Regarding the new school term in September, Kevin Yeung Yun-hung, secretary for education in Hong Kong, issued a letter to primary and secondary schools, informing the principals and the teaching staff of their "responsibilities to cultivating national identity and law-abiding awareness of the students". The letter demanded schools to turn students into "good citizens and nationals by abiding school regulations in school and law in society”. The letter also emphasised that the HKSAR has responsibilities to "safeguard state sovereignty, security and benefits of development under Basic Law".

Yeung also mentioned the Education Bureau has released a notice to ask teaching staff and students to become familiar with the National Security Law.

As the government is promoting a universal COVID-19 testing scheme, Yeung has wrote on Facebook, hoping that "principals, teachers, students and parents can join the plan actively”.

Ip Kin-Yuen, lawmaker representing the functional constituency of education sector, stated it was not a problem if Yeung just advised, as long as “the test should not be mandatory, and teachers and students were not forced to be tested”. Ip urged the authorities to disclose relevant information and let teachers, students and parents decide for themselves.

Beijing Loyalist Cojoins Carrie Lam: No separation of powers in Hong Kong

Jasper Tsang Yuk-sing is the former president of LegCo and the founding member of the pro-Beijing party DAB in Hong Kong. Tsang joined the debates about "separation of powers" by supporting Chief Executive Carrie Lam and Secretary for Education Kelvin Yeung Yun-hung. Tsang said their ”no separation of powers” statement was "consistent with common knowledge".

Tsang also claimed that the Hong Kong system was different from the US referring to the ”separation of powers", and thus it was inaccurate to consider the “separation of powers” as an essential part of democracy.

He said Hong Kong has already “moved forward”, compared with the time before the handover, giving an example that Basic law clearly states officers can’t be lawmakers concurrently after 1997, which was once legitimate.

Hong Kong's Education Bureau Prepares For Nation Security Law Teaching

In a RTHK's LegCo Review interview, Hong Kong's Secretary for Education Kevin Yeung Yun-Hung revealed that the Education Bureau was preparing teaching material for “National Security Law” (#NSL).

Yeung claimed that the concept of National Security is "relatively new" to Hong Kong and that the authority will "assist" the education sector in preparing the course outline and teaching material for NSL.

He also said many people being arrested in the last year drew public attention and gave a lot of stress to the education industry. He claimed that the education sector needed to "guide students back to the right track", such as to assist students in understanding the "reason for and the impact of the enactment of NSL". “I believe the education sector is willing to do that,” Yeung said.
