HK Gov't Extends COVID 19 Universal Testing Scheme Despite Less-than-stellar Reception and Refuses to Disclose Expenses
The participation and the effectiveness of the Hong Kong government's universal Covid-19 testing scheme, which has started since Sept 1, were below expectations.
However, the Secretary of Civil Service Bureau, Patrick Nip Tak-Kuen, announced on Sept 4 plans the extension of the scheme for 4 more days and the closure of 19 Centers with lower turnouts.
Journalists have questioned the reason behind the extension of the program, since there were less than 1 million participants, and the results yielded were far behind the government’s estimation. The government expected to find 1 confirmed case in every 5,000 samples; however, the actual result was only 1 case in 60,000 samples.
The media have also requested for the government to disclose the overall expense of this program.
Sophia Chan Siu-chee, the Secretary for Food and Health, stood in defense of the government's decisions, saying that the numbers of tests and confirmed cases are constantly changing, so she will not comment on its effectiveness. Nip rejected the media's request for the disclosure of the expense, and said that it was irrelevant for such a question to be in discussion at this juncture.

According to pro-Establishement newspaper Singtao Daily, Hong Kong's Secretary of Civil Service Patrick Nip Tak-Kuen revealed that the government would issue a notice in mid-October 2020 about an arrangement for new civil servants to sign a document.
Contents of the document include advocating the “Basic Law”, devotion to HKSAR, committing to their duties and being responsible to the HKSAR government.
Also, those being promoted to a senior position, officer’s position, other vital roles or sensitivity position in the Hong Kong Civil Service, such as Disciplined Services, Administrative Officers, legal officers, etc will also be participants of the first phase of marking vows for existing civil servants.
Chairman of Hong Kong Federation of Civil Service Unions Tong Lai-ngor was concerned that the government had unilaterally changed the contracts by requesting their employees to vow, asking what the consequence would bes if existing employees rejected the request and what proposal of compensation would be offered by the government. She requested the government to list the guideline and punishment in details before its enactment. Chairman of Hong Kong Senior Government Officer Association Lee Fong-chung hoped the government would have just procedures for dealing with cases related to vow-breaching and that it would be best for the government to follow the existing system of punishment.
Regarding questions from associations, Nip responded firmly, “Violating the vow means violating the “Basic Law” and the “National Security Law”. Violators would be dismissed. But civil servants have a chance to appeal.”

The government will begin sending out notices on October 12, 2020 to new employees who have joined since July 1, 2020 and ask them to sign the statement, indicating their support for the Basic Law and the HK government, Secretary for the Civil Service Patrick Nip said. Those next in line will be staff who are on probation, while arrangements for other staff will be finalized later.
Senior civil servants such as department heads and permanent secretaries will be asked to take an oath.
In the event of a civil servant violating the statement, actions will be taken and they will be dealt with according to the government’s disciplinary system, and in more severe cases, be dismissed from their job, Nip warned.
Nip stressed that civil servants should “wholeheartedly” promote and endorse the government policies the minute the government makes a certain decision. Any personal or political opinions should not affect their work and civil servants should not publicly express their dissatisfaction with the government.
He likened the relationship between civil servants and the government to that of any normal worker and their boss. It is hard to imagine any employee who would openly criticize and confront their boss, he said, adding that no company or institution would accept such behaviour.

The Hong Kong Government announced new guideline recently requiring all new civil servants who joined on 1 July, 2020 or after to swear allegiance to the city and its mini-constitution, “Basic Law”.
On November 26, 2020, Secretary of Civil Service Patrick Nip Tak-Kuen clarified that all existing civil servants should sign declaration or take an oath of loyalty in one round.
Nip also stated that chances of promotion would be affected for those reject signing the declaration.
Nip stressed that he is in consultation with the Department of Justice (#DOJ) to discern whether those refused to sign the declaration of loyalty will be terminated.
Patrick Nip pointed out that advocating “Basic Law” and pledging loyalty to the Hong Kong government is an essential requirement and responsibility of a civil servant, which is also in line with social expectation.
Senior civil servants, including Director and permanent secretary of a department might be asked to take oath separately. In due course, details of the arrangement will be communicated to the Civil Service Union.

The Hong Kong SAR Government implemented yet another controversial rule on November 1, 2021, mandating the population to check in with the LeaveHomeSafe tracking app when entering government premises. These locales include libraries, wet markets, courts, and sports facilities.
On the first day of its implementation, the Hong Kong Police arrested at least 5 people in the morning at Immigration Tower in Wan Chai, accusing them of using a fake app.
