Democratic Party member #AndrewWan announced on May 10, 2021 that he would resign from his councillorship at the Kwai Tsing District Council, officially ending his term on the day.

“In custody, I cannot serve my duties as a councillor.” Wan was among the 47 democrats charged with “conspiracy to commit subversion”, an offence under the #NationalSecurityLaw, for taking part in the Legislative Council (#LegCo) Primary Elections in July 2020.

“This resignation marks the end of my 18 years as a district councillor, a servant to the public.”

His Facebook page writes about his tenure as a veteran councillor. “Born a grassroot, through much effort and luck, I have given my life to the service of the poor, the old, the underprivileged, the weak.”

Wan describes the state of Hong Kong as “dreadful”, but he is still pleased to learn many still remain vociferous.

“Today, out of great frustration I must resign from my position as a councillor, to which I seek your understanding. But this does not mean I am leaving, nor will I be ignoring social affairs. Instead, please defend the truth. Never compromise to falsehoods. I shall return as soon as possible, as Szeto Wah once said, “Need me not to witness the success. I am part of the success”. ”

On May 10, 2021, the Coroner’s Court in Hong Kong has opened the inquest into the death of “yellow raincoat man” #MarcoLeung Ling-kit, the first martyred Hong Kong protestor, who on June 15, 2019, fell from a scaffolding at Pacific Place mall in Admiralty after unfurling a banner with the Five Demands of the protests.

Leung’s parents were absent from court.

Inside the court room, the personal belongings of Leung were exhibited. These include a banner that read "Fully withdraw extradition to China, we are not rioters" and his famous yellow poncho displaying the line "Carrie Lam kills Hong Kong, Corrupt Cop is Coldblooded".
Apart from these, there is also a black T-shirt with the words “I am lost in Hong Kong” and a notebook where he wrote “I am frustrated by this Hong Kong.”

A clip of the incident was shown in court, in which Democrat Roy Kwong and other citizens tried to persuade Leung not to commit suicide. “Walk back!” “We still have tomorrow. Let’s march together tomorrow!”

Macro Leung died on June 15, 2019, a day before a march which sees 2 million Hongkongers taking to the street, the largest the city has ever witnessed. He has since become an icon in Hong Kong’s resistance movement.

24-year-old #TongYingKit is the first person in Hong Kong charged with national security violation. On July 1, 2020, he displayed a flag that writes "Liberate Hong Kong, Revolution of Our Times" on his motorbike and drove towards three police officers in the protest scene. It was the first day when the national security law came into effect after bypassing the city's legislature.

Tong was charged with "terrorism and inciting se" and has been detained since then. The trial will begin in June 2021.

The Hong Kong court has earlier
denied him a trial by jury. Tong filed a review. The first hearing took place on May 10, 2021.

Senior Counsel Philip Dykes, representing Tong, pointed out in court, "Trial by jury helps ensure the independence and quality of judges... by ensuring that they, and not judges appointed by the executive, actually deliver a verdict in a prosecution started by the government... Trials by a body might afford a defendant some protection against laws which they find harsh or oppressive."

The prosecution, however, claimed that defendants in Hong Kong do not have a constitutional or fundamental right to trial by jury.

Following the eruption of the 2019 Anti-ELAB movements and amid the coronavirus pandemic, it is found that more Chinese students have been admitted the universities in Hong Kong.

According to the documents released by the Education Bureau, among the 8 UFC-funded universities, 6 made new heights in the admission of Chinese students in the 2020/21 Academic Year.

Particularly in #LingnanUniversity, #BaptistUniversity and #EducationUniversity, the
student composition is greatly imbalanced, with Chinese students making up 80% of all non-local students.

The University Grants Committee (#UGC) claimed that international undergraduate admission has taken a hit owing to the pandemic, thwarting the plans of overseas talents to study in Hong Kong.

China-backed Confucius Institutes face closure under veto laws

Australian universities face having their controversial Confucius Institutes shut down within months, with the University of Sydney among the first to submit contracts for scrutiny under the Commonwealth’s foreign veto scheme.

At least one centre - RMIT University’s Chinese Medicine Confucius Institute - will close this year, with the university saying it would cease operations due to budget pressures caused by COVID-19.

The institutes, which are hosted by 13 Australian universities in partnership with Chinese universities, have come under scrutiny from the federal government amid concerns they function as a plank of the Chinese Communist Party’s propaganda effort.

HK Authorities To Implement Exchange Programme with China for All

After drastically changing the electoral system, Hong Kong Chief Executive #CarrieLam said on an interview with China media that Hong Kong had to “enhance” its public service system, education system and media environment.

Talking to China's state media #CCTV, Lam revealed more details about the civil servants' "Temporary Post Exchange Programme" between China and Hong Kong.

“Very soon, the Hong Kong SAR Government is going to sign relevant agreements with Guangdong and Shenzhen to allow civil servants to exchange posts temporarily.”

#PatrickNip, Secretary for the Civil Service in Hong Kong, announced that all civil servants must attend one Temporary Post Exchange programme in their 3-year probation to be considered for appointment on permanent terms.

Consul General of Canada in Hong Kong most concerned about National Security Law and prosecutions of political assembly participants

After the enactment of the National Security Law (NSL) in Hong Kong, the Canadian government announced a “Lifeboat Scheme” in Nov 2020 further enabling immigration from Hong Kong. The scheme came to effect in Feb 2021 and attracted applications from a lot of Hongkongers.

When interviewed by The Stand News in Feb 2021, the Consul General of Canada in Hong Kong Jeff NANKIVELL emphasised that young Hongkongers charged for participating in political activities will not be barred from immigrating to Canada.

In recent months, the Canadian government showed a strong stance by criticising China on Xinjiang human rights issues Canada even sanctioned the involved Chinese officials.

When asked about the Sino-Canadian relationship, #JeffNANKIVELL, Consul General of Canada in Hong Kong, smiles, “it’s complicated.”

Regarding whether Canada will proactively join other countries to “besiege China”, he does not answer directly. However he stresses that Canada, as part of the international community, “when we see human rights infringed and violated, we have a responsibility to voice out and take actions to let the international community see the truth clearly.”
