Hong Kong invokes emergency powers to allow in China medics Without Local Certification

Hong Kong government invoked emergency powers on February 24 to allow doctors and nurses from China to practice in Hong Kong, citing its struggle against a coronavirus outbreak that is spiraling out of control.

Chief Secretary John Lee will be empowered to allow exemptions to existing rules governing overseas medics.

Prior to this, Chinese mainland medics had not been allowed to practice in Hong Kong without passing local exams and licensing regulations.

The emergency powers “exempt certain persons or projects from all relevant statutory requirements” to operate “so as to increase Hong Kong’s epidemic control capacity for containing the fifth wave within a short period of time,” the statement said.

A patient with rare blood disease was refused of vaccine pass exemptions in Hong Kong

In a bit to put the current COVID-19 outbreak in check,
the Hong Kong government rolled out vaccine pass last month (February).

Residents aged 12 and above will be barred from entering 23 categories of premises – including restaurants, malls, supermarkets and wet markets – unless they can present valid proof of at least one dose of a Covid-19 vaccine.

Although exemptions were said to be granted to those with special medical conditions, Ms Lam, a patient of aplastic anemia, said otherwise.

Ms Lam suffers from aplastic anemia, a rare blood disease that makes her prone to infections. She had gone through a 4-year-long hospital stay, and was advised by her doctor not to take vaccinations such as flu jab and HPV vaccines to avoid allergic reactions and possible medical complications.

When she applied at a public hospital for exemption from the COVID-19 vaccine, however, she was twice refused and turned away. The doctor who met with her briefly read through her medical history, and quickly said that "I didn't feel you needed an exemption."

She sought out another doctor who gave her a temporary exemption pending a more detailed evaluation to make it permanent. However, the Department of health tightened the requirements for granting exemptions in late January and eliminated permanent exemptions. This means that Ms. Lam is no longer eligible.

When she received the letter that her application was rejected, Ms. Lam broke down and cried. She told reporters that she felt helpless, as if she is being asked to risk her own life so that the government can boost the vaccination rate.

On March 9, 2022, the Hong Kong government announced that Queen Elizabeth hospital (#QEHospital), one of the city's largest public hospitals, will be converted to a designated hospital for COVID-19 patients.

While the medical system in Hong Kong is allegedly melting down amidst mounting COVID-19 cases, a shocking photo has emerged on the internet: Bodies were believed to be lying abandoned on stretchers next to living patients.

A registered nurse, who insisted to be kept anonymous, told reporters that the photo was taken inside the Accident & Emergency ward of QE Hospital. There were more than 70 bodies kept in the ward at one time, the nurse added.

The source also said the photo had been taken in early March, and the situation is now under control as workers speed up transfers of the bodies to mortuaries.

The nurse said, although medical practitioners have been facing reduced resources and salary freeze, they continued to commit to their duty and look after patients.

With ever reduced resources, some night-shift nurses have to look after nearly 100 patients during their shift. Nurses are developing emotional problem as their work pressure grew.

In an A&E ward, there were more than 500 patients at one point. It was also believed that some patients died due to unattended rather than COVID-19.
