Teachers’ Union Accuse CY Leung of Constantly Harassing the Education Sector, Recommend the Public to Ignore His Request

On October 1, a secondary school student was shot in the left side of his chest by a policeman with a live round, and was subsequently pressed with charges for rioting and assaulting police officers.

CY Leung, ex-Chief Executive and vice-chairman of the National Committee of the Chinese People's Political Consultative Conference, sent a letter to Mr. Tse Yun Ming, principal of Tsuen Wan Public Ho Chuen Yiu Memorial College, demanding the principal to expel the wounded student, to make an example of him. In response, the Hong Kong Professional Teachers’ Union (HKPTU) has released a statement condemning CY Leung for constantly harassing the education sector.

According to the statement, CY Leung disregards the normal operations of the college and brazenly imposes his own political stance upon the school. While the student is still in critical condition, CY Leung is trying to put unneeded political pressures on the principal’s shoulders. It asserts that CY Leung is being unreasonable and is blatantly disrespecting our educators.

As HKPTU reports, many principals and teachers from other schools have expressed to the Union that they strongly protest against and condemn CY Leung’s actions. The Union is against any external pressures on the education sector and urges all professionals to ignore CY Leung’s unreasonable requests. The Union also affirms that educators must safeguard their professionalism and conscience, and hold their position dutifully.

Censorship in China School Libraries 


(30 Oct) On October 21st, the Ministry of Education issued the Notice on the “Special Action” on Reviewing and Clearing of Libraries in Primary and Secondary Schools (No. 55 of the Department of Education and Education 2019) 

The "Notice" said, in order to 1) deeply study Xi Jinping's new era of socialist ideas with Chinese characteristics and the spirit of the 19th National Congress of the Party, 2) implement the decision-making and deployment of the National Education Congress 3) further improve the quality of books in the national primary and secondary school libraries,4) create a healthy and safe environment for education, and 5) ensure the educational and teaching functions of libraries, the Ministry decided to carry out the national primary and secondary school library clean-up special action

Disclosure of Chinese course material in Australia university, students suspected red
brainwashing

(15 Oct) Deutsche Welle has obtained the course content of the "Understanding China" course through one of its students. In the unit on “Terrorism in China and Anti-Terrorism Law”, which was taught by Assistant Professor Dr. Enshen Li, various controversial topics are included. In the course material, one of the slides contains a photo which depicts conflicts between protesters and the police during the “Anti-Extradition Bill movement” in Hong Kong was shown with the title "Is This Terrorism?"

The course is found to be one-sided and contents are focused on opinions of the Chinese government. The student also told DW that during the "Chinese Diplomatic Affairs" module of the course, Professor Sarah Teitt had repeatedly criticized the government-subsidized think tank, Australian Strategic Policy Institute, for spreading fear. Also, on the issue of South China Sea disputes, she also claimed that the expansion of Chinese influence over the South China Sea was mainly driven by the Hainan province for the reason that “the Hainan government wanted to promote its tourism and fishing industry overseas.” The student felt that while teaching the class, Prof. Teitt has deliberately avoided the issue of China’s expansion into the South China Sea was related to developing military influence over the region, which was being reported many times on the media.

Carrie Lam: Education Policies Cannot Become Ungovernable, Liberal Studies Awaiting Review within This Year

(11 May) In a recent interview with a newspaper, Chief Executive Carrie Lam revealed that the government will announce the way forward for Liberal Studies (a subject added to Hong Kong’s curriculum 10 years ago) within this year. Lam declared that education policies must not become an unruly subject. If there is a problem, it must be resolved. She also criticised those who are intentionally spreading fallacies in school campuses. Apart from Liberal Studies, other subjects are likely “getting infiltrated” as well. Therefore, someone must act as “gate keepers” in this situation. On top of the Education Bureau, school-sponsoring bodies and school management teams have the responsibility to protect intellectually-immature students from believing those misconceptions.

Carrie Lam also said that violence has not completely subsided yet. Police continue to uncover multiple cases of illegal possession of explosives and firearms, which have huge effects on social stability. Some continued to discredit the police force, but their acts also affirm the effectiveness of law enforcement. She encouraged all law enforcement agencies not to be afraid of any smear campaigns and strictly enforce the law. Lam pointed out there are nonsensical criticisms on Mainland China and Hong Kong coming from foreign countries. This type of improper interventions did not match the expectations of a lawful society. She questioned why should third parties demand the government to release arrestees when there were clear legal and prosecutorial justifications. She continued that “opposing the meddling of external forces in Hong Kong” used to be the language of the Ministry of Foreign Affairs, but now it has become part of Hong Kong government’s as well.

