Police Reportedly Commit Dangerous Driving, Almost Colliding with a Private Car Carrying a Pregnant Woman

On the evening of September 1, 2020, a police vehicle suddenly cut across the double white lines and almost collided with a private car.

Apple Daily contacted the civilian on the private car, Mr. Kwok who was driving at that time and had his pregnant wife as a passenger. Mr. Kwok recounted the incident at 11:55pm on September 1.

When approaching the toll booth, a police car on the manual toll booth driving lane, suddenly cut across the double white lines, jamming into the driving lane right in front of Mr. Kwok's car. It was lucky that he managed to react quickly to avoid a collision, but his pregnant wife was already screaming in shock.

Mr. Kwok accused the police officer in the vehicle of having no sense of safety. He hopes that the Police Force will look into the incident and penalize the officer concerned.

However, the dash camera on Mr. Kwok's car was unable to capture a clear view of the police vehicle’s license plate. This makes it hard to lodge a formal complaint. Nevertheless, Mr. Kwok said, even if he could find out the license number, the Department of Justice might withdraw the charge against the police.

HK police continue arbitrary arrests, insulting and picking on harmless elderly

On the evening of September 10, a group of citizens peacefully voiced support for the detained protesters and activists outside Lai Chi Kok reception center

They carried heart-shaped cardboard cutouts and signs that read "Freedom Will Triumph Over Fear", "Hong Kong Solidarity" and "Support Tam Tak-chi".

Although the rally went on orderly, HK police started to stop and intercept passing-by citizens on nearby streets as early as 7pm, and issued fine tickets to reporters and onlookers, a “scare-tactic” the officers have been maliciously practicing ever since the gathering ban was imposed.

At around 7:30pm, two elderly ladies were caught in a police cordon on Castle Peak Road opposite to W688 mall with a big group of onlookers. They were ticketed for violating the gathering ban, citing they all share “the same purpose as others" as the reason.

In their old age, they were utterly stunned. In frustration, they made every attempt possible to explain to police officers and onlooking plain-clothed officers that there were just two of them walking together. They further explained that they are faithful Buddhists practicing austerities and chanting sutras. It would be going against their religious belief to accept the fine tickets, as by doing so, they would be discrediting their practices. They sought officers’ understanding for their decision to reject the fine tickets.

After a long and tiring 2-hour negotiation, police officers were not moved by these two harmless elderlies and even told them to "take your (their) questions to the judge". The police arrested the two senior citizens at around 10pm and took them to the police station.

With much assistance provided by residents in the neighborhood and district councilors, the two ladies were released after midnight. They were disappointed and exhausted when walking out of the police station, holding fine tickets for breaching the gathering ban.

Another defiant elderly, Grandpa Chan of the group Protect the Children, was also sighted on the scene. While being intercepted, he challenged police officers for arbitrary enforcement, quoting the police’s recent attack on a pregnant woman and a 12-year girl as examples.

In response, some officers hurled back insults at Chan, calling him “a dead old man.”

HK Police Promote Commander Notorious for Brutal Treatment of Pro-democracy Civilians

David Jordan, the Chief Superintendent of the Hong Kong Police and then-Commander-in-Chief of the Special Tactical Squad during the 2019 Anti-extradition Law Amendment Bill Movement, has been promoted as the Assistant Commissioner in charge of the Marine Region in Hong Kong.

Former chairmen of Demosistō Nathan Law said he was very disappointed about the promotion, and will continue to work with Luke de Pulford, commissioner of the British Conservative Party's Human Rights Commission, to prepare a private prosecution of the British-Hong Kong police.

11.11: One year after Police Shooting Pro-democracy Students in Sai Wan Ho

On Nov 11, 2019, Hong Kong citizens launched "three strikes" during the Anti-ELAB Protests. Road blockage occurred in many districts.

At 7am that day, a traffic police officer fired live rounds at two unarmed youths, who were wearing black, at close range, causing critical injuries. The incident brought to a citywide discontent toward the police brutality.

Moving on to the one-year mark of the police shooting, citizens sprayed graffiti at the scene of incident.

Phrases like "ideas are bulletproof" could be seen at the neighbouring footbridge.

The 21-year-old wounded student has been charged for obstructing or resisting a police officer, attempted robbery and escaping from legal custody.

Former legislator Ted Hui Chi-fung tried conducting private prosecution against the police officer who shot the student with live round. However, the Department of Justice intervened and ordered to withdraw the prosecution.

