Cu Masks 2/3: Background of the raw materials suppliers

Editorial note: the award of contracts to these two companies raises concerns that the HK-CCP government may have tried to benefit Beijing and Sai Wan’s vested interests in Hong Kong by using public money as political gifts to appease them.

Esquel Group

Ms Teresa Yang, the vice chairman of the group and chairlady of HKRITA claims that she ‘does not’ have any conflicts of interests because she obtains approval from ITB before purchasing the gauze attachment fabric for the CuMasks from Esquel Group and that she had disclosed her conflicts of interests with the board of directors. Esquel Group will charge the raw materials for the production of CuMasks at cost. Estimated amount is $3.8 million for 450,000 yards of fabrics.

Esquel group was formed by Shanghai textile merchant Yang Yuanlong in 1978. Their production facilities are in Mainland China, Malaysia, Mauritius, Sri Lanka and Vietnam. The current chairman is Marjorie Yang. Yang nominated Ms Carrie Lam-Cheng to run for Chief Executive Election in 2017. He was appointed to the Chief Executive’s Council of Advisers on Innovation and Strategic Development in the following year. Teresa Yang is the sister of Majorie Yang and current holding dual executive directorship positions at HKRITA and Esquel Group. She is also a member of the Committee on professional developments of teachers and principals under the Education Bureau.

Action Medical Sundries Ltd (ACM)

ACM has factories in Shenzhen and Nanchang. It specialises in manufacturing of SS non-woven fabric, SMS non-woven fabric, melt-blown non-woven fabric, and laminated non-woven fabric (under the entity National Bridge Industrial Holdings Ltd in China.) In a nutshell, ACM specialises in manufacturing of non-woven fabrics for hospital uniforms, shopping bags, disposable PE gloves and bed sheets. According to the website of HK Trade Development Sourcing page (Chinese), the managing director of Action Medical Sundries Ltd is Yang Ziran.

Further research conducted by HKCnews revealed that another company of the same group had enlisted twice among the twenty government-subsidised production lines for local made masks under the Anti-Epidemic Fund (that involves $30 billion public funding). ACM received two grants for the respective amounts of $3million and $2 million previously.

ACM is a subsidiary of PRC based National Bridge Holdings Ltd founded in 1985. Yang is the group chairman. Apart from this, Yang also holds multiple executive leadership positions at numerous Fujian associations of societies in HK including HK Fujian Association of Societies (director), Hong Kong Fujian Charitable Education Fund (Honourable Chairman). Fujian is Xi Jin Ping’s major powerbase in China. In additional to be part of Xi’s group, Yang is also part of the Liaison Office’s close linked interests group via the current Secretary of the PRC Liaison Office Luo Huining through his membership of the Chinese People's Political Consultative Conference Qinghai Province (the power base of Luo) and Qinghai Province related positions including Qinghai Hong Kong and Macau Association (Vice-chairman).

Beijing and Pro-Beijing Camp Denounce Democractic Primaries in Hong Kong

Over 600,000 people participated in the primary election coordinated by legal scholar Benny Tai and former legislator Au Nok-hin and executed by the Hong Kong Public Opinion Research Institute on 11 and 12 July.

Tai was motivated by the turnout and projected that the opposition could end up winning 45 seats or more. In the preliminary results released, young pro-democracy activists had in general attracted more votes than veteran democrats.

The final results, including votes from over 20,000 paper ballots, will be released on July 14.

However, the Chief Executive, Carrie Lam, warned on July 13 that the primary polls could amount to "an act of subversion" under the new national security law. Lam claimed the primaries had an "objective of objecting to (and) resisting every policy initiative of the Hong Kong SAR Government" and so "it may fall into the category of subverting the state power, which is now one of the four types of offences under the new national security law."

Around midnight on July 14, China state media Xinhua News Agency condemned the primary election as "illegal," "foreign interference," and a "destruction to electoral practice". PRC's Liaison Office in Hong Kong condemned Tai for "manipulating the election" and accused him of the intent to "seize power".

Earlier, the government's Constitutional and Mainland Affairs Bureau released a statement, claiming that the authorities had received complaints that the pan-democratic weekend primaries "may have allegedly interfered with and manipulated" the elections.

A Bureau spokesman added that "the format, procedure and results of the so-called 'primaries' held by the pro-democratic camp" will not be "recognised nor approved".

