Police Send Away Woman Waving U.S. Flag in Hong Kong

In celebration of the Independence Day of the United States, citizens brought with them U.S. flags to the U.S. Consulate General.

According to Stand News reporter, police had been recording the woman who waved the flag of the United States.

Hongkongers Celebrate U.S. Independence Day

Netizens initiated a march to celebrate the Independence Day of the United States on July 4 in Hong Kong.

Mr Chan has previously participated in activities such as presenting petitions to the Consulate General of the United States. Today, the police tactical unit (PTU) intercepted him when he was waiting for his friend. An American flag was found in his belongings. He said he didn't worry about being arrested because of the "friendly relationship" between U.S and Hong Kong. Mr. Chan said it was all about celebration, but "not to declare war".

During the search, police had his face filmed. He believed that it would be used as "a record". Mr Chan said he would not go to China and has thought about migration after the national security law took effect. He was still under observation, "if the situation gets worse in these one or two years, there is nothing more we can do. Many Hongkongers are thinking the same."

Hong Kong Police Warn Woman With U.S. Flag of Arrest

The woman holding a U.S. national flag celebrating the Independence Day of the United States was pushed away by the police, when on her way to the Consulate General.

The woman told reporters that she almost fell when the police pushed her away. The police also warned her of arrest if she entered the cordon.

Under National Security Law: Wordless Lennon Wall in Tsuen Wan

Since the enforcement of the National Security Law, the governmeng and the pro-Beijing lawmakers keep interpreting pro-democracy protest slogans. The government on July 2 announced that the slogan “Liberate Hong Kong, Revolution of our times” suggested Hong Kong independence and the subversion of the state. Pro-Beijing politicians Tam Wai-chu and Tong Ka-wah claimed that the slogan means to overthrow the regime.

On July 4, Tsuen Wan’s District Councillor Roy Tam Hoi-Pong and Pun Long Chung built a Lennon Wall using blank sticky notes. It was to protest the authorities' manipulation of the National Security Law to ban the pro-democracy demands and slogans.

Government Instructs Hong Kong Public Libraries to Remove Books For Review under the National Security Law

On July 4, the Leisure and Cultural Services Department (LCSD) started to review whether any book in the public libraries of Hong Kong has breached the newly enforced National Security Law.

Selected books by lawmaker Tanya Chan, former secretary-general of Demosisto Joshua Wong and scholar Chin Wan were removed from the shelves. Loan and reservation were suspended.

Stand News reporter went to the Tuen Mun Public Library to query related matters. A librarian said that they received instruction from the LCSD that some books including Joshua Wong's “I am not a hero”, Chin Wan's “On Hong Kong as A City-state” had to be reviewed under the National Security Law. It was, however, unclear whether all books by these authors have been removed.

Earlier, China state media including Wen Wei Po accused these books of “inciting riot and Hong Kong independence".

Authorities Demand All Schools to Implement National Security Education

The Education Bureau in Hong Kong issued a notice to all schools including kindergartens, primary, secondary and special schools, to "remind" them that they have to let staffs and students "at the appropriate time" understand the National Security Law.

According to the notice, National Security Education included helping students to understand China as well as the relationship between China and Hong Kong "correctly", reinforcing students' identification. All these are deemed "the basic responsibilities of schools".

The Education Bureau will provide support and recommendation by "visiting schools" and "developing teachers' learning circle". More detailed guidelines will be released as quickly as possible concerning how to improve students' awareness of national security and obedience in school management and studies' activities.

Tam Yiu-chung had an interview with Now News and said media do not need to worry after the implementation of the National Security Law. "I believe journalists can easily distinguish between news and propaganda. They should not take advantage of their position to spread propaganda. They will also not be accused indiscriminately.”

Chairperson of Hong Kong Journalists Association Chris Yeung said the definitions under the National Security Law were broad. The statement from Tam Yiu-chung reflected the determination of criminality will come from subjective judgement. They cannot tell the difference between "news" and "propaganda".

Mr Yeung said some pro-Beijing people always described Hong Kong journalists as "toxic media" and "black reporters." After implementing National Security Law, Mr Yeung said media would have self-censorship in the short term and doubts when reporting. He worried, if the self-censorship continues, the impact is not only to media but also to the whole society. It will be similar to mainland China. "Need to use VPN and take a big detour before reading information. Beat around the bush when talking."

Court Issues Restraining Order on Searches of Pro-democracy Activists' Phones

Martin Lee, Albert Ho and Au Nok-hin etc., prominent activists of the pro-democracy camp, have been charged for organizing and initiating unauthorized assemblies on 18 August, 1 October and 20 October. Police issued a searching warrant to all defendants, announcing in advanced that they would unlock and search their phone starting from 3 July.

Five defendants, Martin Lee, Albert Ho and Au Nok-hin, Sin Chung-kai and Yeung Sum, applied for an emergency judicial review today (4 July) to challenge the police's searching warrants. The court granted leave to proceed with the substantive application and injunction to ban the search suspected phones.

