Medical Doctor: Government's Universal Covid-19 Test Centres Are Not Meeting Isolated Ward Standard


The HK Government's universal COVID-19 testing scheme that is scheduled to start on Tuesday, September 1, continues to draw discussion and criticism from the public, medical experts and doctors.

In the legislative council, pro-democracy lawmaker Alvin Yeung, of Civic Party, cited the WHO's statement that large-scaled testing is a waste of time and unpractical. He questioned "when the Chief Executive believes in the WHO, then why the government insisted in universal testing". Chief Secretary Matthew Cheung did not respond directly but reiterated the importance of the scheme.

Dr. Joseph Tsang Kay-Yan, chairman of Advisory Committee on Communicable Diseases at Hong Kong Medical Association has recommended the government to provide sufficient protective equipment for medical staff during sample collection, e.g. to change new protective clothing for each civilian. However, he thought it is difficult to do it as it takes 15 minutes to change protective clothing.

“The idea way is to follow the procedure of isolated wards under the Hospital Authority (HA). After completing the treatment of one patient, we have to change into a new set of protective clothes for the next patient. But I believe we can’t follow this procedure in the COVID-19 Test Centres,” Dr. Tsang said.

Dr. Tsang quoted South Korea as an example, stating that sample collection of each civilian in South Korean has been conducted in a negative pressure isolation room like a telephone booth. He hoped Hong Kong could do such a thing. Since people may cough and sneeze during sample collection, he recommended that each sample facilities to be used every once in a while.

China State-owned Enterprise and Newspaper Boycott #AppleDaily, Further Endangering Free Speech in HK

VanGO, a convenience store directly controlled by the Chinese Central Government, stopped selling Apple Daily from August 28 onwards, affecting the sales of around 1,000 copies of the paper.

Without providing any explanation, the store called it a business decision.

An ex-legislator said that VanGo is owned by the CCP Government, so stop selling Apple Daily is an attempt to force the newspaper out of the market and browbeating critics into silence.

Meanwhile, China-owned, People’s Daily, has released an editorial titled “The Toxicity of “Apple Daily” is Worse than Coronavirus”. The article compared Apple Daily to a virus and claimed Hong Kong was menaced by two viruses.

Hitler Barred Germans From Receiving the Nobel Prize;
China Warns Oslo Against Awarding Nobel Peace Prize to Hongkongers

After the then-imprisoned journalist Carl von Ossietzky (1889-1938) was awarded the Nobel Peace Prize in 1935, Hitler amended the law to prohibit all Germans from receiving the Nobel Prize. .

In August 2020, Chinese Foreign Minister Wang Yi warned Norway against awarding the Nobel Peace Prize to what the CCP sees as "dissidents", "In the past, and today, in the future, China will firmly reject any attempt by anyone to use the Nobel Peace Prize to interfere in China's internal affairs".

He also said while China was the first country to report the existence of the Coronavirus, it does not mean that the virus had originated in China.

Hongkongers were nominated by Guri Melby, currently Minister of Education in Norway in October 2019 for the Nobel Peace Prize for 2020.

Universal Testing and Election

The HKSAR government has postponed the Legislative Election that was originally scheduled on 5 Sept 2020, claiming that gathering should be avoided.

However, the government has been pushing universal COVID-19 testing which would be run by China-owned companies in Hong Kong.

114 locations including 24 schools will be used for sample collection. Reporters questioned that the high-risk sample collection in the community may infect more people in the process. Moreover, if the authorities allow civilians to remove mask and swap throat, queries were raised on the decision to delay election.

The media contested the government had a double standard which allows community COVID-19 test for at least 7 days but postpones #LegCo election for a year.

Secretary for Civil Service Patrick Nip claimed that universal testing is an essential anti-pandemic measure and the government priority. “You can’t make comparison like that" is his answer.

Secretary for Education "Hopes" Schools to "Cultivate National Identity" and Teachers and Principles to "Actively" Join the Government's Universal Testing

Regarding the new school term in September, Kevin Yeung Yun-hung, secretary for education in Hong Kong, issued a letter to primary and secondary schools, informing the principals and the teaching staff of their "responsibilities to cultivating national identity and law-abiding awareness of the students". The letter demanded schools to turn students into "good citizens and nationals by abiding school regulations in school and law in society”. The letter also emphasised that the HKSAR has responsibilities to "safeguard state sovereignty, security and benefits of development under Basic Law".

