Public outrage as MSF refused to step in
Editor’s Note: MSF charter states that it “provides assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflict […] "irrespective" of race, religion, creed or political convictions.”, however, its evaluation on Hong Kong situation does not quite seem to match its aim.
(19 Nov) On 18 November 2019, Sam Taylor, executive director of the Hong Kong arm of international medical humanitarian organization Médecins Sans Frontières (MSF) published a statement responding to public enquiries regarding its alleged inaction towards the current situation in Hong Kong. In the statement he stated that “there has been immense support amongst Hong Kong local responders and the resources and capacity to help are significant”, and will take actions if there is a huge gap of medical needs in Hong Kong.
Netizens replying to the statement on Facebook were mostly dissatisfied and disappointed with MSF, with several declaring that they would terminate their monthly donations to MSF. A donar showed his/her disappointment towards MSF, “They can support as far away as to Africa, but they turn a blind eye to what is happening downstairs in Hong Kong”. A netizen commented, “Hong Kongers have been donating so much money to you every year, yet when Hong Kong is in trouble, your response is not ‘giveback’ but ‘give up’ ”. Another comment, which received over 11,000 likes, stated: “understood, we have also assessed that the funds of Doctors Without Borders are sufficient, with no major donation gap; we would prioritise donating resources to other organisations.”
According to public records, Hong Kong’s contribution to MSF is very high. Based on MSF 2018 annual audit report, Hong Kong has over 203,000 active monthly donors, with donation income totalling HKD 518 million in 2018, coming in tenth place among donor countries, but second place if calculated on a per capita basis, just behind Switzerland.
On 19 November 2019, a day after the statement was published, four MSF doctors wearing blue helmets and holding suitcases entered PolyU at 4 pm, stating that they were here to observe. A reporter of Hong Kong In-Media had asked MSF to response to the matter, but MSF office staff indicated that the Communication department is currently very busy and asked the reporter to leave his contact details and questions; however, no response was given before the publishing of the article.

Protesters at PolyU Refuse Eating, Show Signs of Anxiety, and Lose Speech Ability
(24 Nov) Today is the eighth day that the PolyU holdout protesters are trapped. Two representatives met with the press today. They believed that they have been falsely imprisoned by the police. Some of them are physically and mentally weak and they urged the police to withdraw the siege as soon as possible.
Some social workers and medical professionals who reached out to these trapped protesters said that some of them refused to eat, do not want to meet anyone, and are in constant fear. Some even show signs of anxiety, loss of speech ability and amnesia. They described the situation as causing severe psychological trauma to these protesters and stated that it is an international humanitarian disaster.
The social workers and medical professionals could not accurately assess the number of people who still remain on the campus but estimated that there are about 30 people. "They are all hiding." In regard to the meal arrangement for those who have stayed, they pointed out that "(those who have stayed) are extremely cautious and fearful of the people outside", and most of them no longer wander around the campus. They pointed out that those who stayed have harboured an immense fear of the police and also worried about their personal safety once they leave the campus. They urged the police to withdraw the siege as soon as possible, "otherwise those who are in hiding may never come out".
Today is the District Council Election. They pointed out that this election is a quasi-referendum since the anti-extradition bill protests and urged the public to vote, specifying that protesters who remain trapped on the campus "also want to come out to vote" and exercise their civic rights. The social workers and medical professionals are angry with this situation and believed that the trapped protesters' personal freedom have been confined to the campus.
They called on the PolyU management to be in touch with the citizens and students who are trapped as soon as possible and handle the troubling plight on campus. They criticised Lam Tai Fai, the Chairman of the Board of PolyU, for not paying attention to the "kitchen guy" who stayed at the university and urged the senior management of the school to be more proactive.
In regard to the resources currently on campus, they said that a lot of resources, including water, have been contaminated by the tear gas and long-term consumption would affect the health of the trapped protesters.

