(29 Oct) A Pakistani college student expressed frustration towards the Hong Kong Police Force for unreasonable stop-and-searches which he and his friends encountered. He participated in the protests because he considers himself a Hongkonger, and stated that many ethnic minorities stepped up to the protests after Jimmy Sham, convener of the Civil Human Rights Front was attacked.

Refugee Centre Fundraiser Achieves 200% of Goal for Fire Repairs; Elated Social Worker: "Unexpected Support from Hongkongers!"
One unit of the Christian Action Refugee Service Centre in Chungking Mansions wasdestroyed by an air conditioner fire at the end of August 2020.
The space has served refugees for 14 years since it has been put to use. The organization launched a crowdfunding to rebuild the units with a goal of HKD 800,000, and successfully raised more than 1.6 million, over twice the expected amount.
Social worker Jeffrey Andrews, who has been working at the center for 11 years, was excited at the exceptional result of the fundraiser, and still feels it was hard to believe: "It's too much!" Having spent years serving the refugee community, he knows that this minority group has been neglected by society.
Unexpectedly, this time they received a lot of support, and moreover, most of the donors are local Hongkongers. He is pleased to see that the crisis has turned into an opportunity, and the funds raised are enough to carry out a major renovation for the three units of the centre and improve the quality of services.
Looking back on the past year, Andrews noticed that Hong Kong people’s attitude towards minorities and refugees has changed dramatically. It all started in October 2019. He and his friends distributed water bottles to the protesters outside Chungking Mansions, which became an opportunity for the two groups to get to know each other and sincerely connect. "I think it's beautiful, and it's better than money!"
The social event has also made Hongkongers understand that their own fates and that of the refugees are not all that different, after all.

China Pushes 85% of Population Speaking Putonghua by 2025 Even Among Ethnic Minorities
The #PRCgovernment is stepping up efforts to popularize #Putonghua in China, claiming that the use of putonghua remains “unbalanced and inadequate” and needs to be improved to meet the demands of the modern economy.
For the first time, the #PRC government named the two Special Administrative Regions, #HongKong and #Macau, for the new policy.
On November 30, the General Office of the State Council issued a set of new policies on language for #PRC, “Opinions of the General Office of the State Council on Comprehensively Strengthening Language and Writing Work in the New Era (關於全面加強新時代語言文字工作的意見)”.
The policy stressed the importance of speaking and using a standardized language, saying that the authorities will “unswervingly" promote the usage among ethnic minorities and in rural areas.
It also set a goal for the national penetration rate of Putonghua to reach 85% by 2025. Along with the 2025 goal, the policy aims to make Putonghua virtually universal by 2035, including in rural areas and among #EthnicMinorities.
The media described the new order as an “aggressive push” to the Chinese regional dialects such as #Cantonese and #Hokkien under even greater pressure, along with #minority languages such as #Tibetan, #Mongolian and #Uyghur.
Critics have protested the changes to the education system and employment requirements that have steadily eroded the role of minority languages. They call it a campaign to eradicate cultures that do not conform with the dominant ethnic group.

Hong Kong Customs officers suspected of framing an Indian youth
On January 14, 2022, an Instagram user, named “azmat_karavan,” claimed he witnessed how officers from the Hong Kong Customs & Excise Department (C&ED) “framed an ethnic minority youth” in Hong Kong.
According to the post, the witness saw an “undercover agent”, who was carrying a cardboard box, approach an individual, whom he described as a South Asian man and asked him to sign for the items.
The witness said the man — reportedly named Ashuk Kumar — responded by saying the goods did not belong to him and said he did not want to receive the parcel.
But he eventually signed for the box after the parcel holder kept asking for his signature — shortly afterwards, a group of customs officers emerged and arrested the man.
In a nine-minute video, a group of plainclothes officers, who said they were from Customs, appeared to surround an ethnic-minority man on Pei Ho Street in Sham Shui Po.
In a statement from the C&ED released a day later, Customs “immediately conducted a surveillance operation on the delivery and arrested a 34-year-old male consignee under the Trade Descriptions Ordinance” “to combat the sale of counterfeit goods”, stressing that “all operations are conducted with fairness, impartiality and professionalism based on facts and evidence” and denouncing “any such irresponsible remarks regarding the allegation of so-called "planting of evidence" by Customs posted on social media platform”.

New elected Executive Director of the Hong Kong Unison Limited will support the minorities to apply consumption voucher
Dr John Tse Wing-ling, the new-elected Executive Director of the Hong Kong Unison Limited, starts his duty today (16th June). He invites media to have a tea gathering and shares his thoughts on topics about the minorities, pointing out that they are also facing various difficulties under the pandemic even though they only take account for 3% of the Hong Kong population.
The Unison Limited contacted 900 families in late March. 60% of them have lost their jobs or underemployment, in which, 4% of the families have been living under the poverty line for a long term. Half of their children have fallen behind the learning syllabus due to the lack of online learning equipment. Many students feel that they cannot catch up with their studies on Chinese after re-starting face-to-face learning.
Dr. Tse mentions in the gathering that education issues is on the top list at the Unison Limited. He believes that only having the knowledge can change the minorities’ future. He said that even though the government have put resource to this group of people, most of them are outdated. As a result, he hopes the Steering Committee on Ethnic Minority Affairs in the new government will listen to their voices, will improve their education especially on Chinese Language as a second language.
Tse indicates that the Unison Limited received enquiries from the ethnic minorities about their struggles on applying for a new round of consumption voucher. As a result, he plans to set up 4 to 5 service stations at late June at Tung Chung, Yau Tsim Mong, Sha Tin, Yuen Long, where have more minorities living, to help them signing up for the voucher with other friend organisations.