Yeung also mentioned the Education Bureau has released a notice to ask teaching staff and students to become familiar with the National Security Law.

As the government is promoting a universal COVID-19 testing scheme, Yeung has wrote on Facebook, hoping that "principals, teachers, students and parents can join the plan actively”.

Ip Kin-Yuen, lawmaker representing the functional constituency of education sector, stated it was not a problem if Yeung just advised, as long as “the test should not be mandatory, and teachers and students were not forced to be tested”. Ip urged the authorities to disclose relevant information and let teachers, students and parents decide for themselves.

Pro-dem Lawmaker Accuses Police of Distorting the Truth; Injured Civilians Worries About Being Arrested

Democratic Party legislator Lam Cheuk-ting has been accused of participating in a riot of Yuen Long on 21 July last year with another 6 people. A hearing was arranged today, with all defendants having been released on bail. The next hearing has been scheduled on 12 October.

Lam and the victims of the 7.21 Yuen Long Attacks met media together. Mr So, a chef who had wounds all over his back resulting from the attack by mobs that night, criticised the new version of events presented by police, and worried about being arrested in the future. Miss Lee, who was in Yuen Long station that night, said it’s ridiculous and cried agitatedly in the press conference.

Lam explained the sequence of the statement-taking with the police and criticised the police for making plaintiffs and witnesses of the Attacks into defendants. He stated that Chan Tun-chu, Senior Superintendent of Police (SSP) of Crime (NTN), for swearing black to be white and distorting the truth in their new version of events. He emphasised he has no regrets and called for witnesses providing photos and videos.

CY Leung has been serving as vice chairman of the Chinese People's Political Consultative Conference (#CPPCC) since ending his term as Chief Executive in 2017.

Stand News revealed Leung, together with Lau Ming-wai, Chairman of Chinese Estates Holding Limited, Cheung Chi-kong, President of One Country Two Systems Research Centre and a few Beijing loyalists, set up two companies in Hong Kong, the Chinese Overseas Schools Limited and Stability Fund Limited respectively in 2019 and March 2020, for reasons unclear.

According to Lao’s “China Times”, the Chinese Overseas Schools Limited signed a Memorandum of Understanding with the Krittaphong Group Co. Ltd last September for establishing in collaboration Chinese Overseas Schools in Laos. Jiang Redong, China's ambassador to Laos, attended the ceremony. Leung spoke on the scene that these schools would provide quality teaching and pathways for local students to study in China.

The project was unduly suspended only two months before opening due to outbreak of Coronavirus.

Beijing loyalists who participated in the project including Raymond Tang Yee-Bong, former Chairman of Equal Opportunity Commission, PC Lau, Chairman of Hong Kong Coalition of Professional Services, Sophia Kao Ching-chi, former Chairlady of Women’s Commission, Yue Yi, former vice chairman of BOC Hong Kong and Wu Mei-Ho, former headmaster of King’s College.

Companies recently set up by CY Leung also included a couple of guarantee corporation, such as Chinese Overseas Schools (Laos) Co., Ltd and Stability Fund Co., Limited.

Man in HK Imprisoned for Possessing Cable Ties; Magistrate: Could be "Weaponized" for Combat

Magistrate Cheng Ki-hong said in his ruling on August 28: "Although each cable tie is only 6-inch long, they can be quickly tied together to assemble iron bars or other debris into a large object for illegal purposes like battling, assaulting, or obstructing transportation."

The magistrate also mentioned that the defendant was wearing black and had a gas mask and a pair of hand gloves in his backpack.

According to magistrate, he could only conclude that the cable ties were used for "illegal purposes". Besides, the magistrate also believed that the defendant "must have been assisted by a group of people with the same intention to quickly remove and collect iron bars and debris".

The defendent was therefore ruled guilty and sentenced to five months and two weeks' imprisonment.
