China’s recent actions around the world is like a "lawless bully" said U.S. top diplomat for East Asia

As the U.S. election approaches, U.S. officials are becoming increasingly vocal in their criticism of China. U.S. Assistant Secretary of State for East Asian and Pacific Affairs David Stilwell on Thursday described China's recent actions around the world were not those of a responsible global actor, but of a "lawless bully”.

In a testimony for Senate Foreign Relations Committee hearing, Stilwell said the United States was not asking countries to choose sides on the China issue, but to stand up against its "malign" behaviour and to protect their own sovereignty and economic interests.

Stilwell also said that U.S. competition with China need not lead to conflict, and that the United States sought to cooperate with Beijing where interests aligned, for instance on North Korea.

Mr. Stalin said that in the past few months there had been "particularly egregious examples of Beijing’s conduct," including conflicts along the China-India border, "aggressive" moves in the South China Sea, around Taiwan, and with Japan over disputed waters. He also highlighted the Communist Party's attempts to "wipe out" Mongolian and Tibetan culture, "a continued campaign of repression and forced labor" in Xinjiang, and a "draconian" National Security Law in Hong Kong which "were not those of a responsible global actor, but of a lawless bully", he said.

"Intelligence Community Must Change to Address China's Threats," says U.S. House Intelligence Committee Report.

Democrats and Republicans in the U.S. House of Representatives issued separate reports on the threat from China. The Democratic Party report stated that the U.S. government and intelligence community could no longer compete with China's in decades if there were no significant realignment of resources. A separate study by the Republicans made several recommendations, including a bilateral free trade agreement with Taiwan, to call for strict scrutiny of Chinese investments in U.S. companies.

The Democracy Party report was the conclusion of a two-year review of U.S. intelligence efforts. It stated that the U.S. must be more vigilant against China and must take a tougher stance against its theft of intellectual property and efforts to influence U.S. politics. "Absence of a significant and immediate reprioritization and realignment of resources would not favour the U.S. to compete with China, diplomatically, economically and militarily, on the global stage in the future," said by Representative Adam B. Schiff, the chairman of the committee.

The report alleged that China had used its unfair advantage and theft of intellectual property to dominate the global market, thereby shifting the global economy and investment to China. It had also attempted to take control of the Indo-Pacific region by militarizing the East Sea and the South China Sea with coercion. The report argued that the PLA had become a force capable of conducting complex joint operations through comprehensive restructuring, which enhanced China's confidence in its ability to project power regionally, particularly to Taiwan.

"Not a Bad Thing to Keep Outstanding Talents in China," said Hu Xijin after the US Immigration Ban towards CCP Members

On Oct. 2, the United States Citizenship and Immigration Services (USCIS) issued policy guidance, that makes immigration application inadmissible to anyone who is, or has been a member of Communist Party or any other totalitarian party. Hu Xijin, the Chief Editor of Global Times, a tabloid backed by CCP, posted on Twitter that the decision of the U.S. has "taken out" the illusion of many people as most of the Chinese outstanding talents are CCP members. "Not bad", he wrote. He added that the interests of non-CCP members on immigrating to the U.S. had a significant decrease nowadays.

The U.S. was only reiterating the policy, that Chapter 3 of the original Policy Manual already have the immigration requirements and the corresponding procedures for the totalitarian party members. According to the Policy Manual, if totalitarian party members would like to immigrate, they have to prove themselves that they are the exceptions and waivers with evidence, and they do not pose a threat to the national safety in the US.

The U.S. is Entering a Very Unusual Transition Period, said China state-owned media editor

The editor-in-chief of the China state-owned media Global Times, Hu Xijin, believes that the United States will enter a very unusual transition period and that China needs to develop ties with Biden's team, while not provoking Trump.

Hu said in a social media post that the U.S. is going into the most turbulent and uncertain transition period, and China must have bottom-line thinking, preparing for uncertainties. He added that China must develop contacts with Biden's team to explore the possibility of getting rid of the U.S.-China relation of extreme turmoil.

