Ronny Tong suggests Beijing clarifying Hong Kong government's invocation of emergency powers did uphold the Basic Law

Ronny Tong Ka-wah, pro-Beijing
non-official member of the Executive Council of Hong Kong (a cabinet for the Chief Executive) claimed, Beijing should 'clarify' that Hong Kong government's invocation of emergency powers did uphold the Basic Law, unlike what the High Court has ruled it as "unconstitutional".

The Hong Kong Government has forcefully enacted the anti-mask law by adopting the Emergency Regulations Ordinance and bypassing the city's Legislative Council in early October. The High Court has ruled it as "unconstitutional"; however, the government had asked the court to temporarily suspend its ruling while the issue goes through the appealing process.

Assailants Unarrested After Assaulting a School Girl Were No Longer Employed

On Nov 20, a schoolgirl in Tin Shui Wai, while taking part in a civil disobedience campaign, was violently assaulted by at least two men in the MTR. The assailants were, however, not arrested.

As of Nov 23, the two assailants were no longer employed by the groups they worked in, namely NGO New Life Psychiatric Rehabilitation Association and the Japanese lifestyle chain Muji. Citizens found the two groups much more efficient than the police as to their follow-up to the assault case.

Nov 20 was the first day of class after the suspension of school for consecutive days. The Education Bureau required schools including kindergartens, primary and secondary schools, to resume class, despite public discontent and parents' worry over residual tear gas contamination. This was also Chris Tang's second day as the Police Commissioner.

The son of infected woman went on quarantine on a private yacht.

On Nov 23, more confirmed cases were found linked to the dance cluster, whereas the Hong Kong government rolled out the "Return2HK" scheme for the first day where registered people can travel from China to Hong Kong without the need to undergo 14-day quarantine.

An assistant to the Board of Director of a trade company who allegedly helped to move the crowd control barrier when he passed by the protest site at Admiralty on June 12, 2019. The 34-year-old man was charged with joining an "unlawful assembly".

He pleaded guilty and was sentenced to two weeks in jail at the Eastern Magistrates' Courts in June 2020.

The Department of Justice (#DoJ) applied for a sentence review. Athough it was overruled by the magistrate, the DoJ continued to bring up the case to the Court of Appeal for review.

The Court of Appeal ruled that the original magistrate Lam Tze-kan was "wrong in principle", citing that the "sentence was apparently too light". The sentence was increased from 2 weeks to 7 months. The court said written reasons for the decision will be given later.

Covid-19: China pushes for QR Code based global travel system

In the G20 summit, Xi Jinping pushed QR codes which could be used to recognize “health certificates based on nucleic acid test result.

Human Rights advocates want that the codes could be used for “broader political monitoring and exclusion”. And the codes are based on a combination of big data and information submitted by the users themselves.

Chinese QR codes was developed by financial technology giant Ant Financial, and is available through its main app Alipay, but also on WeChat, which belongs to Alipay’s competitor Tencent.
