived of justice.

US Report Condemns Judges Handpicked for National Security Cases in Hong Kong: Judiciary Independence "In Name Only"

The United States-China Economic and Security Review Commission (#USCC) released its annual report to the US Congress on November 18, 2021.

In the Chapter on Hong Kong, the Commission stated that Hong Kong's judiciary independence has been impaired under Beijing's imposition of the #NationalSecurityLaw.

The report also criticized that the judge's impartiality in handling national security law cases has been questioned. The report especially named three judges involved in such cases. They are District Court Judge Stanley CHAN Kwong-chi; Magistrate Victor SO Wai Tak; and judge Johnson Lam. These pro-establishment judges are handpicked by the Hong Kong authorities to handle national security charges.

The report reiterated that the National Security Law has impaired media freedon and subverted Hong Kong's social and political environment. The report pointed out that the independence of the judiciary in Hong Kong was "in name only," as the judiciary is no longer impartial especially when dealing with cases relating to the Chinese government under National Security Law.

To make It worse, Beijing decides which judges in which jurisdiction to trial national security cases, so as to ensure an outcome that is what the Chinese Communist Party (#CCP) wants. 

While US and Taiwan scholars commented that the possibility for the US to impose sanctions against Hong Kong judges shall not be ruled out, it takes time to evaluate the strategy. In any case, the "distrust" of the rule of law in Hong Kong will continue to be a concern of foreign companies and will seriously weaken Hong Kong's business status.

IMF chief called out over pressure to favor China while at World Bank

World Bank leaders, including then-Chief Executive Kristalina Georgieva, applied "undue pressure" on staff to boost China's ranking in the bank's "Doing Business 2018" report, according to an independent investigation released Thursday.

The report, prepared by law firm WilmerHale at the request of the bank's ethics committee, raises concerns about China's influence at the World Bank, and the judgment of Georgieva - now managing director of the International Monetary Fund - and then-World Bank President Jim Yong Kim.

It has been 25 years since the return of Hong Kong to the Chinese sovereignty in 1997. The city's population has since grown by around 1 million. According to government statistics, 1.12 million Chinese have moved to Hong Kong via one-way visa from 1997 to the end of 2021.

The RFA's investigation report found a noticeable shift in the city's population structure.

While low birth rate among local Hongkongers and growing trend of emigration created a dent in population, the gap is quickly being replenished by "new Hong Kong citizens" - an phrase coined by Chinese state media People's Daily, describing immigrants from the mainland. By the report's conservative estimate, about one in 7 to 10 citizens in Hong Kong is a "new Hong Kong citizen."

The report further elaborated that as a result of such shift in population structure, the local community has become "Sinicized", becoming more like China with fewer Cantonese speakers, but more who speak Putonghua and English.

The number of China-owned media outlets are also growing in Hong Kong.

For the first time, a new immigrant from China has sworn in as a legislator this year. He took his vow in Mandarin.

Yip Kwok-ho, honorary professor of CUHK's School of Social Sciences, said that this phenomenon is "natural and inevitable." However, he is concerned that the local value system and culture is being diminished and eroded.

This is part of a report published by #TechOpenFund on July 27, 2022. The investigation was conducted by #7ASecurity and #OTFRedTeamLab in 2022:

//...This exercise involved both a privacy audit and a security audit of the #LeaveHomeSafe #Android and #iOS apps.

The privacy audit could not conclusively prove malicious intent or unauthorized tracking of Hong Kong citizens. However, the security audit demonstrated that these applications have not been professionally audited by any competent security firm before, and that significant flaws exist in the current software security development lifecycle.

This is particularly concerning given that the app was originally introduced more than a year and a half ago, was made mandatory in some fashion for 9 months and recently began requesting real name registration and tracking user’s movements.

While no clear privacy violation could be conclusively proven during the audit at runtime, a number of application artifacts, likely inherited from underlying dependencies or simply security vulnerabilities introduced by mistake, were found during this exercise.//