He further said that since Trump does not accept the election results, it is easier for him to vent all of the anger outside the U.S. than internally. The Chinese government should be conscious to avoid directing resentments over the defeat of the election in the Sino-U.S. relation. He suggested Chinese people should respect Trump himself, and there is no need to step on him or mock him.

Reuters: US planned to ban technology sales to 89 PLA-related Chinese companies

The Trump administration will announce restriction to 89 Chinese military related entrepreneurs from purchasing U.S. goods and technology, Reuters reported, according to a draft copy of the list it've seen. The list covers areospace and other industries, including Commercial Aircraft Corporation of China (COMAC), Aviation Industry Corporation of China (AVIC) and 10 related entities.

According to Reuters, the relevant list was compiled by the U.S. Department of Commerce, including 89 China and 28 Russia companies recognised by U.S. as a “military end users”. U.S. suppliers must obtain permission to sell commercial products to these companies. The Reuters quoted the draft, that controlling the flow of U.S. technology to the listed companies is “vital for protecting U.S. national security interests”.

60 Chinese and Hong Kong Enterprises Including SMIC and DJI Added to US Department of Commerce Entity List

US Department of Commerce added 60 Chinese and Hong Kong companies, including chipmaker SMIC and drone manufacturer DJI, to its Entity List on 18 December for their ties to the Chinese military.

The US Department of Commerce has added 77 companies to the Entity List recently, including 59 Chinese companies and one Hong Kong company. The Department of Commerce stated that these companies have been involved in activities contrary to the national security or foreign policy interests of the United States, include enabling China human right abuse, supporting the militarization and unlawful maritime claims in the South China Sea, acquiring U.S.-origin items in support of the People’s Liberation Army’s programs, and engaging in the theft of U.S. trade secrets.

Among these entities, SMIC has been accused of being involved in China's military-civilian fusion (MCF) program, with evidences of activities tied to the Chinese military industrial complex. The Secretary of Commerce Department Wilbur Ross stated that it is making sure that China is not able to leverage U.S. technologies, through SMIC, to support its military modernization, and emphasized that it is a necessary measure.

Pompeo Urges U.S. University To Scrutinize Chinese Students To Avoid Stealing And Brainwashing

U.S. Secretary of State Mike Pompeo on Wednesday urged U.S. universities to scrutinize China's assistance and students, warning that Beijing was set on to steal American innovations.

Speaking at the Georgia Institute of Technology, Pompeo said the United States welcomes Chinese who "genuinely" want study in the country, but also cited two cases of Chinese students who were charged with spying and some cases of Beijing harassing of students abroad. “If we don’t educate ourselves, if we’re not honest about what’s taking place, we’ll get schooled by Beijing,” he said. “The Chinese Communist Party knows it can never match our innovation, that’s why it sends 400 thousand students a year to the United States of America to study,” he added.

Once again, he called on U.S. universities to shut down all Confucius Institutes, “We cannot allow this tyrannical regime to steal our stuff, to build their military might and brainwash our people, or buy off our institutions to help them cover up these activities… We need administrators to close Confucius Institutes and investigate what so-called ‘student groups’ backed by the CCP money are actually up to on their campuses,” he declared.

China Mobile, Telecom, and Unicom will be delisted as U.S. ban investment in Chinese military-related firms

The New York Stock Exchange announced on 31 Dec. 2020 that China Mobile, China Telecom, and China Unicom Hong Kong will be delisted so as to comply with President Trump’s November executive order, which prohibits U.S. capital from investing in Chinese military-linked firms. NYSE will suspend their ADR trading from 7th to 11th of January, after which they will be delisted.

President Trump’s executive order will become effective at 9 a.m. ET on 11 Jan., prohibits U.S. individual investors, investment firm, and pension funds from trading or investing in the stocks or derivatives of 31 Chinese firms. In addition to the three telecommunication companies mentioned above, Huawei, Hikvision, China Communications Construction, and China Railway Construction are included as well. The order also stipulates that U.S. investors will not be allowed to hold any securities products of these 31 Chinese firms on or before 11 Nov. 2022.
