Hong Kong Police Chief Reports to the Chinese Communist Party in Beijing and Rejects Inquiry into Police Use of Force

Chris Ping-keung Tang, the new Commissioner of the Hong Kong Police Force, took his courtesy call to Beijing on December 6, in less than a month after his takeover on November 19.

Tang reported the work of the Hong Kong police to PRC Secretary of the Central Political and Legal Affairs Commission Guo Shengku, Minister of Public Security Zhao Kezhi and Director of the Hong Kong and Macau Affairs Office Zhang Xiaoming. After meeting the Chinese Communist Party officials, Tang told the press that the party had recognized Hong Kong police’s work in the past 6 months and “promised to support for Hong Kong police's effort in curbing violence and disorder.”

Tang also confirmed a rapport between Hong Kong and the Chinese police forces. The Chinese authorities will reinforce border patrol; while the deployment of the People's Liberation Army in Hong Kong, according to Tang, is governed by laws, and will be a decision by the Chief Executive.

After watching the flag-raising ceremony in Tiananmen Square in Beijing, Tang cited the new motto of the Hong Kong police force--“Serving Hong Kong with Honour, Duty and Loyalty”--which was implemented on the day Tang officiated his new title. When asked if this loyalty is directed to the Communist Party, Tang turned to claim that their loyalty lies with Hong Kong citizens, the SAR government and with the resolution in upholding law and order in the city.

Tang also stated that he agreed to the Chief Executive’s idea of a Review Committee to inspect the contributing factors behind Hong Kong’s current situation: “I am not oppose to any committees that are not aimed at the police force.” He stressed it is unjust to form an Independent Commission of Inquiry—what the protesters have included in the “Five Demands”--to probe the police, as it might endanger the authority of the police in investigation and law-enforcement. Tang said, any inquiries into the bureau should be overseen by the Independent Police Complaints Council. What Tang referred to as the coupling of 'hardness' with 'softness' is widely believed to be the new tactic of the Hong Kong Police Force.

The Foreign expert panel has recently quit the Independent Police Complaints Council on December 11, due to their doubts over its independence, objectivity and powers to investigate.

Meanwhile, controversy has been raised as the new Police Chief Chris Tang changed the Hong Kong police force's motto from “We Serve with Pride and Care” (in use since 1998) to“Serving Hong Kong with Honour, Duty and Loyalty”. Not only that there are concerns over the police object of loyalty in the presence of Beijing; but the first four characters Chung 忠 (Loyalty), Sing 誠 (Honesty), Jung 勇 (Bravery) and Ngai 毅 (Perseverance) in the Chinese catchphrase are also employed by the Triad in naming their branches.

This "unlikely coincidence" of new motto reminds many of the suspected Police-Triad collusion during the Triad attach on civilians in Yuen Long on July 21.

While the latest survey outcomes published by Hong Kong PORI has shown negative approval rates for all bureau heads of the Hong Kong SAR government, the Hong Kong government officials seem to be busy paying official visit to China over the last 6 months. Over the weekend of December 14, Chief Executive Carrie Lam is at the time "reporting her duties" to Beijing.
