A joint statement issued by Ocean Park's Halloween Parade
Performing Artists and Haunting House Actors to the Management of Hong Kong Ocean Park:


In light of the turbulent situation of Hong Kong, as a world-famous theme park, we believe that Ocean Park (Hereby known as The Park) should ensure the personal safety of its performers and staff within The Park and protect the privacy and personal information of its staff. The security and patrolling should also be reinforced to ensure the performers would be protected from any attacks or harm from visitors. The Park should also send staff to follow Hong Kong Police Force when they carry out their duties in the area of the Park and ensure the transparency so the staff could perform their jobs without worries.

Additionally, to protect the performers from phone or email harassments and ensure their personal safety, The Park must guarantee the complete confidentiality of the personal information of the staff.

Regarding the accusation that the script of performance involved sensitive political topics, we felt that the performance had been already vetted and approved before release. The fact that the script had to be changed because of a small number of complaints seemed unfair and while we understand that complaints had to be handled, we felt that it is unfair to invalidate the applauses and cheers we recived because they were not filed or recorded like complaints received?

We wish The Park could establish guidelines pointing out where the reasonable line of performances should be drawn and the sensitive words that are forbidden. Drawing the line beforehand would protect the actors from unreasonable criticisms and prevent the need of repeatedly changing the script, frustrating the actors.

We also believe that pre-approved performances should be exempted from changes and amendments because of complaints, let alone the immediate censorship of sensitive contents.

We wish The Park could take full responsibility of the approving process and be held accountable of the mismanagement of the situation. As for the creative process in the future, The Park should also establish a list of clear guidelines to prevent such incidents from reoccurring.

We wish the park could provide a reasonable response to the staff before 30/10/2019 11:50PM and proactively responding to the above demands otherwise the staff would participate in strike or further escalation.

We are asking for a reasonable response from The Park so that the staff could continue to perform in a safe and reassuring environment.

"Scaremonies", Ocean Park's Halloween Show, Is Censored After Being Attacked by Pro-China Supporters

According to sources, the content of the annual Halloween special show "Scaremonies" at Ocean Park, including the mentioning of the words "Hong Kong", was criticized by pro-China supporters and subsequently censored. The original version of the show was released on September 21, receiving positive responses from the spectators.

It was said that the show was largely censored after September 22, as the Liason Office of the Central People's Government, PRC's office in Hong Kong, pressurized the Park management. This came after pro-China supporters criticized the political satirical show on China's Weibo.

The attack on the show continued in pro-China facebook groups and media. Director and actor Wong Jum-sum quitted his position on September 26.

An Insider's Story of Ocean Park's Halloween Show

[Editor's Note: The following account was sent to a facebook page, recounting the details of the censorship incidents of Ocean Park's Halloween Show]

//As we all know, "Scaremonies" has always been a satirical show.

Since the rehearsals began in August, the management has reviewed the content of the show, before giving it a greenlight to go live.

After a trial show was run, a ‘Blue Ribbon’ [pro-China] staff complained about the show and the management immediately demanded a ‘clean’ version on the next day. It was the first time the management kowtowed while the actors were forced to adjust to the amended content in an extremely short time.

Over time, the performers strived to improve the show by slightly tuning the content. However, the censored content never re-appeared on the show.

The content were vetted by the management and each line delivered by the performers (especially the additional lines) were recorded on a notebook for the management's reference. The management had suggested amendments and the actors adjusted accordingly until the next complaint was reported by the media.

The second incident of the park kowtowing happened as the result of an accusation from an online post claiming that ‘A Show’ was inciting hatred (the content was overly interpreted). The comment went viral online, garnering reports by the media as well.

As a result, the said host of ‘A Show’ was immediately suspended and a substitute host was arranged. A ‘clean version’ of the script was immediately distributed to the performing staff, without making any explanation or statement. The show went on.

The so-called ‘neutralized version’ of the show was the result of another complain made by a local television station on the next day. Adjustments were made so that the television station was praised instead of satirized in the show.

