2. Unknown source of an epidemic; Loosen group gathering regulation
The outbreak happened in Lek Yuen Estate in June, but the government didn't trace the source.
Withdraw limitation in restaurants, wedding banquet, etc.
Overcrowded indoor is the threat of transmission.
This current outbreak was just two weeks after relaxing group gathering restriction.
3. Insufficient testing per day
The Hong Kong government conducted 3600 tests per day on average in June. Had a massive test for high-risk groups (staffs in a residential care home).
But, Dr. Yuen Kwok-yung suggested having 7500 tests per day, including those patients with mild symptoms.
Government anti-epidemic measurements are perfunctory. Let asymptomatic patients spreading the virus freely in the community.
In the end, civilians bear consequences. A heinous crime!
