Police Arrest Freelance Reporter for Britain's ITV for "Colluding with Foreign Powers" under the National Security Law

Wilson Li Chung-chak, a freelancer for Britain's ITV and former member of Scholarism, was released from Hung Hom Police Station after midnight on Aug 12. He paid a bail of HKD20,000 in cash and HKD180,000 in personnel. Like Agnes Chow, his passport was confiscated by the police.

Li was arrested by the police on Aug 10 for "collusion with a foreign country or external elements".

Other arrestees including pro-democracy activist and member of "Hong Kong Story" Andy Lee Yu-hin, Apple Daily founder Jimmy Lai, his 2 sons, and the 4 executives of Next Media including CEO Cheung Kim-hung were all released on bail.

Keith Richburg, "If we start self-censoring, they have won"

Keith Richburg, director of the Journalism and Media Studies Centre at HKU and former chairperson for the Foreign Correspondents Club accepted an interview with Stand News, stating that the police force's recent actions have been attempts to demonstrate to the world how it cracks down on cases related to the National Security Law, in order to shock and intimidate the press industry into #SelfCensorship.

Richburg said in the interview that he hopes that journalists will not self-censor while reporting, stating that journalists should continue to "overstep authority" until stopped.

"Unless interviewing Joshua Wong or Nathan Law constitutes a crime, I see no reason to stop reporting them. Journalists must be gutsy. The most dangerous thing a journalist could do is to self-censor themselves."

Keith Richburg, director of the Journalism and Media Studies Centre at #HKU and former chairperson for the Foreign Correspondents Club (#FCC) accepted an interview with Stand News, stating that the police force's recent actions have been attempts to demonstrate to the world how it cracks down on cases related to the National Security Law, in order to shock and intimidate the press industry into #SelfCensorship.

Many online media have been receiving police interference while reporting on-site over the past year. A good example can be seen when police officers demand for journalists to show their HKJA press card.

Current commissioner of police, Chris Tang, stated in a recent interview that the force will be implementing new measures to allow only "trustworthy media" into the police cordon.

Richburg was shocked by this measure, and it caused him to recall an event that occurred when he first came to Hong Kong. A staff from the Information Services Department contacted him and two other American journalists, and met them lunch. When he asked how he should go about in applying for a press card, the staff replied that Hong Kong does not have a licensing regime for journalists, stating that "We have press freedom. If you are press, you are press."

Richburg stated that Hong Kong has never had a licensing regime for journalists, and that the government and the police should not decide on each press' "trustworthiness". He stated that Hong Kong needs media that monitors the government, stating that "This is surprising, as Hong Kong is a place with a tradition of democracy. It should not be decided by officials like this."

Yet as the implementation of the National Security Law enters its 50th day, Richburg believes that Hong Kong has already become unrecognisable.

Richburg believes that the government is investigating the possibility of a licensing regime for journalists to control journalists and limit press freedom. He stated that although different places such as New York City had established a licensing regime for journalists, allowing press with licenses increased privileges and the right to report within police cordons, the Hong Kong government is trying to use the regime as a tool to restrict press reporting.

Richburg stated that, "If we start self-censoring, they have won," because the public would then #SelfCensor out of fear, as the police sees no need to continue enforcing the law."

HK News Channel Forbids Staff From Donning Black

Pro-democracy lawmaker, Lam Cheuk-ting was arrested on August 26, 2020 on suspicion of rioting on 21 July 2019. Lam was known to be a victim among many other civilians that day in the Yuen Long 7.21 mob attack that day.

The public, much astonished, condemned the police for deliberately confounding right and wrong. Netizens called for civilians to “wear black” on August 27 to show their discontent to “police lies”.

Sources revealed that the management of Now TV issued a notice that reminded the news department and particularly reporters and news anchors to avoid donning black.

The reminder claimed that it is a "long standing practice" for reporters and anchors not to show up in front of camera in "any sensitive colors closely associated with social movement" in order to "show their neutral position".

The staff described this reminder from the management as a rare action, reflecting the lack of trust in reporter’s judgement and journalistic professionalism.

