Former Secretary of Education and current Executive Council Member Arthur Li Kwong-cheung said that there is problem with the implementation of Liberal Studies (LS). As one of the persons in-charge of the implementation, Li believes it is necessary to improve the quality of teachers, and to send the textbooks off for review.
Li responded to the media "I believe nothing is wrong with LS itself, it has no problems, really. The issue is with the execution. The quality of teachers depends upon their training. The inconvenient truth is, the best students choose to study subjects such as law and medicine rather than education. The issue now is how can we attract the best students to study education and become teachers?"

According to reports by Xinhua News, the General Office of the CPC and the General Office of the State Council issued a document stating that there was insufficient attention and support from the Party and the society for the construction of ideological and political theory courses, that the Party's control over the establishment of ideological and political theory courses must be upheld, and that it was necessary to strengthen the promotion of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era ("Xi Jinping Thought") "into the curriculum, school lessons and the brains of students."
The document in question was called "Some opinions on deepening the Reform and Innovation of ideological and political Theory course in Schools in the New era," which mentioned that primary schools should focus on guiding students to form "emotions of love for the Party, the Country, socialism, the people and the collective, to possess the wonderful wish to become builders and successors of socialism"; junior high schools should "solidify the ideological foundation, guide students to keep the Party, the motherland and the people in their hearts, and strengthen the ideology of becoming builders and successors of socialism"; as for high schools, the focus should be on guiding students to sincerely support the CCP's leadership and China's socialist system, forming the political identity of becoming a builder and successor of socialism; and universities shall guide students to listen to and follow the CCP faithfully, and to strive to become a builder of socialism and an adequate successor.

The Publicity Department of the Communist Party of China (CPCPD) has rolled out a new Journalistic Methodology Learning Platform on 23 Aug 2019, called the "Xue Xi." (Learning in Mandarin) The platform comes in a mobile app that enforces Xi Jinping School of Thoughts in Journalism. Journalists are now required to go through a new education program and examination before acquiring new media cards.
Falling under the big umbrella of the Xi Jinping’s School of Thoughts, it is mandatory for journalists in China to learn about "Socialism of the new era," "Propaganda Ideology," as well as "Marxism journalistic ideas & theories," and "editorial for policy & legislation."
Journalists are required to complete all learning modules and verification through the platform before proceeding to examination and accreditation.
Launched in early January 2019 by The CPCPD, "Xue Xi" comes in both mobile and web platform for the 90 million communist party members to learn the Xi Jinping’s School of Thoughts and earn credits. However, according to an earlier report in the Sing Tao Daily, mandatory download is now cancelled due to member resistance.
