[City of Depression] Hong Kong University Study Shows Increasing Number of Suspected Cases of Post Traumatic Syndrome Disorder (“PTSD”) Since the Anti-Extradition Bill Movement
The Lancet, an international medical journal, published the result of a ten year-long research conducted by the University of Hong Kong School of Medicine. The research showed that during the Anti-Extradition bill movement, one out of five interviewees in Hong Kong suffered from suspected depression or PTSD. This is worse than the situation during the Occupy Central Movement in 2014 and comparable to those experiencing armed conflicts ( 22. 1%), largescale disasters, or terrorist attacks.
Researchers also estimated that the mental health burden identified would translate into roughly an excess 12% service requirement to the public sector queue or equivalent.

The National Anthem Law to be Enforced; Bypasses Legislative Process
(Editor’s Note: The National People’s Congress (NPC) passed the nationwide National Anthem Law in 2017 and listed it in Annex III to the Basic Law. According to the Basic Law Article 18, the nationwide laws, confined to those relating to defence and foreign affairs as well as other matters outside the limits of the autonomy, shall be applied locally by way of promulgation or legislation .
However, the National Anthem does not, in any way, land itself in the category of defence or foreign affairs. The NPC’s decision is undoubtedly undermining the autonomy of Hong Kong, just like what they did with the decisions and interpretations of the Basic Law.)
Pro Establishment Legislator: “the National Anthem Law” will be enforced regardless of whether or not it passes through legislative process.
Priscilla Leung, a member of the Committee for the Basic Law of the Hong Kong, claimed that pro-democracy legislators were attempting to cripple the Legislative Council House Committee in an effort to obstruct the National Anthem Law from being passed. The Business and Professional Alliance for Hong Kong (BPAHK) legislator also said that if the law cannot go through the local legislative procedures, it will have be enforced directly.
Leung said it is more befitting for Hong Kong’s political and justice system for a law to be passed through regular legislative process. However, should controversies arise regarding this law, the Common Law can be used to settle the difference in court.
She emphasized that enforcing the National Anthem Law is necessary because on numerous occasions, people responded to the Anthems with jeers in public. The draft for the bill has been reviewed by the relevant committees within the Legislative Council.

Traditional Medical Doctor Who Provided Free Healthcare to Protesters Missing in Guangzhou
“Kwok Nan Chung Yee (國難忠醫)” is a group providing voluntary medical assistance and Chinese traditional medicine to victims of the pro-democracy protests in Hong Kong. On January 10, Sai Ngau Yee, one of the founding members of the group talked to media alongside lawmaker, Alvin Yeung of the Civic Party, and the mother of the group’s missing member.
Sai explained, in the early hours of January 8, he talked to the now missing member Lam Cheng Dou Hai over the phone. In the middle of their conversation, Lam put him on hold and went to answer the door. He then lost contact with him.
On January 9, Sai received a message from who claimed to be Lam’s roommate, saying that they were being watched and that Lam had been taken away from his university dormitory by the PRC's National Security Agency, under administrative detention. The roommate reminded Sai not to provide information on Internet, and do not "act blindly" to put their lives in danger.
Sai Ngau Yee reiterated that the group has always been providing humanitarian support to whoever who is in need of medical assistance. He stressed that Lam has never participated in any protest activities related throughout the course of the Anti-extradition movement. He is concerned for those who physically participated in the protests, as this shows that the chances of them being arrested in China could be much higher.
He reassured recipients of the group’s medical service that their personal data has been well protected. The mother of the missing member pointed out that she has a close relationship with her son, and they have been maintaining regular contacts even when her son was in Guangzhou.
