Self-proclaimed senior government official at the Liaison Office Kuai Zheyuan accused of fraud worth 2 million, sentenced to 20 years in prison, criticises Hong Kong independence
Six years ago, it was revealed that a new newspaper titled Hong Kong Morning News was preparing to operate on Mainland Chinese funds but the plan eventually fell through. Its alleged secret sponsor Kuai Zheyuan, who had previously published political commentaries, disappeared shortly after. On 20 July, news emerged of Kuai's arrest in Mainland China in 2014. Sources show that he filed an appeal with High People’s Court of Guangdong Province in 2016 on grounds that included "service to the country with a special impact on the United Front" but was rejected.
Baidu's current information on Kuai describes him as a "professor" and adorns him with titles like "Director of the Hong Kong and Macao Development Strategy Research Centre" and "Executive Vice Chairperson of the International Institute for Strategic Studies". Of course, Baidu also provides a disclaimer that "anyone may edit the contents".
China Judgments Online announced the Second Hearing of Kuai Zhe's Crime of Contract Fraud and Fraud in August 2017. [The document] stated that Kuai, whose real name is Kuai Zhe, was born in 1968. He was involved in falsifying vehicle inspections in 2000. He also registered a private limited company using fraudulent capital and signed a collaborative deal with the Beijing Economic-Technological Investment & Development Corp. to swindle it out of CNY 6.8 million.
In 2010, Kuai told a certain Mr Yu, the Chairman of the board of directors for Grand Cosmos Holdings, that he was the Director of the Hong Kong and Macao Research Centre [sic] for the Hong Kong Liaison Office. He claimed to have close ties with leaders in the Supreme People's Court and the Organization Department of the Communist Party of China, which could allow Yu to win two lawsuits. Later, Kuai scammed CNY 2 million from Yu under the pretence of needing funds to facilitate relations.
On 29 April 2014, Kuai was arrested and placed under criminal detention. On 5 June of the same year, he was formally arrested. He was sentenced to 20 years of fixed-term imprisonment and ordered to pay a fine of CNY 880,000 (approximately HK 970,000).
Afterwards, Kuai appealed to the High People's Court of Guangdong Province. In the "Penal Notice of Kuai Zhe" announced in November 2017, he requested that the court pronounce him not guilty on grounds of factual errors and procedural violations in the case. He also claimed to be serving the country with a special impact on the United Front. The court rejected his appeal.
Proclaiming himself to be the Director of the Hong Kong and Macao Development Strategy Research Centre on his Weibo account, Kuai had published several political commentaries before his arrest. One such exposition titled "The alliance of 'two independences' is a dead-end" was published in Ta Kung Pao in 2013. It criticised advocates of Hong Kong independence for being the "dregs of the Chinese nation, to be condemned by history" and "destined for failure".
