Concern Group Urges Hong Kong Government to Close the Borders
International Migrants Alliance, IMA (Hong Kong and Macau Branch) held a press conference on February 5 to reveal the plight of foreign domestic workers regarding the current epidemic situation in Hong Kong.
Some foreign domestic workers complained that employers threatened to terminate their contract if they choose to spend their day off outside. There are also employers who demanded the workers to rub alcohol all over their bodies after staying out. Some domestic workers were even sacked abruptly due to the severity of the outbreak.
Foreign domestic worker concern groups believe that an recent request made by the Labor Department of the Hong Kong Government had worsened the discrimination against foreign domestic workers.
The Labour Department asked foreign domestic workers to remain at home during their holidays. According to the group, as many as half of the domestic workers stayed at their emoloyers' home last Sunday, many against their wish.
Eman Villanueva, a representative from the Asian Migrants’ Coordinating Body stated that some employers have printed the Labor Department’s guidelines and posted them at home, demanding their helpers to stay home on their rest day. He pointed out that domestic workers who do not have private rooms have to sit in the living room and they have to cook and clean as usual which basically meant losing their legal rest day.
Villanueva mentioned that 30 Filipino domestic workers were not able to return to their homeland because of the travel ban in the Philippines. In other words, Filipino domestic workers in Hong Kong who have lost their job cannot even return to their hometown.
The group urges the Hong Kong government to prohibit people in China from going to Hong Kong. Otherwise, the overseas customs clearance orders against Hong Kong will likely worsen, affecting even more foreign domestic workers.

A number of pro-democracy activists, including the Alliance chairman Cheuk-yan Lee, former secretary-general of Demosistō Joshua Wong, and former chairman of Demosistō Nathan Law, were charged with “participating in unlawful assembly knowingly”.
The case which was supposed to be trialed on Feb 5, 2021 at a District Court was transferred to the West Kowloon Magistrates' Courts, due to the large number of the accused.
Among the accused, Jimmy Lai, Joshua Wong, and Chi-wai Wu were already on remand or serving sentences in jail.
After an arrest warrant was issued, Nathan Law and Sunny Cheung both announced that they were in exile.
Before the court hearing started, chairman of the Alliance, Cheuk-yan Lee said, "it is Hongkongers' right to take part in the vigil on June 4, and no one should be guilty." He criticised the government of overriding Hong Kong’s law by the #NationalSecurityLaw and that it is a regression of human rights in Hong Kong.

On February 4, 2021, the Secretary for Education Kevin Yeung in Hong Kong announced new controls in a document, “National Security: Specific Measures for Schools”.
The document sets out actions to be taken by school administrations, and exhorted principals and teachers to play their part in safeguarding national security and keep a tight rein on any signs of a breach.
Pupils from as young as six years old must learn how to 'defend national security', while older students must know specifically what acts constitute breaches of the law.
This new set of control framework applies to most subjects, including music and biology, which have no obvious connection to national security.
Schools are advised to form a working group to take charge of planning and carrying out the bureau’s measures, the document says.
They are required to review the current situation and send a report to the bureau by August 2021 and from the 2022-23 school year, schools would be thoroughly executing administrative and teaching measures related to national security education.
The young students will have to learn about the four major offences under the national security law – secession, subversion, terrorism and collusion with a foreign power. They will also be taught about the origins of the Basic Law and the One Country, Two Systems principle.
Secondary school students would be taught about specific 'crimes' under the security law; the 'opportunities and challenges' that China faces in the international arena; Hong Kong's 'constitutional duty' to enact Article 23 legislation; and that 'the national security law does not affect rights and freedoms enjoyed by the people of Hong Kong'.
Students would learn about these issues in a variety of subject classes, including Chinese, General Studies, and even seemingly unrelated subjects like music, biology and economics.
Ip Kin-yuen, former legislator and vice president of Hong Kong Professional Teachers’ Union, accused the government officials of implementing the new policy without consulting teachers. He opined that the new rules will instill a sense of fear on campus, because it is difficult to define what can be taught and what cannot.

On February 5, the authorities announced that wastewater samples from six sewage monitoring areas were found positive for the virus. It indicated that there may be hidden cases in the premises within these areas.
Among these areas were Peak Road, Magazine Gap Road and Cotton Tree Drive, including the Government House where the Chief Executive Carrie Lam resides.
Also in the area are Grenville House, home of former Chief Executive Tung Chee-hwa; the Police Headquarters; the Consulate General of the U.S; and the British Consulate General.
Instead of locking down these areas and conducting mandatory COVID-19 testing as it had done elsewhere, the authorities only dispatched 3 sets of rapid test kit for the affected residents to self-test.
Responding to local media inquiry, a spokesperson for the government claims that these rapid test kits are the "newest approach" for COVID-19 testing, and deployment arrangements may differ according to the situation in each affected area. 特首辦稱林鄭及家人配合「願檢盡檢」 自行快速檢測
連日來多區都有大廈被驗出污水對COVID-19病毒檢測呈陽性而須圍封強檢，政府昨晚（5日）亦公佈6個污水監測區域的污水對病毒呈陽性，顯示該地區場所可能有隱性患者，當中包括山頂道、馬己仙峽道及紅棉路一帶，而特首林鄭月娥官邸禮賓府、前特首董建華寓所嘉慧園、警察總部、美國駐港總領事館及英國駐港總領事館等，都正正在這一帶內，但該區未被納入強制檢測，只獲派發3套快速測試套裝去自行檢測，「願檢盡檢」。
