China’s New and Wise Policy for Civil Servants
(14 Jul) China's announcement on prohibiting civil servants from emigration deserves our support.
Firstly, in the view of national security, this policy prevents civil servants from divulging in state secrets to western countries after retirement.
Secondly, it will maintain the national integrity of cadres of Chinese officials by putting an end to teary eyes upon seeing the flag-raising ceremony and the subsequent conspiracy to anoint the feet of their entire family with the soil of the UK, US, Canada, Australia and other Western countries for asylum.
Likewise, now that Hong Kong has the National Security Law, should this policy also not apply to Hong Kong's government officials?
On 8 June 2020, Patrick Nip Tak-kuen, the Secretary for the Civil Service in Hong Kong Special Administrative Region (HKSAR) stated, " Hong Kong civil servants are also China's civil servants." This argument is absolutely correct.
Based on the nation's interest above all else, the civil servants in HKSAR, including its government officials, have no reason to enjoy privileges different from those of the motherland.
After retirement from working at the departmental level, do you think the British would be kind enough to let you reunite with your kids in the UK? Do you think they would let you settle down, do a bit of gardening and casually go for dim sum in Chinatown? Wouldn't their officials come to your door to threaten your right of abode by demanding the details of the number of times you went to Beijing, Shanghai, the Kylin Villa in Shenzhen and other undisclosed locations for briefings while in office? It would help them study the body language and speech patterns of Chinese Communist Party leaders so that Western diplomats could develop more concise policies on China.

Nearly 4000 Hongkongers Have Relocated to Taiwan in First Half of 2020, the Highest Number in the Past Five Years
Since the start of the anti-ELAB (Extradition Law Amendment Bill) movement last year, many Hongkongers had begun planning on leaving the city for good. Data from the National Immigration Agency of Taiwan showed that more than 3100 Hong Kong residents had received Taiwan residency permits and 722 were granted permanent residency in the first half of this year. Both figures are the highest in five years.
The National Immigration Agency of Taiwan publishes figures of granted residency permits and permanent residency each month. Residency permits include working visas and student visas that are not applications towards permanent residency. Even with the on-going pandemic, the first half of this year have seen a monthly 300 to 600 Hongkongers receiving residency permits, averaging 527 per month, which is over twice as much as last year with only an average of 244 per month. There is also a small increase in permanent residency receivers, averaging at 120 per month.
The trend in moving to Taiwan has been rising since November and December last year with 1500 Hongkongers moving to Taiwan in those two months combined, doubling the figure from the same period in 2018, which only saw a total of 500. In 2019, 5858 Hongkongers received residency permits and nearly 1500 people obtained permanent residency in the entire year. Both figures were the highest since 2016, the year that the immigration agency began sorting new settlers from Hong Kong and Macau into two separate categories.
Currently, Hongkongers can apply for Taiwan residency under 16 different reasons, such as having lineal relations by blood to a Taiwanese national, having a spouse with Taiwan nationality, possessing a relevant special skill, through investment, etc. Also, in lieu of the enactment of the new Hong Kong National Security Law, Taiwan has established the Taiwan-Hong Kong Office for Exchange and Services to help facilitate enquiry and issues regarding immigration of Hongkongers.

"Not a Bad Thing to Keep Outstanding Talents in China," said Hu Xijin after the US Immigration Ban towards CCP Members
On Oct. 2, the United States Citizenship and Immigration Services (USCIS) issued policy guidance, that makes immigration application inadmissible to anyone who is, or has been a member of Communist Party or any other totalitarian party. Hu Xijin, the Chief Editor of Global Times, a tabloid backed by CCP, posted on Twitter that the decision of the U.S. has "taken out" the illusion of many people as most of the Chinese outstanding talents are CCP members. "Not bad", he wrote. He added that the interests of non-CCP members on immigrating to the U.S. had a significant decrease nowadays.
The U.S. was only reiterating the policy, that Chapter 3 of the original Policy Manual already have the immigration requirements and the corresponding procedures for the totalitarian party members. According to the Policy Manual, if totalitarian party members would like to immigrate, they have to prove themselves that they are the exceptions and waivers with evidence, and they do not pose a threat to the national safety in the US.

