Hongkonger Shows a Copy of the Basic Law to the Police

Near the altar set up for Alex Chow in Tseung Kwang O, a citizen showed a copy of the Basic Law, in defense of the rights and freedom entitled to Hongkongers.

Today is the one-year mark after the passing of Chow on November 8, 2019. Chow fell from the third floor of a carpark in Tseung Kwang O, for reasons unknown, during police operation.

Police Ticket At Least 6 Civilians, District Councillor and Staff at Anti-Pandemic Booth for Violating Gathering Ban

Near the mourning site for the deceased student Alex Chow, police fined at least 6 people including civilians, district councillor and staff running an anti-pandemic street booth, for violating the gathering ban.

According to the Ordinance Cap. 599, those who are carrying out their job duty and anti-pandemic events should be exempted from the gathering ban.

According to sources, district councillor Lee Ka-yui, when encircled and ticketed by the police, was operating a street station concerning flu vaccination.

Granny Wong Mourns the Death of Pro-democracy Student

Granny Wong is known for waving the British Hong Kong flag at the frontline of pro-democracy protests in Hong Kong. She had been arrested by Chinese police in August 2019. In the past year, she was jailed and then grounded in Shenzhen afterwards. Granny Wong made her way to Hong Kong in October 2020 and revealed what had happened during her disappearance.

Today, one year after the death of 22-year-old Alex Chow, Granny Wong appeared with a bonquet of white flowers, hoping to pay tribute to the young deceased at the memorial site.

The police has cordoned off the make-shift altar civilians set up for Chow.

HK's Department of Justice: No further prosecution over #LammaFerry Tragedy

The Department of Justice (#DoJ) has decided not to initiate prosecution against individuals or companies involved in the 2012 Lamma ferry collision.

In a written reply to a question by the Legislative Council, the DoJ stated that the police force had submitted investigation reports and evidence against the individuals and organizations out of the Marine Department to the DoJ.

The Police was notified by the DoJ last month that prosecution over the maritime accident was ended.The Police had submitted 39 death investigation reports to the Coroner's Court, and had informed the Coroner about all investigation results and legal advice last month.

The DoJ stressed that only if the case had a reasonable prospect of conviction, and was in the public interest, prosecution would be commenced; and prosecution had earlier been initiated against the two ferry captains and the two Marine officers.

Hong Kong Police arrest #RTHK producer Bao Choy, #HKJA: 'Police is picking on media'

Hong Kong police arrested the producer of the RTHK programme 'Hong Kong Connection', Bao Choy Yuk-ling, on Nov 3, 2020.

Hong Kong's major media unions including the RTHK Programme Staff Union criticized the police's unreasonable attack on the freedom of press at a joint press conference held on two days later on Nov 5, 2020.

Chiu Sin-yan, the chairwoman of the RTHK Programme Staff Union said that they had been discussing the arrest with the RTHK management and urged the management to offer assistance to Choy. Chiu added that RTHK would continue with its investigative reporting, stick to the common practice of using public records in their investigations, and uphold press freedom, as the case had not been closed.

Yeung Kin-hing, chairperson of the Hong Kong Journalist Association (HKJA) said that police was picking on media in Hong Kong, and HKJA was seeking legal advice about the arrest. He then challenged that if government still regards press freedom and public's right to know as parts of public interest. He added that the small-scale and online news media could not afford any lawsuits, and slammed government for 'this ludicrous attack on journalists'.

Hui Fong-man, the chairperson of the Ming Pao Staff Association stressed that using the public records was a common practice in investigating the interest-based relationship and identities. The government's outlawing of this routine practice without any consultation with the media industry amounts to 'setting a trap for the journalists' , as how the boundary line is drawn is unknown.

Lam Ching-kit, the representative of the Journalism Educators for Press Freedom, and senior lecturer of Journalism and Communication Department of Chu Hai College said that checking public records had always been a legitimate fact-checking exercise, which also provides information for analysis in journalism students' reports. Journalism education will be affected by this arrest, as teachers cannot ask students to bear such risk, related reports and investigations will be thereby delayed.

Local Groups Support Protest Documentary 'Inside the Red Brick Wall',
Filmmaker: Rethinking Life in the 'New Norm' under National Security Law

The documentary film 'Inside the Red Brick Wall' recorded the police siege of the Polytechnic University of Hong Kong (#PolyU) in November 2019. The screening of the film was supported by the local organization at Hong Kong Arts Centre on October 31, 2020.

The authorities OFNAA has rated the film as Category III, meaning that underage audience are not permitted into the screening. Compulsory warnings have been inserted into the opening of the film, stating 'some of those descriptions or acts may constitute criminal offences under prevailing laws', and 'some of the contents of or commentaries in the film may be unverified or misleading'.

Vincent Chui, the art director of the NGO Ying E Chi which distributed the film clarified that the warnings were prescribed by the authorities, and such act has set the alarm bells of freedom of speech ringing in Hong Kong.

Eric Poon, the associate professor of practice of School of Journalism and Communism at Chinese University of Hong Kong (#CUHK), and the former director of the #RTHK program 'Hong Kong Connection', spoke in the sharing session. Poon said that though protest documentaries are now under pressure in Hong Kong, the situation here is still not comparable to that in China, in which electricity is often cut during film screenings.

Poon then referred to Chinese documentary filmmaker Ai Xiao-ming, who carries on screening her films despite the lack of equipment. Poon remarked that in the 'new norm' of Hong Kong's National Security Law, apart from planning currency exchange and immigration, Hongkongers should also think about how to keep on living.

'We cannot expect that the next social movement will emerge soon, but in between the periods there are still a lot of things we can do," Poon reminded the audience.

Poon also mentioned that the themes and the visions of the documentaries of his era in Hong Kong did not reflect the taste of the Western countries, thus it was hard for them to get into the international market.

However, this time 'Inside the Red Brick Wall' has been shortlisted at the International Film Festival Amsterdam (IDFA), indicating that Hongkongers can now proudly present their own perspective to the world, 'The stories of Hong Kong are now told by us, not by the others.'