Benny Tai reiterated that the government's statement was not reflecting the reality. The organization of the primaries did not involve any call for action. Whether to supoort or object the Financial Budget is a right enjoyed by the councillor. Tai said there is nothing breaching the law.

Tai also cited ordinance no. 22 and pointed out that objecting the financial budget in Hong Kong has nothing to do with subverting the Central Government. Tai did not see why the authorities insisted an expression of public opinion has something "illegal".

Self-proclaimed senior government official at the Liaison Office Kuai Zheyuan accused of fraud worth 2 million, sentenced to 20 years in prison, criticises Hong Kong independence

Six years ago, it was revealed that a new newspaper titled Hong Kong Morning News was preparing to operate on Mainland Chinese funds but the plan eventually fell through. Its alleged secret sponsor Kuai Zheyuan, who had previously published political commentaries, disappeared shortly after. On 20 July, news emerged of Kuai's arrest in Mainland China in 2014. Sources show that he filed an appeal with High People’s Court of Guangdong Province in 2016 on grounds that included "service to the country with a special impact on the United Front" but was rejected.

Baidu's current information on Kuai describes him as a "professor" and adorns him with titles like "Director of the Hong Kong and Macao Development Strategy Research Centre" and "Executive Vice Chairperson of the International Institute for Strategic Studies". Of course, Baidu also provides a disclaimer that "anyone may edit the contents".

China Judgments Online announced the Second Hearing of Kuai Zhe's Crime of Contract Fraud and Fraud in August 2017. [The document] stated that Kuai, whose real name is Kuai Zhe, was born in 1968. He was involved in falsifying vehicle inspections in 2000. He also registered a private limited company using fraudulent capital and signed a collaborative deal with the Beijing Economic-Technological Investment & Development Corp. to swindle it out of CNY 6.8 million.

In 2010, Kuai told a certain Mr Yu, the Chairman of the board of directors for Grand Cosmos Holdings, that he was the Director of the Hong Kong and Macao Research Centre [sic] for the Hong Kong Liaison Office. He claimed to have close ties with leaders in the Supreme People's Court and the Organization Department of the Communist Party of China, which could allow Yu to win two lawsuits. Later, Kuai scammed CNY 2 million from Yu under the pretence of needing funds to facilitate relations.

On 29 April 2014, Kuai was arrested and placed under criminal detention. On 5 June of the same year, he was formally arrested. He was sentenced to 20 years of fixed-term imprisonment and ordered to pay a fine of CNY 880,000 (approximately HK 970,000).

Afterwards, Kuai appealed to the High People's Court of Guangdong Province. In the "Penal Notice of Kuai Zhe" announced in November 2017, he requested that the court pronounce him not guilty on grounds of factual errors and procedural violations in the case. He also claimed to be serving the country with a special impact on the United Front. The court rejected his appeal.

Proclaiming himself to be the Director of the Hong Kong and Macao Development Strategy Research Centre on his Weibo account, Kuai had published several political commentaries before his arrest. One such exposition titled "The alliance of 'two independences' is a dead-end" was published in Ta Kung Pao in 2013. It criticised advocates of Hong Kong independence for being the "dregs of the Chinese nation, to be condemned by history" and "destined for failure".

Mysterious Blue-Clad People "Have Duties to Fulfill" Around China's Liaison Office, National Security Office and Happy Valley in Hong Kong

The PRC's Liaison Office has purchased many buildings in Happy Valley and other locations in Hong Kong. It was said that they are to be used as staff dormitories.

Since the National Security Law (NSL) has been enforced in Hong Kong on June 30, 2020, many mysterious people dressed in blue have reportedly been showing up for surveillance in Happy Valley.

They not only took photos and patrolled the area, but also approached residents to obtain information about that community. A resident said that he has made reports to the police, but the police responded, “they [those people dressed in blue] have duties to fulfill. It’s does not concern you.”

Apple Daily reporter has discovered that these blue-clad personnels were responsible for protecting the people getting off the coaches which belong to China Travel Services (CTS) and these vehicles travel between Sai Wan, where the Liaison Office is located, and Happy Valley every evening.

These people dressed in blue were also found around the National Security Office and Parkcrest owned by Hong Kong Liaison Office at Unit No. 8 of Yan Wah Terrence in Sai Wan.

Lawmakers are suspicious of the identity of these people and questioned, “Are they law enforcement officers or are they here for surveillance?” White terror has fully engulfed the district.