Canada begins granting asylum to Hong Kong protesters: Canadian press
The suppression of human rights under Hong Kong's national security law has drawn the concern of the international community. In tow with the UK and Australia, the Canadian newspaper The Globe and Mail indicated its country has also begun accepting Hong Kong pro-democracy activists claiming refugee status to seek asylum.
The Globe and Mail reported that in a letter dated 1 Sept, the Immigration and Refugee Board of Canada notified a couple in their 30s that the refugee protection division considered them to be "Convention refugees" and accepted their claims for asylum.

Francois-Philippe Champagne, the Canadian Foreign Affairs Minister, said in the House of Commons on Monday (23rd Nov) that Canada would continue to pressure China with allies, especially on the human rights issues, and emphasized that irresponsible tough talk on China generates no tangible results.

The report cites the International Migrant Stock 2019 by United Nations Department of Economic and Social Affairs (UNDESA), which shows that China has accumulated 10.73 million emigrants, making it the third-largest exporter of migrants in the world. For the top three countries they migrated, the order was the United States, Japan and Canada, having the same data as 2015. Last year, the number of Chinese immigrants to these three countries accumulated to 2.89 million, 780 thousand and 690 thousand respectively. Chinese citizens tend to immigrate to the US, Japan and Canada
The report cites the International Migrant Stock 2019 by United Nations Department of Economic and Social Affairs (UNDESA), which shows that China has accumulated 10.73 million emigrants, making it the third-largest exporter of migrants in the world. For the top three countries they migrated, the order was the United States, Japan and Canada, having the same data as 2015. Last year, the number of Chinese immigrants to these three countries accumulated to 2.89 million, 780 thousand and 690 thousand respectively. In the past four years, there are 220 thousand, 70 thousand and 46 thousand.

After Beijing's forceful imposition of #NationalSecurityLaw in Hong Kong, several countries have decided to provide Hongkongers shelter schemes.
From the latest figures released by the Canadian Immigration Department on 20 May 2021, a total of 5,727 applications have been received as of 18 May.
When the scheme was introduced on 8 Feb, 2021, the same month recorded 524 applications. Currently, it has now amounted to around 6,000 applications in total.
"We feel very encouraging by having such a great number of applications. We hope more productive Hongkongers can come and contribute to Canada through this innovative scheme," said #AlexanderCohen, Immigration, Refugees and Citizenship Canada press secretary.
Under the new policy introduced by the Trudeau cabinet in February, any Hong konger who graduated from a Canadian university or university overseas will be able to apply for a three-year working permit in Canada.
"The ties that bind Canada and Hong Kong run deep. The young Hongkongers are now eyeing for international opportunities and we hope they can choose Canada,’ Cohen said.

In Hong Kong on July 21, 2021, the result of the pre-University public exam DSE was released.
Across the city, seven students obtained the highest score 5** in seven subjects. Three of them are "super scorers" in eight subjects.

British government's BNO policy consultation taskforce includes prominent members of the London China Town Chinese Association, says Hongkongers in Britain, a pro-democracy advocacy group for newcomers from Hong Kong.
The Chinese Association had pledged support to the implementation of National Security Law in Hong Kong, as well as having only the “patriots to rule Hong Kong.”
Hongkongers in Britain worried that involvement of pro-CCP organization members in these policies could cause safety concerns to Hong Kong people in the UK, many of whom had recently immigrated to the UK on their British Nationals Overseas (BNO) passports. The advocacy group urged the British government to prohibit those pro-CCP organizations from entering official BNO policy committees.
The London China Town Chinese Association, however, did not respond to media inquiry on this matter.
Hongkongers in Britain's website noted that Consultation Taskforce was formed by the Ministry of Housing, Communities, and Local Government to tackle BNO-related policies. The Taskforce does not have representatives from new Hong Kong immigrants, but does include members of the pro-CCP Chinese Association.

The Hong Kong government suggests at a Legislative Council (#LegCo) meeting to set up system to report passenger information for incoming flights, requiring airline companies to provide the information at least 40 minutes before take-off.
Sonny Au Chi-Kwong, Undersecretary for Security, stated at the meeting that the government will assess the risk of those entering the city, "to filter people who are disadvantageous for Hong Kong and at high risk". Factors include national security and potential non-refoulement claimants.
He also indicated that when considering companies tendering bids for building the system, the government will also consider whether they are related to countries with sanctions against Hong Kong.
In a submitted document, the Security Bureau explains that setting up this system and amending the relevant laws under the Immigration Regulation satisfies the requirement of the Convention on International Civil Aviation, allowing airline companies and the border control department to have real-time, two-way communication.
