Hospitals sometimes use unregistered
drugs: official

The Hospital Authority on Friday confirmed that unregistered medicines are used at local hospitals when supplies from approved sources run out.

During a news briefing, a chief manager with the authority, Dr Lau Ka-hin, was asked about an Apple Daily report which cited an internal document saying Eastern Hospital was using an unregistered antibiotic.

The drug, called Tazocin, is manufactured by a company on the mainland. The newspaper said barcodes on the medicine suggested it had been sold via the Chinese e-shopping platform, Taobao.

Lau said an expert panel examines all drugs before they are given to patients.

“A panel in the Hospital Authority will examine, as well as look at the evidence, of drugs that may not be registered in Hong Kong. The drug is registered in the other site for the illness,” he said.

“After a thorough examination and discussion by the panel, the unregistered drugs will be imported to the Hospital Authority in order to maintain the treatment of our patients,” he said.

Editor's Note: The news originated from HKGolden's official page, which stated the antibiotic Tazocin was manufactured by a Chinese company named Reyoung Pharmaceutical Co. Ltd, China. The prescription bottles containing the drug lacked any English generic name, and that the drug was manufactured in China sparked fear and anger on the internet.

Antibiotics are not used in the treatment of the Coronavirus.

Analysis of multiple cell types highlighted nasal cells might be the key site of SARS-CoV-2 infection

A recent study found that SARS-CoV-2 increases ACE2 and TMPRSS2 expressions in human cells. It is suggested the cell types that has a higher ACE2 and TMPRSS2 expressions are more likely to become the targets for SARS-CoV-2 infection. However, the abundance of ACE2 and TMPRSS2 across different cell types is currently unclear. 

A study published in Nature Magazine analysed the distribution of ACE2 and TMPRSS2 using publicly available data. The data included the abundance of various proteins from organs tissue including the airway, eyes, intestines, kidneys, testis, skin and so forth. The result showed that ACE2 and TMPRSS2 co-exist in cells from the nose, eyes and intestine. In particular, both ACE2 and TMPRSS2 are produced in various nasal cells including goblet cells and ciliated cells. 

Goblet cells and ciliated cells are responsible for secreting mucus and moving fluid/particles through the airway. The result suggested SARS-CoV-2 may first infect goblet cells and ciliated cells, before spreading to other organs or a different person. Also, the study showed both goblet cells and ciliated cells also produce factors responsible for mediating the immune response. Infecting goblet cells and ciliated cells may change how the host immune system responds to SARS-CoV-2, which may help SARS-CoV-2 to survive and replicate inside the host. Moreover, the presence of ACE2 and TMPRSS2 in the intestine also suggested the possibility of faecal-oral transmission.

In light of the finding, the researchers suggested that drugs and vaccines administered inside the nose could be highly effective. The authors also highlighted that some cell types were not examined due to the lack of available data. Future work can aim to obtain data from a wider range of cell types.

These remarks expressed by the onlookers takes reference from a previous case where police officers from the Hong Kong Police Force were caught in possession of methamphetamines which they had confiscated from a raid.

Just this morning, the news also reported that the case a girl living in the police residence was caught possessing 3kgs of Ketamine was reopened.

Woman living in Police quarter accused of drug trafficking, case dropped as DOJ insisted though the judge opposed
 
(27 May) A 22-year-old woman who lives in police quarter was accused of collecting a package containing about 3 kilograms of ketamine in late December last year and was charged against for trafficking in illegal drugs. The public prosecutors asked for the charge to be dropped due to insufficient evidence earlier but such request was rejected by the magistrate. When the case was brought before the Sha Tin Magistrates' Court today, the public prosecutors insisted on withdrawing the case and emphasized that such decision came from their professional consideration. The magistrate disagreed with the Department of Justice's (DOJ) point of view and stressed "I still think that if the jury is properly guided, there was a high chance that the woman could be convicted". However, the magistrate finally approved the request and released the woman immediately as the public prosecutors insisted.
 
A barrister in private practice who was a court prosecutor in DOJ pointed out that that according to Article 63 of the Basic Law, DOJ shall control criminal prosecutions and free from any interference. He explained that although withdrawal of accusation requires approval from the magistrate and the judge can express opposition, they must approve the withdrawal. Barrister Duncan Ho, a member of Progressive Lawyers Group also says, DOJ has the ultimate decision on proceed the prosecution while the judge has no right to reject their accusation withdrawal. He added that DOJ sometimes may deal with the case by other measures, such as dismissed the charge of assault and granting the binding-over order to the defendant. It is rare to completely drop the prosecution. He said in general, DOJ would drop the prosecution under circumstances that there are new evidences or a special condition which there is no longer a reasonable prospect of conviction.
