Anti-Epidemic Measure Extended to Movie Industry: Letter of No Objection Required for Filming

On 13 April 2020, the Hong Kong SAR government addressed the new guideline regarding gathering limit of outdoor filming to the film, television and advertising industry.

A film crew of more than 4 people has to apply for the “Letter of No Objection” from the Film Services Office (FSO) and obtain consents from relevant authorities, e.g. the Hong Kong Police and the Transport Department under the new regulation.

Trade Unions See Loopholes in Hong Kong Government's Virus Relief Fund

//Trade unions have warned that the latest round of anti-epidemic relief measures in Hong Kong don't go far enough, and there are loopholes in the scheme that need to be plugged.

Speaking at a press conference on April 15, Confederation of Trade Unions' chairwoman Carol Ng said the government's latest HK$137.5 billion relief package fails to help potentially hundreds of thousands of casual workers and people who have recently lost their jobs.

Ng said that a lot of freelancers and self-employed workers won't be eligible to receive 50 percent of their wages up to HK$9,000 from the government.

She also suggested that firms could give the government salary data from earlier in the year, before some implemented pay cuts, and then pocket the difference when the government subsidies come in.

Police Abuse Power from Anti-gathering Ordinance: First-aiders and Passersby Ticketed under dubious circumstances

Two first-aiders were leaving the scene outside the Jockeys Club in response to the blue flag warning.

At a street corner, they met two civilians walking their dogs; neither group knew each other. However, the police stopped the four of them and brought two other passersby from elsewhere, giving each of them a $2,000 ticket for violating the 4-person-limit under the anti-gathering ordinance.

The citizens tried to explain to the police that they did not know one another. "Talk to the court," the officers retorted.

For numerous times this evening, police forced civilians to the same area and fine each of them for HKD2,000.

Police Accuse 2 Civilians of Violating 4-person Gathering Ban

April 21, 2020 marked the 9th mensiversary of the 721 attack. A lot more riot police than civilians gathered on Castle Peak road in Yuen Long and kept intercepting passersby.

Despite the absence of disturbance, police officers encircled a footbridge and pepper sprayed civilians.

Passersby on the flyover were originally scattered apart. One recounted, “The two of us were standing here. Even if we include the one walking by, there were only three people.” However, the police told them, "We see more than four here" and they were suspected of breaching the gathering ban that allows no more than 4 persons.

For long, the police were criticized for lacking a standard when enforcing the anti-epidermic law: The police patrolled the same eatery for multiple times, refused to take body temperature and penalized civilians distributing sanitizers.

Police Fine Youngsters Who Distribute Anti-Epidemic Kit for Free

At around 7pm on Sunday, April 19, 2020, police received complaints that 6 to 8 young people gathered and peddled at Sai Yeung Choi South Street. A large group of police officers arrived at the scene and encircled the booth which distributed anti-epidemic kits to civilians for free.

The sign “Free Distribution of Epidemic Prevention Supply” was shown. The booth was also decorated with pro-democracy movement flags and signs that read “Liberate Hong Kong Revolution of our Times”.

Police carrying shields intercepted the youngsters attending the booth. After the police left at around 8pm, one youngster who is a student told the press that they were distributing epidemic prevention materials while police officers suddenly appeared and handed them fine tickets for violating the gathering ban.

The fines may be ruthless, but love still exists

A man tried to shove some cash into the hands of three youngsters he has never met before. They did not accept this man’s generosity despite having just been issued fines by the police. They shook their heads and waved their hands saying, “No, no, no… we work part-time. We have some money, there’s no need.”

On a flyover along Yuen Long’s Castle Peak Road, several people were charged with violating the prohibition of public gatherings (of more than four people). They were fined HKD 2,000 each. The accused claimed to be innocent, saying they were not acquainted with others who were also fined on the bridge. However, the police ignored their pleas. After they were let go, witnesses came forward in defence of the accused saying they were penalized unfairly and tried to offer their help.

Some of the youngsters did not want their family to find out, hoping that they can appeal and have the fines overturned. As the reporter was leaving, everyone was still discussing and wondering how they can help each other. The fines may be ruthless, but at least there is still love amongst people.

According to Passion Times, over 80 restaurants and shops in Kowloon City put up banners on Apr 25 that read "Stupid government screwed Kowloon City", "Today's Kowloon City is your home tomorrow".
