Hong Kong Government Refuses to Respond to UN Inquiry on Chemical Weapon
Social Movement Organization: Refusing to Answer Damages Hong Kong’s International Image

Two UN Special Rapporteurs sent a letter to the Hong Kong government via the UN China ambassador, stating that they have reasons to believe that Hong Kong police had “indiscriminately and disproportionately” used chemical weapons such as tear gas and pepper spray, and that tear gas "has been used in an uncontrolled and allegedly malicious manner". They demanded a response within 60 days, but the Hong Kong government had failed to respond by the deadline.

In a speech given at UN in early March, Deputy Commissioner of Police (Management) Oscar Kwok Yam-shu stated that the accusation was "part of a comprehensive effort to vilify the Hong Kong Police". Regarding the speech, Hong Kong Human Rights Monitor spokesman Claudia Yip criticised it as "shameless lie", and would not consider it as the response of the letter from UN as it had not undergone any formal process.

Spokesman from Civil Rights Observer Icarus Wong believed that Hong Kong government had the responsibility to respond to the inquiry, lest Hong Kong's international image would be damaged. Yip worried that other countries would lose faith in Hong Kong if the government refused to answer just because the inquiry did not favour them.

Where are the 13-million masks produced on public fund?: Hong Kong Government Refuses to Answer

In mid-February, “Hong Kong Connection”, an investigative programme of RTHK, conducted a study to find out how the Hong Kong government uses the prisoner-made "CSI" masks.

RTHK invoked the “Code on Access to Information” and requested the Logistics Services Department to disclose the number of CSI masks and protective robes the government procured from the Correctional Services Department between 2017 and 2019, as well as the amount allocated to other departments.

On April 1, 2020, the Logistics Services Department responded but refused to disclose informatio “as not to undermine the bargaining power in purchasing protective gear amidst fierce competition”. The department emphasized that the Government has been making every effort to procure anti-epidemic materials.

In mid-February, the Financial Services and Treasury Bureau had revealed that the Logistics Department had purchased an average of 1.1 million masks per month from the Correctional Services Department in 2019. Earlier on, the Correctional Services Department said that in 2019, social welfare agencies, schools and other non-governmental organizations had purchased about 120,000 masks from them.

Reported widely in media was how the government-owned CSI masks were available for sale. Many have been questioning whether the filter masks have been mis-distributed for reselling purpose.

Apparently, the Government is evading to fully disclose the allocation and whereabouts of about 13 million CSI masks produced every year.

#PORI Survey: Officials to give up immediate family member's foreign nationality to show loyalty to China

Hong Kong Public Opinion Research Institute (PORI) revealed that 96% of pro-democracy supporters and 52% who are not pro-democracy supporters agree that the spouses and children of high-ranking officials of Hong Kong should forfeit their foreign nationality in order to show their loyalty for China.

The survey was conducted online, and received 6908 responses from people above 18.

Leung Kai Chi, Honorary Director of the "We Hongkongers" initiative, explained that the research revealed how much people care about whether high-ranking officials and their relatives possess foreign passports. If the officials do not forfeit the foreign passports of their immediate family members within their household, their stance will contradict their actions, and it is more likely that people will doubt their where their true allegiance lies.

Hong Kong civil servants given four weeks to pledge loyalty to the government

On 15 Jan, Hong Kong’s 180,000 civil servants were told to sign a document pledging their loyalty to the Chinese-ruled city’s mini-constitution, promise uphold Hong Kong’s Basic Law and dedication to the government in four weeks.

Civil Service Bureau’s statement said, “Negligence or refusal to take the oath or to duly sign and return the declaration by a civil servant casts serious doubts on his or her willingness to take up these basic duties and his or her suitability to remain in the civil services.” It implied that all civil servants could lose their join if refusing to sign the pledge.

In addition of that, it said advocating or supporting “Hong Kong independence”, refusing to recognise China’s sovereignty over the city, soliciting intervention by foreign or external forces into the city’s affairs, or carrying out activities that endanger national security were not allowed.