Hong Kong Police Force Allegedly Plagiarizes Popular Japanese Anime "Demon Slayer: Kimetsu no Yaiba"

Katsunobu Kato, the Chief Cabinet Secretary of Japan met the press on Nov 17, 2020 and was asked to comment on a Facebook post by the Hong Kong Police Force which was accused of plagiarising the Japanese anime "Demon Slayer: Kimetsu no Yaiba".

Kato stated that he wouldn't comment on the particular case but emphasised that Japan values the copyrights of animated works and will investigate any suspected plagiarism.

Earlier this month, the Hong Kong Police Force created an animated character to promote "fraud prevention". The character was named "Grape-jiro" and had similar appearance to the main character "Tanjiro" from the anime.

The Hong Kong police named their post as "13th form of Antifraud Breathing - Don't be greedy for cheap things", which was clearly plagiarising the expression used in the original anime.

After the claims of plagiarism were made, the Police Public Relation Branch (#PPRB) responded to Apple Daily's inquiry, claiming that the post did not plagiarise from any external source, and stated the character was created using the theme "grape".

The incident was quickly noticed by the Japanese media and TBS also reported the incident on the news. Many netizens critisized the act of plagiarism and claimed that "China lacks the idea of copyright".

East Kowloon Emergency Unit (Squad No. 4) sergeant Yeung Hip-sing testified that he heard someone shouting "[we are] handling an injured person" in the carpark.

However, he was too occupied in looking for whom he called the "rioters" and did not go near to check on the injured person.

Lau said from his position he was not able to see if his teammates had climbed over the barricade, but he was sure that they did not obstruct rescue.

HK Policeman Steals Credit Card to Buy iPhones, claiming Alienation from Friends and Family after Anti-ELAB Movement as Reason

In October 2019, a 28 year-old Hong Kong police officer stole a lost credit card at the cinema in CityPlaza, and used it to purchase 2 iPhones, worthy of about HK$25,000.

The police officer was later arrested and charged with theft. He pleaded guilty in the Estaern Magistrate's Courts on Dec 16, 2020, and was granted bail until his sentencng on Dec 30.

The Defence claimed that the convict was born into a law- abiding and devoting Christian family. After his offence, he felt that he failed the nurturing of his parents and the Police Force, saying that his greed has ruined the Force's reputation.

The Defence also cited how the convict has been alienated by some of his friends and family after the Anti-ELAB Movement as a reason.

Hong Kong Police Force Purchase 4k Camcorders to Improve the Quality of "Evidence"

At a meeting held by the Independent Police Complaints Council (#IPCC) on Dec 15, 2020, the Hong Kong Police Force indicated that since Oct 1, 2020 uniformed officers have been carrying high definition camcorders when they are on duty. The aim is to "prevent malicious and inaccurate accusations" and to "enhance the quality of evidence when required by the court".

Multiple members of the Council supported the Police’s idea, and requested them to make recordings at all times when on duty.

Stephen Yu, Senior Superintendent of the Support Branch, said the Hong Kong Police Force now own 10,000 camcorders. The second generation camcorders they purchased after 2018 are 1080p cameras that do not require the installation of an external memory card and support low light shooting.

Yu said, unless being requested to keep as evidence in court, videos are otherwise deleted after 31 days. “We don’t just keep them in a server, we have another system to maintain the records”.

After being questioned by a committee member whether the “other system” stood for an independent cloud service managed by the police, Yu added “The videos are copied to CDs”.

HK Ombudsman admits no power to look into Police Command System

The #Ombudsman in Hong Kong has declined to look into whether the Hong Kong Police Force secretly changed some of their rules regarding the display of warrant cards and numbers by officers during the mass protests in 2019.

The watchdog said on January 12, 2021 that the complaint against the police force’s refusal to confirm whether it had changed the rules in the Police General Orders was invalid.

In October 2019, the force introduced a new set of codes called operational call signs as a means to identify officers handling protests.

At the time, the police did not say whether the requirement to show warrant cards or individual’s numbers still existed.

Police documents submitted to a court hearing in June last year showed that the force made at least three exemptions under the rules in November 2019.

These exemptions were not shown in the text of the general orders published on the police website.

The ombudsman said the police had already provided sufficient information, adding that they have no power to look into the police command system.

Chaos Continue in Lockdown Area: HK Police Refuse to Let Resident Go Home Despite Promise

A resident in Tsim Sha Tsui told the press of the irresponsible arrangement by the police in the lockdown area on Feb 1, 2021.

The man lives with his wife in a building in the restricted area. As he was away when the police cordoned off the area, he asked if the police can let him go home.

