Beijing Demands a "Speedy" legislation of #SecurityLaw in HK

Despite the U.S. plan to sanction China, the Chinese Communist Party government proceeds with the forceful legislation of the National Security Law in Hong Kong.

On May 31, China state media Xinhua News published a work report of the National People's Congress, demanding a "speedy legislation" of the security law.

Earlier, China even said its public security ministry would "direct and support" the Hong Kong police. According to analysts, this is a clear sign that the Communist Chinese Party organs would take a direct role in implementing the security legislation in Hong Kong.

Hong Kong Secretary for Security John Lee revealed on May 30 that a new department might be set up in Hong Kong for the purpose. Lee, morever, downplayed the impacts of the Law by insisting that the press freedom would not be harmed. In his words, journalists won't face charges, if they "report the news truthfully".

Two Pro-China Groups Suspected of Colluding and Forging Public Support for National Security Law

Led by Starry Lee Wai-king, Chairwoman of Democratic Alliance for the Betterment of Hong Kong (DAB), a cross-sector alliance was recently formed to support the enactment of National Security Law in Hong Kong which initiated a signature campaign last Tuesday (May 26). Several government officials graced the event, reportedly to express their fidelity to the Chinese government.

At the same venue, a pro-China organization, the New Home Association, was found handing out freebies while members of DAB were collecting supporters’ signatures for the National Security Law from those lining up for the giveaways. Some elderly put down their signatures without knowing its purpose.

Citizens suspected that the two groups were colluding and exhausting all means to collect citizens’ signatures to forge public support for the National Security Law.

District Officer Leaves in Middle of Meeting after Pro-democracy Council Members Proposed to Oppose Implementation of National Security Law in Hong Kong

In the Security and Constitutional Affairs Committee in Kwun Tong District Council on May 29th, pro-democracy council members proposed a plan to oppose the implementation of the National Security law in Hong Kong on behalf of the Kwun Tong District Council.

The Home Affairs Department district officer disagreed with the proposal and stated that it was not the District Council did not have a say in such matters.

The officer then left the meeting and handed the secretarial service to the council. The proposal was passed in the end, with 28 members voting yes in the absence of the Home Affairs District officer.

A Short Summary of How the HK Government Will Utilize Its Funding in the Upcoming Financial Year

The Finance Committee of the Legislative Council has passed Ocean Park's 5.4 billion financial subsidy application with 32 yes counts, 20 no, and 2 abstains. Part of the 5.4 billion subsidy is for paying the commercial loans to the Bank of China.

In the announcement for Hong Kong's 2020 budget earlier this year, it was announced that a $75 billion recurrent funding will be provided to the Hospital Authority, which is a 3.6 billion increase (5% increase) from the previous financial year. An additional 1.6 billion single-time funding will also be provided for the Authority to acquire medical supplies, which will bring up the total funding to the Authority to 76.6 billion. It was, however, learnt that during the speech by Paul Chan, the Financial Secretary, he compared the amount of funding with that of 2 years ago (2017/2018), and stated the budget was an increase of 35% from previous, which was 30% more than the comparison to that of 2019. When compared to the 8.5% increase from 2018 to 2019, this year's funding is actually a lesser increase (only 5%).

The industry is still concerned that the Authority still lacks a solution to address the loss of mid-level health workers. It was also suspected that the measure is to target workers who participated in strikes demanding a full border closure during the epidemic.

On the other hand, the HK police force will receive 25.8 billion in funding this financial year, which is a 2.2 billion increase from last year. Also, the wage subsidy funding in 2019/20 was initially set to 25.6 million, it was then amended to 2.55 billion (9 times increase). The funding is expected to cover expenses for creating 2543 extra positions on top of the already existing 35863 positions, and for acquiring 6 armoured vehicles, with each vehicle costing around $12.8 million.

Hong Kong Chief Executive Spends HK$2.54 Million Pleading for Support for National Security Law

Chief Executive Carrie Lam spent around HK$2.54 million to publish a full-page advertisement in 13 newspaper, pleading for support from the public concerning the implementation of the national security law.

After the NPC passed the national security law in Hong Kong, Secretary for Justice Teresa Cheng declared her support for the law.

Carrie Lam stressed that recent social movements resulted in risks of terrorism, therefore the national security law can protect the city.

Legal Expert Concerned by Lack of Details in the City’s National Security Law

In a radio programme last Thursday (May 28), Prof. Johannes Chan Man-mun of the University of Hong Kong’s Faculty of Law expressed that the coverage of the National Security Law is wide-ranging and it does not affect just a few people.

He pointed out the absence of details in the four crimes cited in the new law – secession, subversion, terrorism, and foreign interference in Hong Kong’s affairs. Chan’s opinion is that the law enforcement and judicial authorities might interpret such vague and broadly defined offences like "acts and activities that endanger national security” differently which might leave people open to being caught easily for any violation of the law.

