Infected police remains in ICU even with improved condition, Health Authority openly speaks about other patients but the police

A 46-year-old police from PTU has contracted COVID-19 earlier. He was once in critical condition and was transferred to the ICU. With an improved condition, he was reportedly still staying in the Intensive Care Unit (ICU).

The media repeatedly asked about the condition of the officer during the press conference held by the Department of Health and the Hospital Authority on April 10. Ho Yuen Ha, chief administration manager of the Health Authority, refused to release any information due to privacy reasons; even though she has openly spoken about other patients' health condition multiple times in the past. The Hospital Authority then replied that it has always respected their patients' privacy, and never intended to make any patient's public.

Government Prevents District Councils from Discussing Police Reorganization

Pro-democracy district councillors at Yau Tsim Mong District raised a motion titled "Disband Hong Kong Police, Stop Abuse of Power" in March. The motion was, however, vetoed by Government's District Officer Edward Yu. District Officers and Secretary would therefore not attend the council meetings. Yau Tsim Mong District Councillor Kenny Lam, along with several pro-democracy district councillors, petitioned against the District Officer's decision.

The said motion aims to condemn the police use of violence, their refusal to show warrant cards, the use of weapons against civilians and reporters, the use of firearms to suppress protests as well as the arbitrary arrests of citizens.

The Yau Tsim Mong district has witnessed some of the most violent incidents, including 8.31 Prince Edward Incident, Yau Ma Tei Stampede, Siege of PolyU and the blinding of a woman by bean bag shots in Tsim Sha Tsui. The district council is therefore calling for the police to review its paramilitary tactics used against civilians, the reform of IPCC and a review of Public Order Ordinance.

Pro-democracy councilor Kenny Lam refutes the decision made by the District Officer, citing that district councils are supposed to provide opinions regarding the "well-being of the people in the District" and the "provision and use of public facilities and services within the District". The motion they raised directly address these issues.

Lam also argues that Yau Tsim Mong District passed the motion to "support constitutional reform" in February 2015, but the motion would not have been possible under Yu's standard. This leads the public, according to Lam, to question whether the government is deliberately vetoing motions which they do not like. Lam further cites the consequence of this veto, saying it would turn District Council into the government's puppet.

Hong Kong Police knowingly transgress the law?

Assistant Police Commissioner Rupert Dover was accused of breaking the property rule, by residing in a house on government land in Sai Kung that restricted residency to only the immediate family member of the house owner. Dover and his wife were also suspected of operating a guesthouse without a licence. A fish rots from the head: he is apparently not the only police tempering the law.

Chief Superintendent David Jordan was accused of having an unauthorised structure at his home in Tin Liu in Sai Kung. He was also accused of using police traffic cones for his own purposes.

A barrister pointed out that any possession of public property was theft and the use of traffic cones to occupy parking spaces in official land was a violation of the Road Traffic Ordinance.

Moreover, Superintendent Vasco Williams, famous for his "yellow object" remark, was said to have an unauthorised structure of 500 sq ft at his house.

HK$25.8 billion Funding for Police Force Passed in Legislative Council with Pro-Beijing Camp's Endorsement

The government's budget plan was passed in the Legislative Council on May 14. The bill had been criticized by the pro-democracy lawmakers as the relief funds for residents and businesses were bundled with the police funding, which has increased by 24.7 per cent compared to last year.

The bill was opposed by 23 pro-democracy lawmakers but was in the end passed with 42 votes from the pro-Beijing camp. Pro-democracy lawmaker Chan Pui-yin of the medical profession abstained from voting.

All 52 amendments proposed by the pro-democracy fraction were voted down. One of the main concerns was the police funding of HK$25.8 billion for expansion, weapons and supplies, making Hong Kong a city with the world's highest citizen-officer ratios.

In 2019-20, the police overtime pay and other allowances cost HK2.5 billion, exceeding 10 times the original estimate.

Hong Kong Journalist Association requests access to Registers Lists by all media

The Hong Kong Journalist Association has opposed the rule that only government-approved media is allowed to access the Provisional Registers and Omissions List. In an appeal letter to the Chief Executive, the Association expressed concerns that the discriminating system will limit the media's ability to monitor the election, and demanded the government to reconsider the policy.

The Provisional Registers and Omissions List reveals Hong Kong voters’ names and residential addresses in the public.

The public used to have access to the list, until the Junior Police Officers Association applied for a judicial review to restrict its accessibility in order to prevent doxxing of police officers. The court now ruled that only government-approved media is allowed access.

