Disclosure of Chinese course material in Australia university, students suspected red brainwashing


(15 Oct) Deutsche Welle has obtained the course content of the "Understanding China" course through one of its students. In the unit on “Terrorism in China and Anti-Terrorism Law”, which was taught by Assistant Professor Dr. Enshen Li, various controversial topics are included. In the course material, one of the slides contains a photo which depicts conflicts between protesters and the police during the “Anti-Extradition Bill movement” in Hong Kong was shown with the title "Is This Terrorism?"

The course is found to be one-sided and contents are focused on opinions of the Chinese government. The student also told DW that during the "Chinese Diplomatic Affairs" module of the course, Professor Sarah Teitt had repeatedly criticized the government-subsidized think tank, Australian Strategic Policy Institute, for spreading fear. Also, on the issue of South China Sea disputes, she also claimed that the expansion of Chinese influence over the South China Sea was mainly driven by the Hainan province for the reason that “the Hainan government wanted to promote its tourism and fishing industry overseas.” The student felt that while teaching the class, Prof. Teitt has deliberately avoided the issue of China’s expansion into the South China Sea was related to developing military influence over the region, which was being reported many times on the media.

Sweden Closes Its Last Remaining ‘Confucius Institute’ amid Strained Relations with China

//Sweden has closed the last remaining Confucius Institute in the country as relations with China deteriorate further amid the coronavirus pandemic

//The Chinese government in 2004 launched Confucius institutes at various foreign universities, with the stated goal of promoting Chinese language and culture. However, U.S. officials have stated that the institutes are a propaganda tool meant to enhance China’s “soft power.”

//Sweden-China relations had already soured before the coronavirus pandemic. In November 2019 China arrested Swedish publisher Gui Minhai for printing texts critical of Communist Party premier Xi Jinping.

Universities in Germany Closing Confucius Institutes to Avoid Exposure to CCP Propaganda
 
Universities in Hamburg and other locations in Germany are closing their Confucius Institutes to avoid propaganda from the Chinese Communist Party (CCP) from spreading in their campuses.  The German parliament also has plans on discussing the much-disputed issue of Confucius Institutes in the coming session.  However, most of the universities operating Confucius Institutes are still sitting on the fence. 
 
German national daily newspaper Die Welt has reported that the University of Hamburg has decided to terminate their collaboration with Confucius Institute by the end of this year to minimise the risk of “political influence and information leakage”. 
 
University of Hamburg is not the first university to shut down its Confucius Institute in Germany.  In 2016, Heinrich Heine University Düsseldorf terminated its agreement with the Office of Chinese Language Council International, which was responsible for the operation of Confucius Institute, over worries that the political doctrine of the CCP would influence the school.  Also worried about manipulation from the CCP, University of Bonn is now re-evaluating the presence of Confucius Institutes on its campus. 
 
19 Confucius Institutes are currently operating in Germany.  In recent years, more voices from the political and academic sectors have expressed their suspicion over Confucius Institutes working as CCP’s propaganda machine under the façade of promoting Chinese culture and language.  In a reply to an inquiry last year from parliament members, the German government has pointed out that the Office of Chinese Language Council International operates under the Publicity Department of the CCP.

Target to close all Confucius Institutes at America universities by the end of this year, Pompeo: China’s challenges are different from those during the Cold War

Mike Pompeo, the US Secretary of State, stated in an interview on Tuesday local time (1st September), hoping that all Confucius Institutes at America universities can be closed before the end of this year, and said “I believe everyone can see the risks that related with China”.

In an interview with the Fox Business News, Pompeo stated that the Confucius Institutes which sponsored by the Chinese government are trying to recruit spies and collaborators from America universities, and believed that the universities should be aware of this problem. He said frankly, “I hope in the end of this year, we can close them all”. The US State Department announced in mid-August, that the Confucius Institutes to be registered as ‘Foreign Mission’. Pompeo described such organisation as ‘an entity that promotes Beijing’s global propaganda and vicious influence’. David Stilwell, the Chief Diplomat of the East Coast region, also asked those universities to ‘carefully’ understand what the Confucius Institutes have done.

The Sino-US relation has become increasingly tense, but when Chinese Foreign Minister Wang Yi attended the event of the French Institutes of International Relations few days ago, he had stated that ‘China never want a new Cold War’, and thought that “it is impossible to have a ‘new cold war’, to divide the world into two or three parties” in the era of globalization. In the interview that Pompeo had spoken with the Fox Business News, he responded that the Cold War analogy has a certain significance, but emphasized that the challenges from China are a bit different now, and US is also in face of economic challenge.

Pompeo pointed out that in response to the challenges, the Trump government has already taken various actions to limit the Huawei and other Chinese companies, and will see more actions and new announcements in the coming days. He said, “I hope in the coming days and weeks, I will see the US responding these challenges seriously, and all of this are for the sake of America’s economic benefits”.

A Chinese language instructor at the Confucius Institute of Webster University in Saint Louis, United States died on the morning of October 7, 2020. A day before that, the police and the FBI searched his house concerning a case of child pornography.

US media: A Chinese Representative of the Confucius Institute in an U.S. University, accursed of child pornography, died after police and FBI searched his home.

U.S. St. Louis Post-Dispatch reported in on Friday (Oct 9) that Liu Qiang, a representative of the Beijing Language and Culture University (BLCU) at Webster University's Confucius Institute, died after police and the Federal Bureau of Investigation (FBI) raided his house in connection with a child pornography case on October 6. BLCU said it received a message from Webster University's Confucius Institute that the teacher had died in the morning October 7.

Liu had served as a representative of the BLCU and the Chinese dean of the Confucius Institute at Webster University since January 2019. According to St. Louis Post-Dispatch's report, the spokesperson for the university said in e-mail, that the school learned of Liu’s death from the police on the 7th of October. The report quoted St Louis police, that police and the FBI searched Qiang's apartment on Tuesday (October 6) evening amid a child pornography investigation. Beijing Language and Culture University (BLCU) did not response to the newspaper's email inquiry .

Beijing used influence over B.C. schools and Confucius Institute to push its agenda and keep tabs on Canadian politics

The Confucius Institute primarily delivers extracurricular Mandarin instruction and cultural programming, but critics see it as a source of pro-China propaganda. Concerns about Chinese government influence have prompted other Canadian school districts to abandon Confucius offerings, including the Toronto District School Board in 2014 and New Brunswick by 2022.

According to documents obtained by The Globe and Mail, activities by the institute go beyond the language program. The program’s administrators in China requested reports on the “external environment” – including politics and diplomacy – as well as attitudes toward the institute among local government and community leaders.

Canadian Public Schools Refuse to Cut Ties as Media Exposes Funding for Computers from Confucius Institute

The Confucius Institute in Canada has been revealed to have provided local public schools with undisclosed funding for laptops and other resources. Upon enquiry, a number of higher institutions and school districts in Canada said they were not intending to make any change to their partnership with the institute for the time being. They stressed that the institute’s activities were limited to promoting traditional Chinese culture and language education and that they had not received any benefits from the institute.

According to a report by Canada’s Global and Mail, a number of primary and secondary schools in the Coquitlam School District in Vancouver were offered funding by the Confucius Institute for such resources as laptops on the condition that they provide Mandarin courses. The institute would have to submit evaluations of its reception in the local community to its headquarters in China. The report raised questions as to whether this is still an academic activity.
