The UK Stressed the Legitimacy of the Sino-British Joint Declaration and Determined to Safeguard Hong Kong's Autonomy

The UK expressed deep concern over the Hong Kong Protests and said it is "fully committed to upholding Hong Kong's high degree of autonomy and rights and freedoms underpinned by the legally binding Joint Declaration of 1984 and the "One Country, Two Systems" framework set out in the Hong Kong Basic Law.

The UK will support peaceful resolution to calm the ongoing violence in Hong Kong, it has prohibited exporting crowd management equipment to HK since 25-Jun, regularly raise concerns directly to both Hong Kong Chief Executive, Carrie Lam and Chinese Foreign Minister, State Councillor, Wang Yi, meet with the Chinese Ambassador in London and raised HK in national statement in the United Nations and with other counterparts, including the US, Australia, Canada and Europe.

Last but not least, the UK is now researching on the best support for the BN(O)s holder on their rights and status, which it believes the high degree of autonomy and rights and freedoms set out in the Joint Declaration and enshrined in the Basic Law must be upheld.

(Editor's Note: The collaboration with counterparts corresponds with the #HKHRDA, which stresses that the U.S. government will “coordinate with allies, including the United Kingdom, Australia, Canada, Japan, and the Republic of Korea, to promote democracy and human rights in Hong Kong”.)

A message from Education Bureau to Parents and Students of Government Secondary Schools in Hong Kong

Dear parents and students,

We have been working hard to build a campus filled with love and care, so that our students can learn, grow and bond with each other under mutual aid in a tolerant and considerate environment. With the assistance of school principals and teachers, students can explore their potentials, build confidence and positive values.

However, the recent social strife has caused many students distress and affected their studies. Some students' radical behavior has made other students very stressful, panic and even created conflicts. Our teachers and staff feel pained for the students who were injured or arrested when participating in political events outside school. I hope students could stop and think for a bit and feel the caring and cherishing from our teachers, not to hurt the relationships between family, friends, and teachers due to political movements. I also hope sincerely that parents, school principals, and teachers can all together provide mental aid and the correct guide to healthy growth for our students.


The Education Bureau, as an institution for education matters of government secondary schools in Hong Kong, has been communicating with the schools about the solution for the effect of students and their study caused by the social affairs. All school principals and teachers have stayed on their posts to maintain normal school operations for the students. I hope all parents and students can help maintaining harmony at school with us so that students can focus on their studies. A school is a place for students to learn, we should not use it as a platform to express political demands. I hereby explain once again to all parents and students, we should not organize or participate activities to express personal political stance in school, including strike, singing, shouting slogans, human chain demonstration and giving out political promotion materials. All events inside school must be organized with the school’s approval; school uniforms represent the school, and also all teachers and students, if students misbehave in their school uniforms, that is a form of defacement to the school reputation. Participating in political events outside school wearing school uniforms is inappropriate as this may cause misunderstanding to the public that those events represent the stance of all teacher and students. The school will handle cases of violating school regulations according to the principles and policies.

Besides, government secondary schools always pay attention to the moral education of students. I would like to remind students to respect yourself and others: foul language should not be used while talking; always distinguish right from wrong, obey the law and be a responsible citizen. Under all circumstances, students should not disturb the social order. Recently, some students intentionally blocked train doors from closing and roads for cars. these acts are not only dangerous and will cause inconvenience to other citizens, but also considered as serious illegal behaviors. Putting harm on oneself and others are not acceptable. I call for students to treasure yourself and the others, and ask parents to advise your children away from dangerous and illegal activities to avoid lifelong regrets.

I sincerely hope that all students, parents, school principals and teachers can face the challenge side by side and protect our schools so that our students can learn inside a safe and orderly school campus, and enjoy a pleasant, harmonious and caring school life.
