Lawmaker: Review of Liberal Studies textbook by Government-influenced assessment panel is at odds with current arrangement and politically driven

The Education Bureau in Hong Kong established a consulting service on Liberal Studies last September for publishers to submit textbooks for their approval, claiming that the arrangement is on voluntary base. When responding to legislator’s inquiry, Kevin Yeung Yun-hung said the textbooks will be reviewed by an expert panel encompassing inspectors of the Bureau, university scholars and education professionals.

Owing to local media’s further inquiry, citing Code on Access to Information, the Bureau eventually revealed that among 22 members 12 were Bureau-appointed inspectors, only 2 were university scholars while the identities of the remaining 8 were yet disclosed. The Bureau explained that panelists identities were classified information due to confidentiality agreement.

Yip Kin-yuen, Education-sector legislator pointed out that this is an odd arrangement as most reviewing panelists were recruited externally. Yip stressed that when a reviewing panel is dominated by Bureau-appointed inspectors, the review is no longer an independent assessment based on expert opinion, but more likely an exercise delivered to fulfill political mission.

HK Governmentd Makes #LiberalStudies a Scapegoat for Social Discontent

Hong Kong's Education Bureau (#HKEB) announced on Nov 26, 2020 their plans to reform Liberal Studies, including changing the grading to a pass/fail system, and requiring student to join a study tour to China.

Former lawmaker of the education sector Ip Kin-yuen criticized the proposed curriculum reform for covering up government failures in handling the social discontent about the extradition bill and shifting blame onto Liberal Studies for making students "radical".

He added that the proposed change is apparently putting political consideration above educational professionalism, with a goal to weaken students' critical thinking by inserting politically correct elements.

Ip pointed out that the government also ignores the review report published by the Task Force on Review of School Curriculum in September 2020.

The Secretary for Education Kevin Yeung Yun-hung said that the unit "Hong Kong Today" in Liberal Studies is not for news discussion; whereas Ip stressed that Liberal Studies teaches news-relevant topics including personal development, society and globalization.

"There is no reason to ban the discussions of current affairs," Ip said. He described the government's plan as an act of setting up new limitations for education, and slammed the exclusion of news discussions.

China censors Canadian curriculums at international schools

Accredited Canadian international schools in China hasn’t followed the Alberta program of study and have made compromises to please Chinese authorities. That includes editing their own lesson plans, avoiding the topics of Tiananmen massacre, Tibet and Taiwan in the lesson.

Earlier this year, the government introduced a draft law that proposes new requirements for teachers in China, including 20 hours of political and legal education. It also explicitly bar “words and actions that damage China’s National sovereignty, security, honour, and the public interests of society”. Also, Chinese authorities have governed who can be hired.

On February 4, 2021, the Secretary for Education Kevin Yeung in Hong Kong announced new controls in a document, “National Security: Specific Measures for Schools”.

The document sets out actions to be taken by school administrations, and exhorted principals and teachers to play their part in safeguarding national security and keep a tight rein on any signs of a breach.

Pupils from as young as six years old must learn how to 'defend national security', while older students must know specifically what acts constitute breaches of the law.

This new set of control framework applies to most subjects, including music and biology, which have no obvious connection to national security.

Schools are advised to form a working group to take charge of planning and carrying out the bureau’s measures, the document says.

They are required to review the current situation and send a report to the bureau by August 2021 and from the 2022-23 school year, schools would be thoroughly executing administrative and teaching measures related to national security education.

The young students will have to learn about the four major offences under the national security law – secession, subversion, terrorism and collusion with a foreign power. They will also be taught about the origins of the Basic Law and the One Country, Two Systems principle.

Secondary school students would be taught about specific 'crimes' under the security law; the 'opportunities and challenges' that China faces in the international arena; Hong Kong's 'constitutional duty' to enact Article 23 legislation; and that 'the national security law does not affect rights and freedoms enjoyed by the people of Hong Kong'.

Students would learn about these issues in a variety of subject classes, including Chinese, General Studies, and even seemingly unrelated subjects like music, biology and economics.

Ip Kin-yuen, former legislator and vice president of Hong Kong Professional Teachers’ Union, accused the government officials of implementing the new policy without consulting teachers. He opined that the new rules will instill a sense of fear on campus, because it is difficult to define what can be taught and what cannot.

Kindergartens in Hong Kong Distribute National Security Pamphlets as Govt Promotes "Education Day"

The government has been promoting with great fanfare a "National Security Education Day", the first of its kind since the National Security Law was introduced, on Apr 15, 2021.

A reader of Stand News reported that a kindergarten student had received related promotional materials from school, in the form of stickers and bookmarks.

The slogan "Uphold national security, safeguard our home" is printed in both Chinese and English. In dense, smaller font, the materials listed 16 areas of security, including "space security", "deep sea security", "polar security", and so on. According to the Education Day's government website, these are the 16 "chief areas" covered under the concept of national security.

Since the introduction of the National Security Law, the Education Bureau had "reminded" all Hong Kong schools - primary, secondary, kindergarten, and even special education schools - to let students "understand" and "be reminded" to obey the National Security Law.

In an article earlier this week, the Bureau chief also suggested schools to promote national security education by "multiple venues". He suggested activities such as flag-raising ceremonies and playing the national anthem, speeches explaining important security concepts in morning assemblies and classrooms, and so on.

The bureau will also be hosting security-themed bulletin board design competitions and online Q&A contests, available for schools and students to participate in.