(25 Nov) There is a phone-in section in a radio program of Hong Kong Commercial Radio in the morning. Various Hong Kong citizens had called to express their views about the election.
1. A 68-year-old man voted for the first time in his life in the District Council Election. The host asked why he voted. He started to cry and said, “My wife and I went to vote because of the protests at the Chinese University of Hong Kong and the Hong Kong Polytechnic University. She teared up when she saw the universities became like battlefields. We, as elders, could not go on the streets and protest. We could not leave this place as well. We could only use our votes [to voice our opinions]. (Tearing up continuously) What are the protesters fighting for? They have sacrificed their lives, dignity and future to fight for our freedom. I need the government to compromise and acquit all protesters.” The host asked him whether he got comfort from the election’s results. He sobbed for a few seconds and answered “Yes.”
2. A 44-year-old man used to be pro-police. After the 21 July incident he had become a yellow ribbon. “There’s no way we can tolerate triad members colluding with the police. The Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) voted for the Extradition Bill. So I want to vote them out. Starry Lee Wai-King does not need to resign. Instead, I want her to go down with DAB. But I would like to thank Carrie Lam for uniting all Hongkongers.”
3. A local resident living in a walled village in the northern district revealed that his district councilor has always been the only candidate running for the district council election. This year he’s no longer uncontested, and is challenged by a young candidate who is willing to go into the village and talk to the residents. He and his two pro-democracy sons are going to vote for the younger candidate. “But I’m more worried about the Legislative election next year— it’s going to be unfair and they (the government) will use all means, for instance, vote-rigging. I hope the pro-democratic councilors will figure out what to do about it.”
4. A woman used to vote, but had no particular political stance. The police brutality and tear gas in the past 6 months made her realise that all Hongkongers cannot just focus on themselves. “It is really heart breaking to see how (these people) are treating our young people. I hope the elected District Councillors will demand Carrie Lam to set up an independent commission of inquiry to thoroughly investigate the police brutality that took place on 21 July and 31 August.”
5. An old man said in a sobbing voice that after months of despair, he was willing to line up for an hour to vote for a new candidate whom he did not know at all. “I hate how these people are taking side with the evil. This has to be a victory for the people of Hong Kong. I hope the newly elected District Councillors and the alumni of the Polytechnic University will go and save the kids trapped in PolyU.”
6. A man lived near the waterfront of Yuen Long. He finally managed to see someone who was willing to come challenge the District Councillor who had been uncontested for years. “You beat up the citizens. Then expect them to vote you out. There is zero tolerance to police brutality. An independent commission of inquiry must be established. Five demands, not one less! Glory be…” He was so emotional that he was unable to continue.

TG shot indoor, restaurant owner claimed witnessed Police throwing bricks into flat on fire, suspected planting evidence
(12 Jan) Kenny, who owns a restaurant on Austin Road, witnessed the moment on 18 November when a tear gas round was shot into a resident flat: ‘One hit right in front of my restaurant, one on the opposite [of his restaurant], one above the clinic (into a flat).’ A huge amount of tear gas filled his restaurant. Kenny said helplessly: ‘We couldn’t get out or they (the police) would hit us. We could do nothing but to suffer.’ He couldn’t breathe at that time and went to the kitchen looking for a wet towel to cover his face. ‘My whole face was burning, both my nose and mouth were watering’. He couldn’t bear it later and had to soak his whole body with water. He said after the incident he had diarrhea for one week.
Kenny said his restaurant has gone through thorough cleaning afterwards. Since it was under renovation at that time, there was no food in the place so the risk of tear-gas contamination was avoided. However, loss is unavoidable and comes in other forms, as the restaurant was right below the apartment that was hit: ‘My restaurant was flooded. The logo sign of the business was burnt, the CCTV was burnt and the kitchen was leaking.’ He would not consider asking the police for compensation: ‘It’s too time-consuming. I am exhausted. Too many things happened in these two months, so we won’t ask for anything.’
Kenny furiously condemned the police’s random, excessive and abusive shooting of tear gas on that day as it demonstrated a complete negligence of the citizens’ safety. ‘I strongly oppose to the use of tear gas in the neighbourhood. It is a toxic substance and causes huge impact on people and business.’ He also stated that he saw police officers throwing bricks at the windows of the apartment hit by tear gas round and broke all windows. He suspected that the police officers who did that were trying to create false evidence: ‘They knew they did wrongly after shooting tear gas round into the apartment, so they threw bricks inside to set protestors up later.’ He complained ‘You guys are the police, how could you do that? It only makes me detest.’

Tear gas shot into flat: Clinic and flat burnt down, doctor family plans to sue the police for $2 million
(UPDATE: 24-Jan, Police warned the Leung's family would violate Cap. 238 Firearms and Ammunition Ordinance if they do not return the teargas cannister to the police.)
(12 Jan) On the morning of 18 November 2019, the second day of the Poly U siege, the police fired tear gas to disperse the citizens in the vicinity of Chatham Road, Tsimshatsui. One tear gas was shot into Mrs Leung’s flat in the 1st floor of Windsor Mansions, Austin Road. Her husband is a physician whose clinic is set up in the connected unit of the flat. Mrs Leung recalled that only her helper was present during the accident. She was cleaning at that time, and she discovered that the flat was on fire after hearing the sound of the gunshot. She then escaped from the flat barefoot. Half of the flat was burnt in the incident, and dense dark clouds were rising from the flat. Firemen later arrived to put out the fire, and luckily there was no casualty. The tear gas was fired into her daughter’s room, and it was pure luck that her daughter left home 5 minutes before the accident, so that the room was vacant when the fire started - or else the consequences would be disastrous.
Mrs Leung said that all electronic appliances in her home and her husbands’ medical equipment were wet in the fire. Her husband was also worried that the medications in the clinic were contaminated by the tear gas and destroyed all of them. The preliminary estimation of loss is more than $2 million.

The man who almost got shot on the night of the PolyU Seige
Editor’s Note: Frontliners in this context refers to protestors that clash with the police.
(04 Mar) This is a true story. Verified in my own ways, he experienced life and death in Tsim Sha Tsui that day.
Through the help of a frontline protestor, we were able to do a short interview.
Please listen to his story if you feel that the movement has calmed down.
He is middle class with a successful career and owns a car and an apartment. He was a peaceful protestor. The most courageous thing he did was to chant slogans.

