HK Education Bureau Chief: Police to be called in for "hard to handle" student who oppose the National Anthem Law

The Legislative Council in Hong Kong, with the pro-Beijing camp as a majority, passed the National Anthem Law in a heated dispute on 3 June.

The regulations stipulate that the national anthem education should be included in the curriculum of primary and secondary schools, including teaching students to sing the national anthem, educating them about the history and the spirit behind it, and etiquette when singing the anthem.

Kevin Yeung Yun-hung, Secretary for the Bureau of Education, said that if there are students in the school violating the national anthem law, and the school feels that they are "hard to handle", they can call the police for help, as the situation is similar to the case of handling theft in school.

He also said that the government has no plans to set up a special "national anthem" subject at present and believes that the existing music, general studies, history, and other subjects will fulfill the educational goals as listed above.

#EducationBureau Chief Calls Hong Kong Teachers to "Reconsider" If the Pro-democracy Union Represents Themselves

#HKPTU) announced its disbandment at around 16:30 on August 10, 2021, following attacks from Beijing and Hong Kong government]

Kevin Yeung, the Hong Kong SAR Government's Secretary of Education, sent a letter to all Hong Kong teachers, calling on "careful consideration" of speech and actions of the Hong Kong Professional Teachers' Union (#HKPTU) in recent years, and pondering over whether the union can "represent" themselves.

He also claimed that all information, services, and enquiries "could be provided" by other organisations.

The HKPTU currently consists of 95,000 members, and the membership needs to be renewed every year. Each membership is valid from September 1 to August 31.

The letter from Yeung was titled "Adhering the Profession and Pursuing the Truth Together". The whole letter targets the HKPTU. He said that education had been "robbed" for years, some organisations "performed politics in the name of the educational profession", and that they "did not stop the violation of the teaching profession and the disregard for the well-being of students". He claimed that the HKPTU "directly or indirectly pushes teachers into illegal activities, being arrested and imprisoned".

Following Beijing's attack on Hong Kong's largest teachers' union, the Hong Kong government has immediately cut ties with the association, which has been providing support and training for teachers in Hong Kong for almost half a century.

Many considered that the Union's support for democratic values has turned the group intk a target of pro-Establishment and pro-Beijing voices.

It started with July 31, 2021, China's state media People's Daily and Xinhua News Agency published opinion pieces against the Hong Kong Professional Teachers' Union (#HKPTU), calling it "a cancer that must be removed".

"Don't Lie Flat": New Values Education Framework Promotes "Dilligence", Drops "Critical Thinking" and "Human Rights"

Hong Kong's Education Bureau (#EDB) issued the "Values Education Curriculum Framework (Pilot Version)" on November 30, 2021, as reference material for the city's primary and secondary schools.

The new framework adds "diligence" as a "priority value and attitude" on top of the nine existing values. It also emphasizes "[nurturing] a sense of belonging towards the country from an early age", so as to help students "understand their responsibility, as a Chinese, to protect their family and the country".

The announcement came days after an online article by Secretary for Education #KevinYeung, in which he stressed the importance of #ValuesEducation, while criticizing a trend to "lie flat" among young people.

[Editor's note: The term "lie flat" (躺平) is popularized by young Mainland Chinese netizens who felt disillusioned by long working hours and high social expectations.

In response, they opt for a lifestyle and work ethic of minimalistic survival, and refuse to spend extra effort or money to move up the social ladder, which they saw as being already out of their reach.]

In Hong Kong, the new framework is based on the EDB's 2008 Moral and Civic Education Framework.

The learning objectives in the older framework included "respecting human rights" and learning about the Motherland "through critical thinking". These wordings are no longer found in the new document; instead, a new objective is added: "love the country, love Hong Kong".