Police Intercept a Civilian for Picking Up A Scattered Flyer

Earlier, paper printed with the personal information of individual riot police officers was scattered at the atrium of Times Square.

Riot police demanded the staff of the shopping mall to pick up all the sheets, put them in a garbage bag and return them to the police afterwards.

A civilian happened to pick up one sheet, and was intercepted by the police.

Police Allegedly Set Roadblocks with Cars Carrying Civilians, Causing Tragedy

In February 2018, police officers were suspected to use civilians’ cars as “human road block” to stop a van from travelling at high speed in Fanling, causing 5 cars to collide in the end. The driver and a male passenger on the van were killed, and the driver of the “human road block” vehicle became unconscious due to the incident.

The Coroner's Court started a hearing on this case earlier. It was ruled that the driver and the passenger were killed on accident. The cause of the accident was cars driving slowly according to instructions of police officers.

Magistrate Chow Wai-choo advised the Hong Kong Police Force to train officers and make sure they understand regulations related to their work. The Hong Kong Police Force shall submit a written response within 6 months regarding these suggestions.

On 21 July 2019, mobs in dressed white attacked civilians at Yuen Long MTR Station.

"Hong Kong Connection", a program produced by Radio Television Hong Kong (RTHK) reassembled snippets of scenes from that night, and uncovered that the mob had already started to assemble earlier in the evening that day.

During the gathering which happened earlier in the evening, plainclothes police officers with their warrant cards patrolled Fung Yan Street North, at place of assembly (known colloquially as "Chicken Place"). Despite doing so, they did not stop gangsters, armed with rods and holding national flags, from gathering.

The Force shared a post on its Facebook page, stating that the Yuen Long Police Station had sent a detail of plainclothes police officers the location where the crowd was gathered. Their deployment and actions depended on the situation on the spot, and further actions could only be executed on after proper risk assessments.

The force said they understood the public's concerns, and that this case was of importance to them.

They said that the Regional Crime Unit (RCU) of the New Territories North Regional Police Headquarters are "currently on the investigation persistently."

Based on the information as provided by the force, they have locked up several suspects and arrested 37 people between, from 18 to 61 of age. Seven of them were charged with the participation of riot and conspiring to wound with intent. There are individuals who are also on the police wanted list. They also said that they expect more people to be arrested for this case.

The Police Force also claims that they will continue to maintain a close communication with the Department of Justice (DoJ) and ensure that this case gets investigated thoroughly.

However, based on the information that we ourselves have found, the police announced in Novemver that they had arrested 37 people for participating in the attack on 21 July, and 7 of the suspects were charged in December. This completes the equation for us, and shows us that the number of people arrested and charged has remained the same for nearly eight months.

Tokyo Police to Undergo Reorganization, Stepping Up Measures Against China and North Korea

Japanese broadcaster NHK has reported that the external affairs division of the Tokyo Metropolitan Police Department (TMPD) will undergo reorganization. A new unit will be set up in addition to the three it originally has, while the existing units will be better equipped. According to the report, this is a response to the increase of Chinese and North Korean intelligence activities.

Sources revealed the three existing units specialize in Russian affairs, Asian affairs, and monitoring international extremist groups, respectively. Under the new arrangement, a new unit will split off from the second unit with the former focusing on North Korean affairs and the latter better equipped to respond to threats from China.

The report noted that Chinese espionage, disguised sometimes as commercial activities, has become more active in such fields as frontier technology. Given also that China is in a fierce technological competition with the US, Japan is faced with the need to strengthen its precautionary measures. As for North Korea, Japan considers Pyongyang’s continued development of its nuclear arsenal and ballistic missiles a significant threat. The Tokyo government concluded that North Korean intelligence activities will intensify in Japan.

32 years ago on June 4, 1989, in Beijing, the #ChineseCommunistParty government ordered a bloody crackdown on pro-democracy civilians on the Tiananmen Square. The military used tanks and fired live rounds, brutally killing and injuring countless civilians in the PRC's capital.

2021 marks 32 years after the Massacre which is still denied by the #CCP.

After cordonning off Victoria Park, the city's largest park in the urban area and the venue for the annual Tiananmen Massacre #CandlelightVigil at around 14:00, the Hong Kong police at 17:28 blocked all three cross-harbour tunnels by setting up road block and intercepting vehicles, resulting in huge traffic chaos.

Uncannily, today the streets of Hong Kong see at least two police armoured tanks and one water cannon vehicle, to suppress the commemorative event that the police has already banned.