On April 22, 2021, more details on "national security education" have been revealed by the Education Bureau in Hong Kong.

The curricula cover 8 subjects including Chinese, information technology, business, and accounting.

According to the latest subject framework documents, at least 4 subjects require students to be able to identify "false information" and "fake news".

Primary-level general studies now require senior students to understand the potential impact on national security from "fake news" and other incorrect information.

At the secondary level, ICT curricula in Form 4-6 requires teachers to work with students to analyze "actual cases of false information spread by newspapers", in order to understand the consequences of spreading false information.

According to the Form 4-6 ICT national security subject framework, students must "understand the impact of false information on individuals, society, and even national security". They must learn to "discern truth from false information", so as to increase "awareness in obeying the national security law", thus nurturing students to "become proactive and responsible citizens."

The subject framework proposes a study on "the veracity of information", where students break into groups to research online information assigned by the teacher, and discuss different methods to determine whether it is true or false; as well as evaluating the impact on society of spreading false information.

New Citizenship Subject deems Britain's Rule over Hong Kong as Illegal Occupation

Citizenship and Social Development is slowly replacing Liberal Studies across Hong Kong’s schools, starting from next academic year.

Ling Kee Publishing provided schools with e-edition teaching materials. In the “One Country, Two Systems” Module, it states China always holds sovereignty over Hong Kong. “Over 100 years before the Handover, Britain’s rule over Hong Kong is an occupation breaching International law.

4 offences under the National Security Law is also included. “National Security Law ensures the continuity of the 'One Country, Two Systems' model.”

Marshall Cavendish Education also provided schools with sample textbooks, in which civil disobedience and Benny Tai’s “4 levels of rule of law” can be found. After its release, the Education Bureau immediately sent a notice stressing the book has not undergone official review.

On the contrary, after Ling Kee’s release, Education Bureau said as they did not consider the material a textbook. Its publication is under protection due to Hong Kong’s freedom of the press and does not require notification or review procedures from the Bureau. The EDB also states that material pertaining to China affairs and Hong Kong’s constitutional rule must be in compliance with the PRC Constitution and the Basic Law.

China State Media Enlists Overseas #KOL and University Students to Promote the Chinese Communist Party

//China’s state TV station has been targeting British university campuses and offering students the chance to win thousands of pounds by becoming pro-Beijing social media influencers, The Times can reveal.

#CGTN had its broadcasting licence revokedand was taken off the air in Britain in February after an investigation by Ofcom, the media regulator, found that it was editorially controlled by the #ChineseCommunistParty.

The network has since launched a “#MediaChallengers” campaign to recruit internet influencers and vloggers globally, some of whom will promote China and counter western narratives that damage its image.

Successful applicants can win up to $10,000 and secure part-time or full-time jobs at CGTN, according to promotional documents.

At least six students at the University of Leeds and one at the University of Manchester have signed up to the campaign, The Times has found...

Hannah Bailey, an expert on Chinese digital disinformation at the Oxford Internet Institute, said: “If we have western social media influencers reading out China’s official line on particular issues, then domestic audiences might believe the Chinese Communist Party is admired by international audiences.” She said the CGTN campaign was “part of a broader trend that we’ve seen of China trying to increase its influence among university campuses”.//

Hong Kong Government Requires All Schools to Hold Weekly Flag-Raising Ceremonies and Sing Chinese Anthem

The Hong Kong government's #EducationBureau on October 11, 2021 announced that all schools in Hong Kong must hold flag-raising ceremonies every week and on special occasions starting January 1, 2022.

The government's guidelines stated that the Chinese national anthem should be played and sung at the ceremonies.

Moreover, the Chinese national flag should be raised in school every day. If there are enough flagpoles, then the Hong Kong SAR flag should also be raised.

The government also "advised" kindergartens to carry out the instructions if facility allows, while international schools and private schools were "encouraged" to follow the guidelines.

Universities in Hong Kong Dismantle June 4th Tiananmen Commemorative Symbols: "A Christmas Present for Beijing"

On December 24, 2021, the Management of the Hong Kong Lingnan University (#LU) removed and destroyed a commemorative relief of the 1989 June 4th Tiananmen Massacre that was installed on campus since 2010, without any notice and conscent from the students.

The action coincided with the dismantling of other commemorative statue and sculpture by two other universities in Hong Kong right before Christmas day.

According to the vice-chair of external affairs of the 43th Student Union of the Hong Kong Lingnan University, Tang Kin-Wah, the relief and the statue of the Goddess of Democracy arrived in Hong Kong in 2010. Under the coordination of the Federation of Students and the Alliance, the two commemorative structures had exhibition tour in all universities in Hong Kong, starting with the Chinese University of Hong Kong (#CUHK) and ending in the Lingnan University.

Back in 2010, after discussing with the university management, the student union at Lingnan University handed in a plan stating that they hoped to preserve the relief permanently on campus. Later on, the Student Union was allowed to restore the relief and convened a permanent installation ceremony with the help of the university management. The ownership of the relief belongs to the Student Union.

After the University managemeng secretly and forcefully removed the relief on Christmas' eve on 2021, some alumni made a trip back and placed white flower on the now-empty site. They described the act as an "assignment" that the university president Cheng Kwok-hon "turned in" to Beijing. "It is his [Cheng's] Christmas present for the Central Government at the end of 2021," the alumni mocked.