Hong Kong Judicial Review On The Cancellation Of A DSE History Subject Question Was Dismissed, Judge’s Ruling Reprimanded Education Bureau’s Comments As An Intimidation, Considering That A “Strong Nation (Referring To China)” Could Not Be Hurt By An Examination Question.

(04 July) In this year Hong Kong Diploma Secondary Education exam #History compulsory questions, candidates were asked to comment on whether "Japan brought more good than harm to China" between 1900 and 1945. After controversy and repeated public reprimands by the Education Bureau (EDB), Hong Kong Examination and Assessment Authority (HKEAA) eventually announced the cancellation of the related question. A History subject candidate this year filed an application for judicial review in the High Court earlier, seeking to overturn the EDB's decision on disqualifying the question. Mr Justice Russell Coleman said the EDB's public criticism was almost certainly political and threatening, but the #court could not confirm that it was an abuse of power, and the #HKEAA did not violate any procedures in making the decision, so it ruled that the candidates lost the case and had to pay legal fees to the HKEAA.

Hong Kong Gov't Imposes Heavy Censorships in Latest Revision of Liberal Studies Textbooks

The Education Bureau recently listed and published the changes in the latest revisions of Liberal Studies textbooks.

The section entitled “Present day Hong Kong” has been significantly changed. Apple Daily found out that most of the content related to human rights and social movements have been removed.

A comic strip in the original edition mentioned that the Causeway Bay Bookstore shareholder Paul Lee was kidnapped. However, in the revised version, that part was changed to a quote by the police saying that Lee “volunteered to go to mainland China”.

Overseas social movements such as the Catalan Independence Movement, the Jasmine Revolution in Tunisia, have all been removed. Some teachers challenged the revision, claiming that the edits were made in an attempt to evade controversial topics.

Bloomberg: Confucius Institutes to be designated as Foreign Mission of the PRC

Sources close to the U.S. Department of State told Bloomberg that the Confucius Institute U.S. Centre was to be designed as a foreign mission of the PRC. Shortly after the news was published, the State Department made the official announcement on Thursday, August 13. Such action further escalates the tension between China and the U.S.

Confucius Institutes with heavy presence in universities and colleges around the world, have been established for more than ten years, dedicated to promoting Chinese culture. However, many Western countries recently question the ulterior motive of the institutes using their teaching as a tool to expand political influence. The Permanent Subcommittee on Investigations (PSI) of the U.S. released a report last year that the institutes are used as a propaganda tool controlled by China and have too much control over the institutes in America. Universities and colleges are called on to close their Confucius Institutes.

If the State Department of U.S. requires Confucius Institutes to register as “foreign missions”, it means that the institutes are “substantially owned or effectively controlled” by the Chinese government. According to the Foreign Missions Act, these organisations need to register all personnel roster and their property holdings in the U.S. with the U.S. State Department. They have to follow administrative requirements and to be ruled that similar to embassies and consulates.

Hong Kong Authorities Eradicate All Mentionings of "Separation of Powers" From Textbooks, their Websites and Database

It was recently found that the Education Bureau in Hong Kong has removed the description of “Separation of Three Powers” from high school textbooks.

On 31 August, 2020, Secretary for Education Kelvin Yeung defended the procedure and asked the public and the media not to compare the previous and newer versions of the textbooks.

Yeung emphasized that the textbook content should align with the objectives and the purpose of the subject, “the fact that there is no separation of powers should be stated clearly in the textbooks". Yeung continued, “people can’t criticise the deleted content on the ground as the older version hasn’t been assessed officially. Rhey are not comparable.”

Tin Fong-Chak, Vice-Chairman of Hong Kong Professional Teachers’ Union and liberal studies teacher, pointed out that the Chief Justice and scholars have recognised the separation of powers as a “common sense” in Hong Kong. Even if the government disagrees with this viewpoint, it should give room for discussion and allow different opinions in society, rather than erasing the whole part without any consultation.

Tin emphasised that liberal studies is not a propaganda tool but a site for understanding different views. If the authorities make changes without any consultation, teachers would be placed under pressure. According to Tin, civil and legal education are currently regressing in Hong Kong.

