Chinese company with CCP's Military and Intelligence Network Surveys the World
A Chinese company, Zhenhua Data, with links to Beijing's military and intelligence networks has been amassing a vast database of detailed personal information on prominent and influential figures, including British Prime Minister Boris Johnson, members of the royal family, Australian Prime Minister Morrison and Indian Prime Minister Naomohan Modi, military officers, celebrities, entrepreneurs, journalists, accountants, academics, scientists, as well as criminals and politically sensitive people.
The database of 2.4 million people has been leaked from the Shenzhen-based company is believed to be used by China's intelligence service, the Ministry of State Security. Of the 250,000 records recovered, there are 52,000 on Americans, 35,000 Australians, 10,000 Indian, 9,700 British, 5,000 Canadians, 2,100 Indonesians, 1,400 Malaysia and 138 from Papua New Guinea.
While much of the information has been "scraped" from open-source material, some profiles have information which appears to have been sourced from confidential bank records, job applications and psychological profiles. The company is believed to have sourced some of its information from the so-called "dark web".
One intelligence analyst said the database goes much further that of "Cambridge Analytica”, suggesting a complex global operation using artificial intelligence to trawl publicly available data to create intricate profiles of individuals and organisations, potentially probing for compromise opportunities.
The database was leaked to a US academic based in Vietnam, Professor Chris Balding, who until 2018 had worked at the elite Peking University before leaving China citing fears for his physical safety.
"China is absolutely building out a massive surveillance state both domestically and internationally.” “I think it speaks to the broader threat of what China is doing and how they are surveilling, monitoring and seeking to influence… not just their own citizens, but citizens around the world." Professor Balding told the Australian Broadcasting Corporation.

A Shenzhen-based private company was found to collect personal data globally and sold it to state agencies. Zhenhua Data, a technology company based in Shenzhen, was allegedly to be involved and linked to the People’s Liberation Army (PLA) of China. Its database of 2.4 million people included detailed personal data of tens of thousands of well-known and influential people. The database is thought to be used by Chinese intelligence agencies and described as “Cambridge Analytica on steroids”.
Zhenhua Data was established in 2018. It was believed to be owned by China Zhenhua Electronics Group, a state-owned firm controlled by China Electronics Corporation and the State-owned Assets Supervision and Administration Commission of Guizhou Province.
The main customers of Zhenhua Data include the People's Liberation Army (PLA) and the Communist Party of China (CCP). Zhenhua collected data such as date of birth, address, marital status, photos, political connections, relatives and social media accounts, and even integrated personal account of Twitter, Facebook, LinkedIn, Instagram and TikTok. Information contained news reports, criminal and company records.

The company claimed that their tools could manipulate content on Twitter, WhatsApp and other platforms, including Facebook, which said they banned Zhenhua from gathering data on its platform.
Zhenhua claimed to have collected information on more than 2.4 million people and 650,000 organizations from about two billion social-media articles.
Clients of the company included governments, the military, universities and academic institutes. The company is not merely a technology provider, as its employees actively work with customers and are based in cities across China, including Nanjing and Wuhan.
