Catholic News Agency (CNA) reported yesterday that the Holy See had originally intended to appoint Auxiliary Bishop Joseph Ha Chi-shing to be the new bishop, to which Pope Francis agreed. However, Ha’s public support of the Anti-ELAB movement placed political pressure on Vatican City. It finally changed its mind and appointed the more pro-China Peter Choy Wai-man.
CNA claimed that the new appointment was approved by the Holy See. Choy is one of the four vicars general of the Diocese of Hong Kong. He has a close relationship with His Eminence Cardinal John Tong Hon and good rapport with the Chinese government. Choy had met with Carrie Lam during the height of the protests. Fearing backlash, Tong suggested that the Holy See postpone the announcement of Choy’s appointment.
A senior priest in Hong Kong told CNA that Choy was a “pro-Beijing hawk” and an “enemy of the retired Cardinal Joseph Zen Ze-kiun SDB”. Another Hong Kong priest opined that the Holy See’s decision on the appointment reflects its betrayal of its faithful followers to please China.

Editor’s Note: Giving that many churches were demolished and many Christians are being persecuted by the Chinese authorities over the last few years, the Holy See still showed its greatest kindness when China is dealing with the coronavirus outbreak, and not condemning a single word on those matters. Perhaps the Holy See is hoping that such actions can change the Communist party of China (CCP) - might just be a too good of a wish to come true.
(14 Feb) The foreign minister of the People’s Republic of China and counsellor of state, Wang Yi, and the Vatican’s secretary for Relations with States, Archbishop Paul Gallagher, met in Germany. It appears to be the highest-level meeting between the two sides since the communists came to power in China in October 1949. The meeting reflects a significant warming of relations between the two sides, although there are no diplomatic relations between them.
The Vatican said the encounter “recalled the contacts between the two sides that had developed positively over time.”and “renewed the will to pursue the institutional dialogue at a bilateral level to foster the life of the Catholic Church and the good of the Chinese people.”
In recent weeks, the Vatican sent more than 600,000 masks to help protect people from the coronavirus in Wuhan and other communities in China, that was appreciated by the Chinese authorities and reported in the Global Times.

Recorded Future, a private cybersecurity company based in Massachusetts, US, released a report on Wednesday (July 29), stating that Chinese hackers have been infiltrating the Vatican’s computer network, with intentions to steal relevant information ahead of China’s precarious negotiations with the Vatican. The Vatican and Beijing are expected to discuss the appointment of bishops, the status of the underground church, and other issues in September this year.
The report stated that the acts targeted at the Vatican were initiated by “RedDelta”, a hacker group supported by the Chinese government. This was believed to be the first instance where hackers working for China had been discovered, with their direct attack on the computer systems of the Vatican, the Catholic diocese of Hong Kong, and the Pontifical Institute for Foreign Missions coming to light.

The 88-year old bishop emeritus of Hong Kong told the Register the visit is likely his last. “I do not believe I will return again,” he said. “My legs do not work so well, now, for these long trips.”
...He explained his anxiety that a bishop “who is trusted by the people” be installed as soon as possible, as the faithful in both Hong Kong and China grow increasingly wary of what is being seen as political posturing by the Vatican.
“The Vatican seems to be guessing the mind of Beijing — always seeking to anticipate what Beijing will do, always appeasing. It seems they are afraid to nominate Bishop Ha (Bishop Joseph Ha Chi-shing) as doing so may offend Beijing,” said the cardinal.
Bishop Joseph Ha Chi-shing is a current auxiliary bishop of the diocese. He has publicly supported human rights protesters in Hong Kong and is thus perceived by some to be antagonistic to Beijing.
... Seeing the continued delay from the Vatican, the conflicts in Hong Kong and the continued persecution in China, the Register asked Cardinal Zen what the Western world could do to aid him.
“Nothing. I’ve done more than I can, and there is nothing more to do other than prayer,” said the cardinal. “If tomorrow, the Vatican chooses this bishop, blessed by Beijing — if they appoint this bad bishop for Hong Kong, my job is finished. I will choose to disappear.”

Bishop Joseph Ha Chi-shing is a current auxiliary bishop of the diocese. He has publicly supported human rights protesters in Hong Kong and is thus perceived by some to be antagonistic to Beijing.

“Nothing. I’ve done more than I can, and there is nothing more to do other than prayer,” said the cardinal. “If tomorrow, the Vatican chooses this bishop, blessed by Beijing — if they appoint this bad bishop for Hong Kong, my job is finished. I will choose to disappear.”

I put this in my last will and testament — that my bones shall not be placed in the cathedral, I do not want to be buried with such men. The report says they were later placed under house arrest and prohibited from leaving the country. Some senior members of the Holy See consider the incident a sign that China wishes to have the mission closed, and top clergymen in Hong Kong believe Beijing is expanding its control over the diocese and even attempting to influence the selection of the next bishop.
The report also quotes four unnamed informed sources as saying that the current leader of the diocese and the apostolic administrator, Cardinal John Tong Hon, has been suppressing progressive voices in the church, including that coming from the Catholic Justice and Peace Commission.