Hong Kong's Education Bureau Prepares For Nation Security Law Teaching

In a RTHK's LegCo Review interview, Hong Kong's Secretary for Education Kevin Yeung Yun-Hung revealed that the Education Bureau was preparing teaching material for “National Security Law” (#NSL).

Yeung claimed that the concept of National Security is "relatively new" to Hong Kong and that the authority will "assist" the education sector in preparing the course outline and teaching material for NSL.

He also said many people being arrested in the last year drew public attention and gave a lot of stress to the education industry. He claimed that the education sector needed to "guide students back to the right track", such as to assist students in understanding the "reason for and the impact of the enactment of NSL". “I believe the education sector is willing to do that,” Yeung said.

How CCP Infiltrate Media? Former Editor-in-Chief of a Canadian Newspaper Explains in a Hearing

The Commons Special Committee on Canada-China Relations at House of Commons of Canada hosted a hearing. Victor Ho, the former editor-in-chief of a Chinese-language newspaper Sing Tao Daily B.C. edition, said that the Chinese government is using the identity of oversea Chinese to “brainwashes” Chinese Canadians, citing numerous examples of CCP constantly infiltrating the Canadian Chinese-language media.

The Ottawa news website "Blacklock’s Reporter" quoted Victor Ho, now living in Vancouver, saying that the Chinese consul general Tong Xiaoling gave a speech on July 23 this year at CHMB-AM (in Vancouver). She criticised some Hongkong people for deliberately slandering and undermining the Hong Kong National Security Law. She even accused Canadian activists for "trying to intimidate people who truly care about Hong Kong."

Victor Ho also noted that Thomas Leung, a Canadian radio commentator, showed his support of violent suppression and cracking down on Hong Kong pro-democracy demonstrators in a CJVB-AM program last year. He urged the Canadian Radio-television and Telecommunications Commission (CRTC) to investigate such cases, safeguarding Chinese communities from being infiltrated by political directive and protecting the national interests of Canada.

More senior officials of HK Examinations and Assessment Authority resigned reportedly due to extreme political pressure

In May 2020, the history exam paper question from the Hong Kong Diploma of Secondary Education Examination (#HKDSE) was harshly criticized by pro-Beijing figures. The question asked students to discuss whether Japan did more good than harm to China during the war years.

Soon after the PRC's Foreign Ministry condemned the question, calling it biased and off-limits, Hong Kong government's #EducationBureau pressured the Hong Kong Examinations and Assessment Authority (#HKEAA), an independent organization, to strike out the question because it “seriously hurt feelings and dignity of the Chinese people who suffered great pain during the Japanese invasion of China”.

This incident was said to lead to resignation of Yeung Wing-yu, Manager of the Evaluation and Development Department of HKEAA and Secretary of the Committee on Subjects of the History Section in August 2020.

Before leaving the Authority, Yeung revealed to his colleagues that his resignation was due to extreme political pressure. He suspected that the series of seemingly coincidences were in fact vigilantly planned.

Yeung pointed out that the DSE question was leaked way before the examination day in May while the question’s marking scheme was leaked two months later in July. During this time, his social media account was being repeated hacked for at least twice.

After HKEAA’s decision to invalidate the question on Sino-Japanese relationship on 22 May, he personally covered up students’ answers to the question. Yeung considered the incident the biggest humiliation in his tenure in HKEAA.

Liberal studies is another subject furiously pounced by the SAR government. Lo Ka-yiu, Senior Manager of HKEAA responsible for Liberal Study was fluttered by pro-Beijing mouthpiece in Hong Kong for his pro-democracy opinion calling for the city’s Chief Executive to step down.

In May 2020, Lo and Leung Tsz-yin, a manager reported to him, both resigned. In September, two Liberal Studies teachers, Fan Si-kei and Lam Yi-mei, were appointed to replace Lo and Leung.

However, it was reported on December 5 that Lam Yi-mei resigned despite an extremely short tenure of less than three months.

Since May 2020, a number of senior officials of HKEAA has either resigned or their contracts not being renewed, including the Authority’s Secretary General, principal officer of Assessment Development, as well as Senior Manager and Manager responsible for Liberal Studies.

Most recently, HKEAA announced appointment of their new Secretary General Ngai Heung-tung, Professor of Economics of Lingnan University who again has profound Chinese background.