Cable News Chief Anchor Resigns: "Professionslism Comes First"

Following the personnel change in #CableTV News in last few weeks which has already dampened the morale in the newsroom, Chief News Anchor Wong Chun-mei was reported leaving the station in October.

While declining an interview, Wong admitted it was hard to leave a news station where she has worked for 15 years long. She encouraged fellow colleagues to continue upholding their professionalism despite more changes anticipated.

China State-owned Enterprise and Newspaper Boycott #AppleDaily, Further Endangering Free Speech in HK

VanGO, a convenience store directly controlled by the Chinese Central Government, stopped selling Apple Daily from August 28 onwards, affecting the sales of around 1,000 copies of the paper.

Without providing any explanation, the store called it a business decision.

An ex-legislator said that VanGo is owned by the CCP Government, so stop selling Apple Daily is an attempt to force the newspaper out of the market and browbeating critics into silence.

Meanwhile, China-owned, People’s Daily, has released an editorial titled “The Toxicity of “Apple Daily” is Worse than Coronavirus”. The article compared Apple Daily to a virus and claimed Hong Kong was menaced by two viruses.

Hong Kong Police investigates a 2019 Advertisement on Japan's Nikkei for Contravening National Security Law

On August 10, 2020, Hong Kong police raided Apple Daily with a court warrant to investigate "crimes endangering national security", arresting the newspaper founder Jimmy Lai and Next Media's top management including the CEO.

On the same day, pro-democracy activists including Agnes Chow, Andy Li and Wilson Li were also arrested for "colluding with foreign forces".

According to AFP, Hong Kong police also went to Nikkei Asian Review’s office in Hong Kong. The police were reportedly armed with a court order to investigate an advert placed on the newspaper a year ago calling for international support for Hong Kong's pro-democracy protests and featuring the name of now-disbanded pro-democracy party Demosistō.

Similar newspaper advertisement ran in papers around the world and were paid by crowd-funding.

The AFP report pointed out that the Hong Kong police are using past words and deeds of the government critics to bolster investigations under the new security law, despite the fact that the legislation should not be applied retroactively.

Armed police ordered reporters on the scene to gather in front of Dah Sing Bank for stop and search in order to validate their identity.

Around 10 minutes later, PPRB asked for reporters to show their press ID for officers to check and validate one by one. Those unable to show a valid press ID would be ticketed for breaching the gathering ban.

A long line of reporters were sighted on Ning Po Street awaiting for their IDs be validated by PPRB. The police read out the names of media organizations one by one and only those with a “valid press id" would then be released.

Hong Kong Police issued penalty ticket to the only press who reported on the 31 Aug attack

(31 Aug) Today is the one-year anniversary of the 31 Aug Prince Edward incident. Hong Kong citizens went out to protest on the streets, leading to multiple conflicts and standoff between police and the citizens. At night police surrounded and obstructed journalists (in yellow reflective vests) in reporting the news again. Among them, a reporter from Rice Post was not admitted by the Police Relations Branch (PPRB) as a 'qualified' reporter and was issued a penalty ticket for 599G (prohibition of group gathering).

On 31 Aug, 2019, Leung Pak-kin, a reporter from Rice Post, captured the moment when Special Tactical Squad, (a.k.a. Raptors) used violence on peaceful citizens that showed no sign of resistance. Rice Post was the only media that captured that scene on camera. That video clip was then widely used and quoted by many media, including international news media.

A reporter from BeWater HK was standing outside of Lai Chi Kok Detention Centre with a number of citizen reporters when the police demanded them to leave, citing the anti-gathering regulation. The group departed as instructed. However, they were stopped by officers a block away, where a new cordon line was set. The officer in-charge claimed to be only checking their IDs, after which they would be free to go. The cordon line also stopped a number of civilians, many of whom have just left work or were on their way to dinner, and were starting to get annoyed at the hold up.

Moments later, a few plainclothes officers brought the group back from where they were - nearly a block away - back towards the detention centre. They were placed with a dozen other citizens, and they each received a fine of $2000.

After receiving the tickets, the reporters were brought across the street, where other reporters from mainstream news had gathered, and were released there.