Closed-door meetings were held between the management level and the actors multiple times and some of them have resigned, yet the management still continued the indifferent treatment. In one of the meetings, the management expressed the need to create a show that advocates ‘optimism, positivity, peacefulness and playfulness’ without the elements of satire.

The performers inquired about the possibility of having leeway to the content of the new script and whether their demands were too excessive.

Over the meetings the performers had repeatedly demanded and expressed the wish of at least keeping part of the core spirit of the Show.

The original content included ‘Are you ready? Hong Kong’ and ‘HonKongers fight on’. The response from the management was that the words ‘Hong Kong’ carried political meanings and was therefoee not neutral therefore. The demands of the performing staff were refused.

How ironic is it for a show that takes place in Hong Kong to not be able to even mention the words ‘Hong Kong’? Yet the park was adamant on getting both the applauses from the crowd and the government funding and decided to implement such White Terror.

The hosts had to sacrifice their creative freedom and face replacement, so that the park can win the approval and the appluase from a small crowd of people.

We are not fighting for ‘the return of the king’ but wish that we could defend our position and pride as an entertainer/performer in the art industry. That everyone can focus on the core issue and how the park is reacting to the demands of its staff.

We hope that everyone will understand the seriousness of the incident as it involved the suppression to the freedom of expression and freedom of creating. While we understand that you are not all directly related to the incident and there is no guarantee that such incidents or suppressions will not happen in the future.//

3.1 Billion of 5.4 Billion Ocean Park Financial Subsidy Commercial Debt From Bank of China

A meeting for the approval of a 5.4 billion financial subsidy to Ocean Park was held today by the Finance Committee. It was finally confessed that about 3.1 billion was commercial debt from the Bank of China. LEGCO member Jeremy Tam pointed out that since there is no guarantor in the debt, the government is not obligated to payback the debt even if Ocean Park closes down. "The only one who suffers from this loss is the Bank of China". Eddie Chu also questioned the true purpose of the subsidy "Is it really for saving Ocean Park? Or saving the Bank of China?"

A Short Summary of How the HK Government Will Utilize Its Funding in the Upcoming Financial Year

The Finance Committee of the Legislative Council has passed Ocean Park's 5.4 billion financial subsidy application with 32 yes counts, 20 no, and 2 abstains. Part of the 5.4 billion subsidy is for paying the commercial loans to the Bank of China.

In the announcement for Hong Kong's 2020 budget earlier this year, it was announced that a $75 billion recurrent funding will be provided to the Hospital Authority, which is a 3.6 billion increase (5% increase) from the previous financial year. An additional 1.6 billion single-time funding will also be provided for the Authority to acquire medical supplies, which will bring up the total funding to the Authority to 76.6 billion. It was, however, learnt that during the speech by Paul Chan, the Financial Secretary, he compared the amount of funding with that of 2 years ago (2017/2018), and stated the budget was an increase of 35% from previous, which was 30% more than the comparison to that of 2019. When compared to the 8.5% increase from 2018 to 2019, this year's funding is actually a lesser increase (only 5%).

The industry is still concerned that the Authority still lacks a solution to address the loss of mid-level health workers. It was also suspected that the measure is to target workers who participated in strikes demanding a full border closure during the epidemic.

On the other hand, the HK police force will receive 25.8 billion in funding this financial year, which is a 2.2 billion increase from last year. Also, the wage subsidy funding in 2019/20 was initially set to 25.6 million, it was then amended to 2.55 billion (9 times increase). The funding is expected to cover expenses for creating 2543 extra positions on top of the already existing 35863 positions, and for acquiring 6 armoured vehicles, with each vehicle costing around $12.8 million.

Hong Kong Ocean Park gave no explanation when requests for funding; Animal protection groups denounce the Park using animal welfare as a threat for the 5.4.billion grant

Hong Kong amusement park Ocean Park has recorded a severe deficit in the past four years. The loss was as high as 560 million HK dollars last year which put the Park in possible bankruptcy. It requested the Finance Committee of the Hong Kong Legislative Council to approve 5.4 billion dollars for "salvation". As the Park has not publicly explained the animal placement plan, several animal protection groups denounce the Park's board of directors using Park's animal welfare as a threat. The animal protection groups urged the park to explain animal placement plan and the use of the funds as soon as possible.

