China bans Australian academics from entering country

Academics Clive Hamilton, a professor of public ethics at Charles Sturt University in Canberra, and Alex Joske, an analyst with the Australian Strategic Policy Institute (#ASPI) have been critical of China. They worked together on a book about China's political interference in Australia.

While both of them have no plan in visiting China nor applied any visa, China has banned their entry in an apparent tit-for-tat following Australia's decision to cancel the visas of two Chinese academics.

Chinese Government usually doesn't publicise who is on the blacklist. This explicit action aimed to cause a chilling effect on the academicians who need to travel to China for work or research.

380 Detention Camps Newly Built or Expanded in Xinjiang Since 2017, Says Australian Study

An investigation by the Australian Strategic Policy Institute (ASPI) has shown that China had built nearly 400 detention camps in Xinjiang since 2017.

The ASPI discovered that since 2017, approximately 380 detention camps believed to be used to imprison Uyghurs and other Muslim minorities had been newly built or expanded in western China. The institute divided them into four categories:

• Tier 1: minimum-security re-education camps (around 108)
• Tier 2: slightly higher-security re-education camps, mostly connected to factory and warehouse (around 94)
• Tier 3: moderate-security detention centres (around 72)
• Tier 4: high-security prisons (around 107)

Investigator Nathan Ruser said while Chinese officials claimed that the detainees would be released from the camps, the authorities were still investing in new detention facilities between 2019 and 2020. The investigation report noted that at least 61 detention camps were newly built or expanded between July 2019 and July 2020. 14 of them are still under construction.

Ruser further pointed out that about half of the expanded or newly built camps are high-security prisons, meaning that the Xinjiang authorities may be transferring detainees in re-education camps to prisons.

The United Nations Human Rights Council held its 45th session yesterday (23rd Sep), during which China was brought into attention for issues related to Hong Kong and Xinjiang. At a video conference held by China, Chen Xu, China’s Permanent Representative to the United Nations Office at Geneva, expressly criticized “a minority of countries” including US, UK, Canada, etc for interfering in Hong Kong’s affairs for political reasons and damaging China’s sovereignty and territorial integrity. A Taiwanese media outlet reported that Hillel Neuer, Chief Executive Officer of the “United Nations Watch”, mentioned issues related to the Xinjiang concentration camp at a Council session and was interrupted by a female Chinese representative. The representative demanded that Neuer “stop the speech at once”, and was eventually given a warning by the president of the council.

Laos and Pakistani Representatives Support Hong Kong National Security Law

The Permanent Mission of China to the United Nations Office at Geneva organised a video conference entitled “Hong Kong: Enjoy Human Rights in a Safer Environment” at the Council. Chen stated that the implementation of the Hong Kong national security law by China contributes to the stability and longevity of the “one country two systems”, ensuring Hong Kong’s prosperity and stability in the long run. He said that it was upheld by the whole nation resolutely, including all sectors in Hong Kong, and supported by the majority of members of the international society. During the conference, the representatives of Laos and Pakistan also spoke in support of the legislation. Chen stated that only “a minority of countries” has interfered with Hong Kong’s affairs for political reasons and that their agendas were destined to fail.

Xi Junjian, Deputy Director of the Law Department of the Hong Kong and Macao Affairs Office of the State Council, also indicated that the Hong Kong national security law embodied the principles of respect and protection for human rights adequately, and fully complied with the International Bill of Human Rights. He stated that because the law is targeted at criminal offences that harm national security, it does not affect the majority of law-abiding Hong Kong citizens.

“United Nations Watch” Brought Attention to Xinjiang Concentration Camps, China Slammed Table to Interfere

According to a report from Radio Taiwan International, Hillil Neuer, a representative of the non-profit organisation “United Nations Watch”, spoke at the Council that Muslims around the world should be free and safe to pray. He stated that China has voted for every resolution on Islamophobia, but “in China, one million Uyghurs have been arbitrarily detained”. A female Chinese representative asked the president to stop Neuer’s speech at once, but the president allowed him to continue his speech. The Chinese representative then slammed the table in protest, which was followed by a speech by the UK representative, who agreed with the president’s decision to allow the “United Nations Watch” representative to continue his speech.

China subsequently expressed regret over the president’s decision to repeatedly allow Neuer to speak. Finally, the president gave China a reminder, “I’d like to recall that under the agenda item we’re discussing, speakers can make reference to specific country situations. Please prevent disturbing the proceedings of the room the next time.”

Evergrande's crisis was 'a long time coming,' says banned short-seller Andrew Left

Andrew Left, an American short-seller banned from trading in Hong Kong for a damning report he wrote on Evergrande years ago, told CNBC the Chinese property developer's debt crisis was "a long time coming."

But he said he doesn't think Evergrande's situation indicates a widespread problem for China.

Left, the founder of Citron Research, was banned from trading in the Hong Kong markets after he published a 2012 report predicting that Evergrande would soon be insolvent.

His five-year ban ends next month.

Chinese Official Calls For Upgrade to Nationwide Security Network

A top Chinese law enforcement official has called on police and local governments to step up their use of big data, artificial intelligence, and networked security cameras to stem potential social unrest in times of "growing uncertainty."

Chen Yixin, secretary general of the ruling Chinese Communist Party (CCP)'s political and legal affairs commission that overseas domestic security, called on law enforcers to "lay a solid foundation for social governance and security now."

He told a meeting on grassroots governance on the southern province of Guangdong on Sept. 19 that the move would implement instructions from CCP leader Xi Jinping to "study new measures to improve grassroots social governance capabilities."