Police Rush Into District Councilor Office Under #NSL Violation Suspicion

Under the gloom of the National Security Law, many citizens are deeply concerned due to its vagueness and its advocation for whistleblowers in the society. Leticia Wong Man Huen, the City One constituency district councillor and member of Civic Party, opened her office at 3 pm today (4 July) for the first time. However, when the activity began, five police stepped forward and warned that Wong might be arrested due to breaking "National Security Law" ordinaries. The incident lasted for around 15 minutes. Polices said they would arrest her if they come again.

Leticia Wong said that police forced an entrance upon a private area to cause trouble without a search warrant issued by a Magistrate. She explained that the "Liberate Hong Kong, Revolution of Our Times" flags in her office has been covered or turned to the backside at that moment. However, the police ignored her explanation and continuously requested her to remove the flag. Wong challenged the police asking for a reason for their intrusion, but police faltered. "In the beginning, they claimed that it was because of the "National Security Law". Later, they made a fraudulent reason that a staff invited them to come in." However, no one in her office has contacted police before.

When she made a vow to join the district council nine months ago, an electoral officer interrogated her posters and political position for containing the slogan "Liberate Hong Kong. Revolutions of Our Times". The electoral office accepted her explanation when she declared absolute loyalty to the Basic Law and to the People's Republic of China and that she had no intention in subversion country. However, after nine months, the government classifies "Liberate Hong Kong. Revolutions of Our Times" under actions that may "subvert the country" without any reasons, which made her question the consistency of the government's behaviour.

When asked if she would clear all sensitive materials in her office, she stated, "Continue to what you need to do. It's good enough to be self-confident for being right." She emphasised that she had not subverted state power and that she has responsibilities towards the society and her fellow citizens.

Hong Kong and Macau Affairs Office: More Laws to Come in Hong Kong regarding China's National Security

In an interview with China's state media CCTV, Deng Chong-hua, the deputy director of the PRC's Hong Kong and Macau Affairs Office, revealed that the PRC's National People’s Congress can authorize the Standing Committee to pass legislations regarding Hong Kong on more than just one occasion.

Evaluating the situation in Hong Kong, the Standing Committee will continue to set up relevant legislation to deter and punish any crimes concerning China’s National Security.

Deng insisted that the national security is a matter responsible by the Central Government in Beijing. He emphasized there are numerous incidents that damage national security in Hong Kong, yet the central government is only managing four kinds of criminal activities stated in the law. He claimed this showed how little control the central government is exerting over Hong Kong, and that most cases will be followed by the relevant parties of the Hong Kong government.

Famed Hong Kong Author Ni Kuang Passed Away at 87; Novel Warned of Doom if Hong Kong Lost Its Freedom

Hong Kong author Ni Kuang passed away at home on July 3, 2022 at 87 years of age. A prolific Chinese-language novelist and screenwriter, he was the author of numerous celebrated science fiction novels, including the long-running Wisely series and Dr. Yuen series.

His death was widely mourned by Hong Kong's netizens as well as fellow writers. Author Sai Shing Sun, who is a friend of Ni and had long considered him to be his godbrother, posted on Facebook: "Big Brother Ni had left this afternoon." Columnist and writer Chip Tsao posted a photo of him and Ni together, and remembered him as "the most clear-minded individual in the Chinese-speaking world these past 70 years".

Ni appeared on an #RTHK talk show three years ago, where he and veteran lawyer Paul Shieh discussed his novel "Chasing the Dragon" (追龍). The story revolved around a great city in the east, and it was prophesied that it would lose its great qualities, and the city would thus perish.

An excerpt from "Chasing the Dragon" reads:

"To destroy a great city, the cause doesn't have to be a natural catastrophe; it could also be a man-made disaster. And it is not necessarily a war; but a few words of a few people, the foolish and ignorant acts of a few people - it is enough make a great city completely die. You don't have to destroy its buildings. You don't have to kill a single inhabitant. You can even make it appear the same as before on the outside. You only need to make its great qualities disappear, and city would then perish and die."

Ni, who fled China after the Communist Party came to power, said on the program that the novel was a political allegory for Hong Kong.

"Hong Kong was liberated, just like Shanghai was liberated, by the Communists. They came to power with their own principles. People talk about 'One Country Two Systems' this and that, and I only laughed at them for being so easily duped. They asked me why; I said I don't even believe that One Country Two Systems exists. What do you mean it's damaged? The question is moot.

"Communists do whatever they want. Communists promised One Country Two Systems; since when were Communists trustworthy? They never followed through a single promise all these years."

If Hong Kong were to lose its freedom, he said on the 2019 show, then Hong Kong's great quality would be destroyed. "[They would] be unreasonable, and restrict people's freedoms ... mainly the freedom of speech. It's the mother of all freedoms. Without freedom of speech, you have no other freedoms."
