Financial Times Report: Huawei Will Build Chip Factory in Shanghai and Forgo US Technology
The British Financial Times quoted a source in saying that Chinese telecommunications equipment company Huawei has planned to establish a chip manufacturing factory in Shanghai and no longer use the US technologies, in order to solve chips supply caused by the US’s export restrictions.
The report stated that the factory would be operated by Huawei’s collaborator Shanghai IC R&D Center, to ensure sufficient chips supply for core telecommunications equipment business. They expect to commence their production by the end of next year.
The factory would first produce the low-end 45-nanometre chips, and until the second half of 2021, when it would have the ability to manufacture the more advanced 28-nanometre chips for smart TVs and other internet equipment. By 2022, it would be able to produce the 20-nanometre chips for 5G network telecommunication equipment. In addition to the previous one to two years of chips inventory, Shanghai IC R&D Centre believed that the factory could support the sustainable operation of 5G business of Huawei.

HK Police Only Receive Warning For Allegedly Violating Telecommunications Ordinance
Apple Daily revealed earlier that a policeman in Hong Kong was found using a non-official walkie-talkie during work.
The Office of the Communications Authority confirmed that owning that type of walkie-talkie requires a permit, but only issued a warning to the police. In previous cases, civilians have been fined for over HK$10,000.
A barrister suggested that the police did not seek approval before using the said walkie-talkie and violated the Telecommunications Ordinance.
Human rights group criticised that the police should not handle a criminal offence just by internal instructions, because “the said party did not just offended internal rules, but the Hong Kong law. Things should be done according to the law.”

The Hong Kong government will have a 'public consultation' regarding real-name registration for the sim card.
In a press conference held on 29 Jan, 2021 at 2:30 pm, the Secretary for Commerce and Economic Development Edward Yau Tang-wah, the Secretary for Security Sonny Au Chi-kwong and the Deputy Director-General of Communications (Telecommunications) John Leung Chung-yin announced the public consultation details.
The reasons the Secretary for Security Sonny Au cited to enforce real name registration include "the displeasure in the cinema", "the inconvenience at the MTR station" and "the flight delay at the airport" if "someone used an anoymous prepaid phone card to call and claim there is a bomb somewhere".
The real-name registration of phone card was mandatory in China since 2010. However, it is never a mandate in Hong Kong. Civilians can purchase SIM card without the need for registion as so-called “pre-paid SIM card".