Legislative Council member, Claudia Mo Man-ching denounced the mismanagement of Ocean Park as a long term problem and questioned that Ocean Park keeps more animals than the claimed 7,500. She asked, "for the unclaimed animal, is the Park sending them for Animal euthanasia?" Mao also criticized the Director of the Environment Bureau Wong Kam-sing has never expressed his stance on this incident.

Roni Wong, Administrative Secretary of Dolphin Family, criticized Ocean Park for "emotional blackmailing", using the animal welfare to threaten the legislative council for 5.4 billion dollars for funding. Wong also stated that he had written to Ocean Park multiple times to inquire about the quality of animal lives in the park, the quality of meals, hours of practice completed, the medical benefits provided to them, etc. However, no reply was provided by the Park. He urged Ocean Park to explain how much of the funding will be spent on animals. He continued to point out that one of the zoos in Germany was faced with the same situation of poor management. The park created a “slaughter list” for the animals. Some animals were executed to feed other animals. Wong worried that the same situation would happen in Ocean Park and questioned how the Park would settle the animals.

A spokesman for the Hong Kong Dolphin Conservation Society, Viena Mak, said that she has repeatedly called on Ocean Park to reference the foreign experience and study the possibility of setting up a beach shelter. This will allow the animals in the park to enjoy their “retirement”. Mak also added that the animals in the park have been kept in captivity for many years and are not suitable for wild nature. Ocean Park, as a party that imported dolphins, needs to take care of the animals' life until death.

How Hongkongers Respond to "Patriots-Only" #Election

After having been postponed for more than a year by the authorities, the Legislative Election took place in Hong Kong on December 19, 2021, when the majority of the city's pro-democracy camp are detained, jailed, or exiled. Prior to the election, public polls have shown that Hong Kong citizens expressed little interest in the "Patriots-Only" election.

While the authorities have sent at least one SMS to the population (including non-voters) encouraging them to vote, at least ten civilians have been arrested for "inciting" others to cast #BlankVote or invalid vote. Around noon, it was reported that over 900 #ICAC staff were deployed in different polling stations to ensure that the election is conducted in a "just and fair" manner. Earlier, the authorities announced that polling staff were forbidden from wearing yellow masks and anyone wearing an outfit with phrases like "Add Oil Hong Kong" would be asked to remove or cover it.

Ms Ng, in her sixties, told Stand News that "everyone knows" the agenda of the authorities behind offering free public transport on the Election Day. [Editor's note: Voters are always assigned to a polling station nearest to their residential address.] Regarding thd candidates in the nicknamed "Patriots-only" election, Ms Ng said, "I don't even know just one of them!"

Ms Ng added that the [goverment's] act would be futile, "Elderly like us only think about hiking, not voting."

Meanwhile, huge crowds were spotted at amusement parks like #DisneyLand and #OceanPark. Some tourists claimed that they have never seen so many people in the park.

This year, in Taikoo Shing, a residential area on Hong Kong Island East, the polling station was relatively 'empty' when compared to the 2016 LegCo Election and the 2019 District Council Election. Back then, voters had to line up and wait before casting their ballot. This year, there were more people queuing at the bus station.

Pro-Beijing figure Lo Man-sui, who occupied positions in CCP organizations like the All-China Federation of Returned Overseas Chinese, said that "The winning of all 90 seats by the Pro-Establishment Camp would go against the original intent of the Central Government."

#TedHui, now-exiled former lawmaker in pro-democracy camp, answered the call by #HongKongWatch, uploading a photo of himself holding a sign that reads #ReleaseMyCandidate. Hui added that those who can represent Hongkongers' voices are in jail, and that ths only thing a Hongkonger can do is to boycott the election.
