Renouced Chinese nationality two years ago. A former member of People Power received a call from “China Travel Service Limited” asking for the return of “Mainland Travel Permit for Hong Kong and Macao Residents”

(8 Jun) Anthony Lam Yue Yeung, a former CEO of Hong Kong Reporter and memehk.com, received a call lately requesting him to return his “Mainland Travel Permit for Hong Kong and Macao Residents”, and the man claimed he called from “China Travel Service (Hong Kong) Limited”. Given that he applied for renunciation Chinese nationality via the Immigration Department, and the Call-ID was similar to the phone number of “China Travel Service (Hong Kong) Limited”, he doubted the Immigration Department provided his personal information to China. When the Immigration Department asked about this matter, they didn’t deny providing information of applicants who applied for renunciation Chinese nationality applicants to “China Travel Service (Hong Kong) Limited” and relevant departments in China. They said they were only authorized to handle all cases related to Chinese nationality application. If any other organizations request for the personal information of these applicants, they will handle these cases according to the relevant policies and legal provisions to protect personal privacy.

Canadian passport holder Anthony mentioned that he applied to abandon Chinese nationality in Sep 2018 and requested to change the nationality to “Canadian”. Immigration department issued a confirmation letter on 11 Sep 2018. However, he received a man’s call last Tuesday. He claimed he was from “China Travel Service (Hong Kong) Limited” and realized that he abandoned Chinese nationality. The man requested him to return Mainland Travel Permit for Hong Kong and Macao Residents.”

Anthony Lam Yue Yeung suspected it was related to National Security Law.

Anthony said the man could speak fluent Cantonese and caller ID was “2853 0000”, which was same as the first four digits of “China Travel Service (Hong Kong) Limited” tourist package hotline. He called the Immigration Department about this matter, but they said they didn’t provide relevant information to the government and departments in China. His relative who lived in other country for a long time and applied for renunciation Chinese nationality in the same period also received a call from “China Travel Service (Hong Kong) Limited”. Anthony believed “something happened behind”. He speculated it was related to national security law and said, “Targeting those have renouncement of Chinese nationality. If nationality security law passes in Hong Kong or the U.S. takes action, I may be deported from Hong Kong

We had an inquiry to the Immigration Department about whether they provide personal information of people who renounce Chinese nationality to “China Travel Service (Hong Kong) Limited” and relevant departments in China. “Immigration Department is deeply concerned about the importance of personal information protection. Our organization strictly comply with The Personal Data (Privacy) Ordinance, other relevant laws and regulations to ensure the protection of personal information.”, they responded.

Our reporters contacted “China Travel Service (Hong Kong) Limited” hotline to see if cardholders must return the “Mainland Travel Permit for Hong Kong and Macao Residents” after renouncing Chinese Nationality. The staff said cardholders could keep the card, there’s no need to return it to them.

Yiu Si-wing is the director of “China Travel Service (Hong Kong) Limited” and Legislative Council of Tourism functional constituency. He said “China Travel Service (Hong Kong) Limited” is only an authorized organization to handle the application of “Mainland Travel Permit for Hong Kong and Macao Residents”. They don’t have the authority to handle this issue.

Hong Kong's Immigration Department Suspected of Delaying and Denying Foreign Correspondents' Visas

The Foreign Correspondents' Club (#FCC) released a statement on 6 August 2020, indicating that multiple foreign correspondents in Hong Kong were having their visa renewal applications delayed.

Sources close to the Immigration Department revealed to Stand News that visa applications for foreign correspondents have to be double-checked by the "National Security Section" which had only been established in late June, 2020.

No public announcement has been made concerning the "National Security Section". The special section is currently under the jurisdiction of a Chief Immigration Officer who belongs to the "Quality Migrants and Mainland Residents Section" (#QMMR).

Sources said that the QMMR's office is located on the 6/F of the Immigration Headquarters, but that the officer working for the "National Security Section" does not work at that office. The Immigration Department Organisation Chart also had no mention of such an officer.

Sources also claimed that the Immigration Department had used technical reasons to hinder foreign correspondents' visa applications. For example, for a correspondent who had applied for a visa in 2018 with the status of an editor, were he/she found to have reported on the recent protests, the Immigration Department could delay or deny the application, citing the reason that their title reported and their current job are not consistent.

When processing the application, the Immigration Department also checked the correspondents' MPF (Mandatory Pension Fund) and wage records. Source said, "This wasn't necessary before. The guide on the [government's] website didn't state that it was necessary." However, the Immigration Department claimed that the check was to ensure that said media worker was really conducting regular work in Hong Kong. If it was found that the person was not paid for a few months, the authorities could claim that "the person does not no need to work in Hong Kong. Anyway, they are just making up excuses."

HK Gov't's Proposes to Allow Immigration Officers to Carry Arms


In order to expedite the screening procedures for non-refoulement claims, the Hong Komg SAR government proposes to amend its immigration ordinance.

However, the Amendment Bill is accused of violating human rights as it proposes to authorize the Immigration Department to determine the language used by the claimants, and to compel the claimants to undergo medical examination.

The HKSAR government also proposes to amend the "Weapons Ordinance" and the "Firearms and Ammunition Ordinance", to authorize the Immigration Department officers to carry arms without applying to the Police Force, including the riot guns staffed by the officers at Castle Peak Bay Immigration Center, and the steel batons to be equipped in the future.

The Security Bureau stated that the amendments help to maintain the consistency between the Immigration Department and the other disciplined forces, allow more flexibility in the deployment of manpower and ability to conduct training on its own, thereby enhancing its ability to respond to emergencies and conduct law enforcement operations.
