Hong Kong Police Call Victim of Alleged Gang Rape a "Wanted" Fugitive
Here is a rundown of the events that took place throughout this entire process, from the day Ms X lodged her criminal complaint:
-Oct 22, 2019: Ms X Made a Police Report
Represented by Vlder & Co. Solicitors, 18-year-old Ms X filed a police report alleging that she was gang raped and sexually assaulted in Tsuen Wan Police Station on September 27, 2019.
Ms X allowed the taking of a DNA sample from her aborted foetus in order for at least one of the assailants to be identified. The case was handled by the New Territories South Regional Crime Unit.
- November 4, 2019: Police Attempt to Seize Ms X's Private Medical Record
Police obtained warrant to seize Ms X's medical report and surveilance camera footage from the clinic of her private doctor, without Ms X’s knowledge or consent.
Ms X challenged the warrant immediately for its violation of her privacy.
-November 5, 2019: Court Suspends Police Search Warrant
The court granted an anonymity order for Ms X and suspended the search warrant of the police.
- Nov 9, 2019 : Police Reportedly Leak Investigation Information
The police in the process of investigation claimed that there was no sign of rape.
Meanwhile, Ms X's case had been leaked onto the internet, with ‘police sources’ releasing selective details of the investigation and adverse comments on the evidence.
- November 11, 2019: Lawyers Condemn the Police for Lacking Impartiality
Ms X's lawyers accused the police of lacking impartiality and deliberately leaking "supposed details" of the case to diminish the prospects of a successful prosecution.
- January 16, 2020: Police Commissioner Publicly Calls the Gang Rape Case "Fake"
Police Commissioner Chris Tang alleged Ms X's complaint as "fake" and accused Ms X of "misleading police officers or giving a false statement”.
Tang voluntarily spoke about the case in a district council meeting and gave away supposedly confidential information.
- Jan 18, 2020: Lawyers Condemn the Police for Undermining the Criminal Report
Ms X's lawyers issued a statement condemning Tang for publicly discrediting the victim and undermining her criminal complaint.
The police never answered Ms X and her lawyers' inquiry of the status of investigation. For instance, the police refused to answer whether they had received the DNA report from the government laboratory or not.
- April 6, 2020: Case Terminated with Any Explanation to Ms X
The Department of Justice inform lawyers that Ms X’s case will not be taken any further, claiming that her complaint was contrary to the evidences that they obtained. No details were provided about this claim to the lawyers.
- May 12, 2020: Police Commissioner Has Plans to Arrest Ms X
Police Commissioner Chris Tang said that the Department of Justice had instructed the arrest of Ms X for "making a false statement."
Like the previous time, Tang spoke voluntarily about the case after a district council meeting. Tang told the press that Ms X has "fled" Hong Kong.
- May 13, 2020: Justice Denied?
Ms X released a statement via her lawyers condemning the police for their lack of professionalism and doubting the outcome of the so-called investigation.
Whereas the Department of Justice claimed Ms X's testimony did not match with the police report , Ms X was never summoned to explain her case.
While Ms X had been compling and abiding to every process and regulation, she expressed her disappointment and frustration: "I prayed and hoped that the complaint would be investigated impartially, in strict confidence and respect for my privacy and dignity, but none of that happened".

Source: Ms X Fears that Her Safety Would Be Endangered
China-funded newspaper Wen Wui Po on May 13 claimed that Ms X, the gang-rape accuser, went to Taiwan 19 days after she made the report to the police. The newspaper furthered to describe the difference between the police investigative report and Ms X's account.
Afterwards, a source close to Ms X contacted the Stand News. The source said that Ms X left Hong Kong as she was worried about her safety and she did not trust that the police would conduct a proper investigation. Ms X did not "flee" Hong Kong, nor did she know that she has become a "wanted person", when the police commissioner Chris Tang made the claim on May 12.
Ms X through her laywers also stated that she was already not in Hong Kong when Commissioner Tang accused her of "misleading the police" in January.

1 Month Since China Captures and Detains 12 Hongkongers, Authorities Force 5 Lawyers to Withdraw
Since China Coast Guard arrested 12 Hongkongers in the waters on August 23, 2020, neither their families, nor their lawyers were allowed to meet with them. The distressed families lamented they could not know if their love ones are still alive and that the Hong Kong Government did not provide any effective assistance.

So far, 5 lawyers appointed by the families had dropped the case after being pressurized by Chinese authorities and law society in China. The Chinese government insisted on assigning their own lawyers to the detainees.
On September 20, 2020, one lawyer employed by a detainee's family received a phone call from PRC's Justice Bureau. On the phone, he was asked if he was handling a case that involved 12 Hongkongers. After the lawyer admitted it, the voice asked to meet him in person 2 days later.
On 21 Sept, the lawyer received another call from PRC's Justice Bureau and a request for his client’s name. After a while, his law firm received a call checking if they were handling a case about illegal border transgression.
In the end, the Chinese authorities ordered the lawyer to withdraw the case as it "involved political matters".
Indeed, the lawyer had just completed the notarization procedure and was mailing related document to Chinese authorities. It was suspected that the Chinese authorities had traced his identity and requested to meet In person after knowing that his notarization was done in Hong Kong.
As his client is underage, the detainee couldn’t 'hire' any lawyer and should be represented by the one his family entrusted.
On September 22, it turned out that the head of the Bureau of Justice, the head of a substation and a Chief Legal Officer were all there to meet the lawyer. They all asked him to drop the case.
The lawyer declined by pointing out that he had completed the notarization procedure and signed a contract with his client's family.
The authorities insisted and revealed that another lawyer would be 'assigned' to his client after he withdraws. After using a carrot and stick approach, the authorities became more stern in requesting the lawyer to quit.
It is expected the authority would continue pressurising him.

Granny Wong was sighted in Yuen Long West Rail Station braving the grip of National Security Law and enforcement of social distancing restrictions in Hong Kong. Despite her old age, Granny Wong displayed of her behaviour, courage and defiance to fight on for democracy and freedom.
Pointing at a movie poster that read “Lie”, Wong wanted Hongkongers to remain hopeful that “lies will be burst eventually like balloons being popped.”
On the evening of 21 July 2019, a large group of white-clad mobsters, allegedly linked to triads, indiscriminately attacked pro-democracy protesters on their way home on a West Rail train with steel rods and rattan canes. At least 45 people were severely injured, including the elderly, children, journalists and lawmakers. Hong Kong Police, suspected of colluding with the white-clad mobsters, has then been criticised for their inaction in the incident amid the attack of innocent civilians.
However, Hong Kong police were attempting to re-write the history as recounting the clashes as "between two evenly-matched rivals" and denied that they were slow to respond.