The police clearly told him that civilian can enter but not leave the restricted area, which the man agreed. Nevertheless, the police refused to let him in, claiming that he needed to wait for the staff of the government's Home Affairs Bureau (#HAB) to decide on an "entrance".

The man expressed frustration towards the pointless conversation he had with the police. He also had the impression that the police and different government's departments were shifting responsibility to one another.

Police Charges Contain Rookie English Mistakes; Magistrate Calls It International Laughing Stock

In Hong Kong, a Polytechnic University (#PolyU) student was charged with possession of firearms, strategic commodities and offensive weapons without a license for allegedly possessing a pepper bullet pistol and a saber in his apartment.

The case was being trialed at the Fanling Magistrates’ Court on February 25, 2021.

The magistrate Kenneth Chan Ping-Chau pointed out errors in the English version of the charge sheet provided by the police. He read the content out loud on the spot, as it was written “one number of Pepper Ball”, “two numbers of Pepper Ball”.

The magistrate said, “even primary school students will know that it is ‘one apple two apples’, when this case reaches the Court of Final Appeal, I don’t want this to become the laughing stock of foreign courts.”

The magistrate urged the prosecution to amend the English version of the charges written by the Hong Kong police.

In just 3 months’ time, Choi has resumed duty and will be reinstated as Director of Personnel and Training in mid-August, 2021.

Police chief Raymond Siu Chak-yee quoted the Department of Justice that Choi’s case "does not involve any criminal offense". Siu also confirmed that Choi will resume his duty in the police force and take the post of Director of Personnel and Training.

Hong Kong Authorities Accuses UK National Benedict Rogers of Threatening China's National Security

On March 23, 2022, the International Bar Association’s Human Rights Institute (#IBAHRI) calls on the international community to suspend extradition treaties with #HongKong.

#BenedictRogers, a British citizen and co-founder of #HongKongWatch received a letter from the Hong Kong #NationalSecurityBureau. In addition, the #HongKongPolice issued a notice to Rogers on 10 March 2022, orderinv him to take down the website of Hong Kong Watch within 72 hours of receipt of the notice.

Hong Kong authorities claimed that the website of the NGO posed a threat to China’s national security.

In a statement, the International Bar Association’s Human Rights Institute warned that "more than 160 people have been arrested and over 50 civil society organisations have been forced to close in Hong Kong since the National Security Law was enacted in June 2020."

While Australia, Canada, Germany, New Zealand, the United Kingdom and the United States, have suspended their extradition agreements with Hong Kong, countries including the Czech Republic, India, Indonesia, Malaysia, the Philippines, Portugal, Singapore, South Africa, South Korea and Sri Lanka still have an agreement with the Hong Kong government.

The International Bar Association’s Human Rights Institute pointed out that "travelling to these countries poses a threat for human rights defenders who may be targeted with the National Security Laws and extradited to Hong Kong to face charges."

//The Hong Kong Police Force has announced that it will no longer require applicants for certain positions to have been living in the city for at least seven years, although they will still have to be permanent residents.

As per the city’s immigration regulations, Chinese citizens born in Hong Kong, people born outside the city to a parent that is both a Chinese citizen and Hong Kong permanent resident, and those born locally to a parent who has the right of abode before the child turns 21 can be permanent residents without living continuously in Hong Kong for at least seven years.

According to the response by the Secretary for Security Chris Tang, the police had 5,706 vacancies as of December 31, 2021, which was 8.5 per cent more than the 5,258 open positions in February last year.

The Force had targeted to hire 1,545 more officers between March 2021 and February 2022. At the end of last year, actual recruitment numbers stood at 542.//

Hong Kong Police Participation Sparks Protests at World Police and Fire Games in Winnipeg

The World Police and Fire Games recently concluded in Winnipeg, Canada, with a closing ceremony on August 6th. The event drew attention due to the participation of the Hong Kong Police Force. A local organization "Winnipeg Hong Kong Concern" led a protest outside the venue, joined by around 30 Hong Kong residents.

Bryan, a member of the Winnipeg Hong Kong Concern group, spoke to Radio Free Asia, expressing concerns about whether the Hong Kong Police would leave Canada promptly after the Games. He also called into question whether the Hong Kong officers' photographing of the protesters were aimed at gathering information about Hong Kong residents in Canada.

The advocacy group issued a separate statement following the protest, urging Canadian authorities to investigate the decision made by the Immigration, Refugees and Citizenship Canada (IRCC) regarding the participation of the Hong Kong police in the 2023 World Police and Fire Games.