(04 Mar) This is a true story. Verified in my own ways, he experienced life and death in Tsim Sha Tsui that day.
Through the help of a frontline protestor, we were able to do a short interview.
Please listen to his story if you feel that the movement has calmed down.
He is middle class with a successful career and owns a car and an apartment. He was a peaceful protestor. The most courageous thing he did was to chant slogans.

HK Police Arrest 15 Students, 1 Teacher and 9 Civilians for Attending Pro-democracy Protests Last November
HK Police arrested another 25 civilians on September 2, allegedly for involving in the PolyU siege last November.
In a press briefing, a police officer stated that, among 135 civilians arrested during the siege, at least 129 refused bail offers. While 25 of them have been arrested, many are on the run. The officer warned that they should not attempt absconding.
Among the arrested, two were as young as 16 years old. 15 of them are students while another one is a teacher. They were charged with illegal assembly, while one of them also being charged with possession of a laser pointer, which is considered an "offensive weapon" by the police.

In November 2019, Hong Kong police violently attacked pro-democracy protesters in the Chinese University of Hong Kong (#CUHK) and Polytechnic University of Hong Kong (#PolyU).
In #PolyUSeige, more than a thousand protesters were arrested and over 300 underaged had their personal information marked down by police.
More than a year later, the new cabinet of #PolyU Student Union was formed. It was said that the PolyU student union cabinet and the #CUHK student union cabinet would perhaps the only two cabinets to be formed this year.
Different from the #CUHK “senior” cabinet, which was formed by Year 3 students, 12 of the 17 cabinet members of PolyU student union are “underaged”, including the President and Vice-Presidents.
The newly elected President, Alan Wu, is a year 1 freshman. He admitted in bitter grin that it has been a “wasted freshman year” due to the coronavirus pandemic. Not only that they have been deprived a normal senior college life and University life, but they have also witnessed their classmates being violently pinned to the ground by riot police, arrested and charged with riots.
During anti-ELAB movement, some of their friends even sacrificed their lives, leaving behind last words for people to carry on protesting.
They described themselves a generation of “distorted youth” by authoritarianism. For the same reason, the three cabinet members of PolyU student union stood up for pro-democracy movement on student front.

Tears Shed at Premier of PolyU Siege Documentary in London
The documentary "Inside the Red Brick Wall" was shown in the Open City documentary festival in London on September 11. The film captured one of the most aggressive crackdowns of Hongkonger's fight for democracy during the anti-Extradition movement in 2019, the police siege against protesters in Polytechnic University (#PolyU).
Many Hongkongers that have recently arrived in the UK went to see this documentary. Among them was a pro-democracy supporters, K, who said she took part in one of the demonstrations near the university. K told reporters that the documentary has brought back memories of the crackdown and her involvement in those demonstrations.
She was very saddened because she knew that those endured the sufferings during the siege were ordinary youngsters, real people with flesh and blood. She couldn't help but shed tears as she watched the documentary.
K acknowledged that the screening in UK did provide a platform for Hongkongers to get together, so that they knew they were not alone and can seek support when needed.
She hopes for the documentary to be shown in other countries, to let the world better understand what is happening in Hong Kong. She believes that the question-and-answer session at the end of the show helped local people understand what Hong Kong people has gone through during the movement.

#HongKongWatch, a UK #HumanRights organisation, estimates that there are 120 political asylum seekers from HK at the moment and 200 to 300 HKers with a temporary or expired tourist visa in the UK.
Some UK #MPs suggested amending BNO application terms and conditions that a Hker could have the right to stay in the UK if one of the parents qualified for a #BNOvisa, including HK young people born after 1997.
The amendment bill is an aid for people like Ivan, whose parents do not want to leave for the UK and need to be political asylums.
The total amount of these people are estimated to be 100 thousand, expanding HKer groups in the UK. However, the #parliament rejects the decision after a 2-days discussion on Dec 8 due to the scale of expansion.
While people in the city try to get out very hard, people outside the city earnestly want to get back. Ivan hopes to see HKers can have shumai (a traditional Cantonese dim sum) at home together.
"I really want to return to Hong Kong"
Ivan sees Hong Kong as his home even though he is in the UK now. When he saw people giving applause welcoming the soldiers on Remembrance Day, he wished to have another Liberation Day for Hong Kong, the day when he could go back to Hong Kong.
He expressed, "I would like to say to everyone one day: let's return to HK. An ethnic group has nothing wrong to go back to their origin. Hong Kong was colonised by the UK and is colonised by the #CCP. I feel very unwilling as HKers have fought for a long term but can't make any decision for themselves. If Hong Kong is liberated one day, do still I have a chance to travel, or am I "lying in a box covered by a blanket"?"
No one can predict when it will be, but Ivan will continue to embrace this hope to survive in a foreign country.