Chan reiterated that the ‘devil always lies in details of the law provisions’, and coupled with the fact that Hong Kong people are unable to participate in law drafting process, it is understandable that Hong Kong people are worried.

Hong Kong Artist Group Shows Support for National Security Law

On May 29, a group of Hong Kong artists, including Jackie Chan, Wang Ming Chuen, and Tsang Chi Wai, signed a petition to support the National Security law. Some signatures, however, were suspected to be fake. For example, pianist Li Hau-ling and actor Ram Chiang both stated that they never signed anything, yet their names appeared on the petition.

Kowloon Bay Yellow Shop to Close in Nov 2020

Agape Garden in Kowloon Bay might seem like just a simple yellow shop, but it is also a charity that gives out food to poor elderly citizens. On May 30, the restaurant owners were notified that the Housing Society will not renew their lease. It was suggested that the decision was made on political considerations.

Mr. Lam, owner of the shop, is very worried that his staff will be unemployed, and the elderly whom they take care of will starve.

“Ah Yin” was one of the arrested during the PolyU incident. After being released on bail for a week, he found himself easily irritated. He could not focus on his work and he could not control his emotions. Like many others, he suffers from PTSD.

On May 31, 2021, 47 pro-democracy activists and former legislators appeared in the the West Kowloon Magistrates’ Courts.

Many Hongkongers went to the court to show their support to the pro-democracy activists. Despite the hot weather, a huge crowd queued up, hoping to get a seat to look at the trial in thd public gallery of the court house.

Some of them chanted slogans of encouragement and signed “five demands, not one less” outside the court. The police cordoned off the area and monitored the crowd closely.

The case of the 47 pro-democracy activists marks one of the largest crackdowns on civil society by the Hong Kong authorities. They were arrested in January 2021 for breaching the national security law that was imposed by Beijing on Hong Kong since June 2020. The authorities' accusation was based on their participation a primary election among the democratic camp in July 2020.

Hong Kong Court Refuses to Answer Whether Jury Trial Would Take Place for #47Democrats

On May 31, 2021, the 47 Hong Kong pro-democracy advocates charged with national security breaches appeared at the West Kowloon Magistracy.

The prosecution demanded the case to be transferred to the High Court, which could impose penalties of up to life imprisonment.

The counsel – representing 'Long Hair' Leung Kwok-hung, Jimmy Sham and Lester Shum – asked the court whether a jury trial would take place. However, the Chief Magistrate Victor So did not give any answer.

Out of the 47 defendants, only 11 were previously granted bail. They showed up at the hearing to support the other 36 who have been detained for more than 90 days.

May 31, 2021 marks 21 months since the Hong Kong Police attacked the Prince Edward subway station and assaulted passengers in the train and on the platform.

In face of the heavy police presence and the fear of the National Security Law, some Hongkongers insisted in mourning the casaulties of the pro-democracy movement.

The photos captured a senior citizen praying with a candle next to the subway station. During the Anti-ELAB protest, a make-shift altar was installed next to the station for citizens to pay tribute to the victims of the movement.

Hong Kong Police Conduct Search on Citizens Collecting Flowers in Commemoration of 8.31 Prince Edward Station Attack

On May 31, 2021, the members of the pro-democracy group Tin Shui Wan Connection collected flowers from citizens outside the Prince Edward Station in commemoration of the victims of the pro-democracy movement in Hong Kong.

The day marks 21 months after the Hong Kong police assaulted pro-democracy protesters and train passengers inside the Prince Edward Station on August 31, 2019.

On May 31, 2021, the police even took the flower-collecting citizens to the police station and conducted search on them. The police released them but confiscated the carton box they used to collect flowers.

Former Democratic Party chairperson Emily Lau was among the large crowds of Hongkongers who turned out on Monday, May 31, 2021, in support of the #47Democrats, who appeared in court at the West Kowloon Magistracy,

"I'm not a lawyer," Lau said, "but I think that if they haven't finished investigations -- and it could go on for who knows how many more months, how many more years -- then finish it first, and let the people go! Why keep them all locked up?"

"This is not how things used to work in Hong Kong." said Lau, who had been involved in politics since the first direct election of LegCo in 1991. "That's why you see so many people coming out today. Everybody is incensed."

"You have to be more fair," Lau continued.

"Others have also said the same thing: free the people first, then they can take as long as they want with the investigations. But no, they haven't gathered enough evidence, they said; they needed to investigate carefully, they said."

"It's handled so badly! How could they do this?"

The case is adjourned until July 8, 2021, when the 47 Democrats will appear in court again. The 36 defendants who had not been granted bail continue to be held in custody.
