"Police Shall Breach Law Knowingly": Hong Kong Top Police's Freudian Slip?
In response to a media inquiry about the number of police officers arrested in 2020, Hong Kong Police Commissioner #ChrisTang Ping-keung stated that 45 officers have been arrested in 2020, which is 21 more than that in 2019.
Despite condemning the officers' misconduct, the police commissioner slipped tongue by saying “as police officers who know the law shall breach the law knowingly.”
A few minutes later, he made a correction, “officers who know the law should abide by the law".
When commenting on the police-civilian relationship, Tang said the social sentiment has improved considerably, citing examples like, “Nobody would hurl Molotov cocktail for unknown reasons, and nobody would be assaulted for unknown reasons.”

Police Commissioner #ChrisTang will become the Secretary for Security. One of his deputies, #RaymondSiu, is promoted to the police chief.
The personnel change was announced by Chief Executive Carrie Lam in Hong Kong and officiated by the State Ministry of the PRC in Beijing.
The "promotion" has stirred up discontent among the public. Many deemed it as a blatant manifestation of a "police state" in Hong Kong.
However, pro-Beijing lawmaker Alice Mak, of the Federation of Trade Unions, said, "If it’s a police state, why not? I don’t think there’s any problem with a police state."
The government's announcement came one day after the police and the Security Bureau had cracked down the city's pro-democracy newspaper #AppleDaily, by forcing the newspaper and related magazine under #NextDigital to close down on June 24, 2021. In less than 4 hours after the police knifing incident took place in Causeway Bay on 1 July, 2021, the Hong Kong government's Secretary for Security #ChrisTang, hastily concluded the attack as a “lone-wolf terrorist act”.
Tang further condemned those attempted to pay tribute to the deceased man, calling such action as “glorifying terrorism and encouraging violence."
Meanwhile, Chief Secretary #JohnLee warned citizens against what he called "local terrorism" in his first blog post as the city’s second ranking official.
Taiwan scholar, #ShihChienGu who specializes in global counter-terrorism, however, considered such allegations unfounded.
He did not agree that public mourning advocates terrorism. Instead, he asked the Hong Kong Government to investigate reasons for the incident to render public sympathy.
Shih further explained that there are two basic concepts to Terrorism, one is whether it causes panic in society and the other is whether it has a political purpose.
The man who knifed the police officer didn’t cause social alarm. If the action was out of the man's discontentment, it is neither politically driven.
Shih opined that the assault against pro-democracy protesters in Yuen Long on 21 July 2019 was a terrorist attack as it shocked and provoked panic in local community. If the collusion between assailants and police is evident, the attack could be deemed a “state terrorism”. That is to say, the regime is using illegal means to intimidate its own people.

According to sources on September 10, 2021, the Secretary for Security #ChrisTang, who is the former police commissioner, is removing the pro-democracy group, The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, from its company registration.
The Hong Kong authorities have launched a crackdown on the 31-year-old pro-democracy group, which is the key organizer of the annual candle vigil at Hong Kong's Victoria Park, commemorating the victims of the 1989 June 4 Tiananmen Massacre in Beijing.
Also on September 10, 2021, the Department of Justice (#DoJ) has charged the chairpersons of the group, including #LeeCheukYan, #AlbertHo and #ChowHangTung, of "state subversion" under the #NationalSecurityLaw.

The group is known for providing support for detained and jailed pro-democracy protesters in Hong Kong and their families. The group has helped families purchase prison-approved supply for inmates, coordinated letter-writing schemes to help inmates communicate with the outside world, and offering counselling services for families.

On September 7, 2021, Hong Kong SAR Government's Secretary for Security, Chris Tang Ping-Keung, accused pro-democracy groups of "threatening national security" in the prisons of Hong Kong.
Tang said, "Somebody creates privilege with prison supplies, including chocolate, and solicits followers in prison, as a result to spread hatred for the Hong Kong and the Central Governments, threatening national security".
Tang also named 612 Humanitarian Relief Fund for sending letters to people in prison, calling them to keep up protesting.
Social worker and former legislator Bottle Shiu Ka-Chun, the founder of a prisoner rights organisation #Wallfare, spoke to InmediaHK. Shiu said that ordinary people can hardly understand Tang's jumpy logic. He emphasised that the so-called "followers" cannot be solicited with those childish method.
"Or you can give 2 packs of chocolate to the prison and ask for an immediate follow. Then, there is no point doing national security education to have a peaceful world," Shiu remarked.
Pro-Beijing newspaper agencies called the prison in Hong Kong as "a place for Anti-China and Anti-HK". Tang also used the exact same phrase. Shiu disagreed and said, "They [pro-democracy protesters] have already lost their freedom and are all arrested. They live according to your will everyday. How are they still messing up Hong Kong?"

#OwenChow Ka-sing, on bail pending his subversion trial, was arrested when he reported back to Police Station on January 12, 2022.
Chow was told he had violated the bail conditions for making a remark on his Facebook regarding the Legislative Council election took place in December in Hong Kong.
On December 19, 2021 (the day set for the Legislative Council election in Hong Kong), Chow shared two quotes on his Facebook page.
The first one came from #ChrisTang, the Secretary for Security which stated "there could be local lone-wolf terrorist attack on election day".
The other one was from a police hotline operator, "If you are frightened, stay home." The quote was captured on July 21, 2019 when hundreds of citizens called police station in Yuen Long for their assistance when pro-democracy protesters were brutally attacked by white-clad local gangsters.
Along with these two quotes, Chow made a small remark that read, "you told me to stay home when being frightened."
Owen Chow is among the 47 democrats being arrested in January 2021 on suspicion of conspiring to subvert state power for their involvement in a legislative council primary election.
Chow was granted bail in June 2021.

Owen Chow is among the 47 democrats being arrested in January 2021 on suspicion of conspiring to subvert state power for their involvement in a legislative council primary election.
Chow was granted bail in June 2021.