On the same day this story was published by Apple Daily on the frontpage, the newspaper's headquarters was raided by 200 police. The newspaper founder Jimmy Lai, his two sons, and 4 executives of Next Media were arrested over the allegation of national security violation.

The police had reportedly searched reporters' documents and news material during the 9-hour raid.]

China's Liaison Office Found Helping Pro-Beijing Party with Fundraising

DAB Annual Income Over 120 Million while applying for government subsidies


The government continues to gradually release lists of beneficiaries of the Employment Support Scheme. The DAB, Hong Kong's largest party in the pro-Beijing camp, has "successfully fought for" [1] around 7.6 million HKD in subsidies, being ranked no.1 among subsidies for political parties. Stand News had read through financial statements the DAB submitted to the Companies Registry and found the party still had solid financial strength. As of late-April 2019, the party held around 80 million HKD in assets, with some income coming from a singing segment performed by vice-director of the Hong Kong Liaison Office He Jing in a fundraising dinner.

The income of the DAB for the 2018 / 19 term (from April 2018 to March 2019) is recorded at over 128 million HKD, which is the fifth consecutive year with income exceeding 100 million HKD, which is a new high for non-election year.

Referring back to the data for the past 10 years, the DAB's total income reached over 1 billion HKD, and had for five consecutive years had income that exceeded 100 million HKD, with income during LegCo-election year increasing substantially. But since the last two years had the DAB have an income of around 120 million despite not being election-year, it remains to be seen whether their income would reach new heights during election year.

It must be noted that over half of the DAB's income came from donations in the 2018 / 19 term, clocking in at around 70 million HKD. As Hong Kong currently lacks party legislations, parties are not required to announce the names of their benefactors, resulting in the public not being able to know the origins of the donations.

One of their main sources of income come from fundraiser events, which comprise 34% of their annual income. The DAB hosts fundraiser dinners biannually, with the last dinner being hosted in November 2018. 70 tables were established that night, with the highest donating table donating 280 thousand HKD. Starry Lee, the chairperson of the DAB, had said that "the DAB have voted with money tonight".

During their auction segment that night, Xu Rongmao, chairman of Shimao Property and member of the Standing Committee of the CPPCC National Committee auctioned off a calligraphy piece by Jao Tsung-I for 10 million HKD. Charles Yeung, Chairman of Glorious Sun Enterprises Limited, auctioned off a calligraphy piece from Mo Yan for 6 million.

During their performance segment, vice-director of the Hong Kong Liaison Office He Jing and Cheung Ming-man raised 9 million HKD by performing "My Chinese Heart", former chairpersons of the party Jasper Tsang and Tam Yiu-chung did stand-up comedy raising 5.1 million HKD, while current chairperson Starry Lee raised 5 million HKD singing "Chinese Dream" off-key.

The DAB had received over 40 million HKD in donations during that fundraising dinner, including other segments and auctioned off items, which is ten times the amount the Democratic Party received in donations during their anniversary fundraising event.

The DAB's expenses were also large, with its most up-to-date expenditure being at 127 million HKD, which balances out with its income. Rent and administrative costs cost over 91 million HKD, around 70% of the total expenditure. The DAB had over 180 service offices in Hong Kong at the time.

Community activities hosted by local branches of the DAB cost around 26 million, around 20% of the total expenditure, which include health checkups, free movie watchings, visits to Ocean Park etc..

As of late-April 2019, DAB assets are worth around 78.5 million HKD, 4% lower than the previous year due to current market price changes. But it must be noted that the account has not yet accounted for the aftermath of last year's District Council Elections.

DAB had lost its place as Hong Kong's biggest party in last year's District Council Election, having its seats in the District Council dropped from 117 seats to 21. At the time, there were rumours of the DAB hiring their 98 defeated party members with district councilor-level pay, adding 40 million HKD to wage expenditure. chairperson Starry Lee had said that the party would do its best convincing talent to stay, and would "announce the details when the time is right".

Stand News had inquired Starry Lee about hiring their defeated district councilor candidates, including the number of hired personnel, but no reply was given as of last week.

But it appears that the defeat at the District Council Elections did nothing to stop DAB's recruitment. According to the financial statements, as of October 2019, the DAB had 43,227 members, while according to the DAB website, as of June 2020, the DAB had 44,455 members. It seems that the DAB had gained over 1,200 members in only seven months.
