Former Chief Executive Condemns HK's Secretary for Education for ignoring Xi’s opinion

The "803 HK" is a bounty website formed by CY Leung, former HK's Chief Executive and current chairman of CCPCC. Leunv applied for a judicial review at Hong Kong's,High Court on Oct 3, 2020, requesting the Court to order Secretary for Education Kevin Yeung to disclose the personal information of the teacher who was disqualified because of accusations of "professional misconduct" recently.

On Oct 4, Leung quoted from CCP secretary-general Xi Jinping “為官避事平生恥”, which means as a public servant one should not hide away from any challenge. Leung’s post implied that the Secretary for Education should follow Xi’s saying.

Leung also called the Hong Kong Professional Teachers' Union (#HKPTU) as a "union of bullies", claiming that “chaos will continue as long as HKPTU exists”.

In his post, Leung described the disqualified teacher and HKPTU as an "overbearing driver" and a "bully". The Education Bureau, on the other hand, was described as a "traffic warden" who hid away from the public’s demand to disclose the teacher’s personal information to avoid trouble. Then, Leung criticised the “traffic warden” for ignoring Xi’s famous quote, and shirking the responsibility to the judge.

Leung said the Bureau should “be strong” and not be afraid of the “bully” HKPTU.

Former teacher thanks public support amidst government oppression

A teacher from Alliance Primary School, Kowloon Tong was accused of spreading "information related to Hong Kong Independence" deliberately, and had his teaching license revoked for his "major professional misconduct" while being banned from entering school grounds.

On 10 October, 2020, the Hong Kong Professional Teachers' Union (#HKPTU) uploaded a handwritten letter from said teacher to their Facebook page, which reads, "[I] sincerely thank everyone for your kind concern, support and encouragement. Your comments and words of encouragement all uphold the education sector in Hong Kong. Add oil everyone."

HKPTU: 40% of teachers in HK intend to leave the sector, key reason being political pressure

Last week (May 2021) the Hong Kong SAR Education Bureau delisted 4 teachers from the professional register, white terror gripped the education sector. Hong Kong Professional Teachers Union (HKPTU) contacted nearly 1200 teachers and principals via online survey last week and found 40% of respondents intend to leave the HK education field. 133 of them will leave before or at the end of this school year. Among the 474 teachers who intend to leave, over 70% indicate that increasing political pressure is the main reason. HKPTU analyzes that among those planning to leave, the percentage of supervisory level teachers is higher than average. The Union is worried about manpower shortage in mid levels…

HK Government Cut Ties with Professional Teachers' Union After China Calls it "Cancer"

On the morning of July 31, 2021, China's state media People's Daily and Xinhua News Agency published opinion pieces against the Hong Kong Professional Teachers' Union (#HKPTU), calling it "a cancer that must be removed".

By the afternoon, the Education Bureau of the Hong Kong government announced it
that it is terminating its working relationship with the local teachers' Union.

The union responded to the opinion pieces by saying it has always promoted professional growth of teachers and advocating for their rights, giving attention to the development of the country and its people, as well as being "against Hong Kong independence".

The Education Bureau sent out a sternly-worded press release a mere half hour later, outlining its policy towards the Union:

-No further collaboration with the Union;

-No more meetings with the Union

-No consulting with the Union regarding education matters

-No processing of referred cases or topics of concern raised by the Union

The Bureau said that it would fully review its consultation groups, and would consider terminating the terms of any HKPTU members that hold committee positions or have other duties, and not recognize their status as committee members.

Furthermore, the government would be refused entry into the Bureau's office building or the Bureau's meetings.

Also, the Education Bureau will no longer recognize professional development courses hosted by HKPTU, and schools are not to count the Union's courses toward their teachers' professional development requirements of 150 hours in 3 years.

The Bureau further criticizes the union for its pro-democracy stance and activities in recent years, claiming that they are not in line with the professionalism of educators, even claiming that the Union is effectively no different from a "political group".

The government's spokesperson also criticized the Union for being actively involved in the matters with the Civil Human Rights Front and the Hong Kong Alliance in Support of Patriotic Democratic Movements in China, as well as for "bringing politics into schools" by organizing teachers' strikes.

[Editor's Note: Founded in 1973, the HKPTU is Hong Kong's largest teacher's union with over 90,000 members. The other major union is the pro-Beijing Hong Kong Federation of Education Workers, which claims over 40,000 members, though some member categories are not required to be in the education sector.

The Federation's vice-chairperson, Nicolas Muk, recently made the news for criticizing Olympic badminton player Angus Ng Ka-long for wearing a black jersey. The ensuing controversy led to Ng switching to a different jersey in the next match, which he lost, drawing further public anger against Muk.]

Kevin Yeung, the Hong Kong SAR Government's Secretary of Education, sent a letter to all Hong Kong teachers, calling on "careful consideration" of speech and actions of the Hong Kong Professional Teachers' Union (#HKPTU) in recent years, and pondering over whether the union can "represent" themselves.

He also claimed that all information, services, and enquiries "could be provided" by other organisations.

The HKPTU currently consists of 95,000 members, and the membership needs to be renewed every year. Each membership is valid from September 1 to August 31.

The letter from Yeung was titled "Adhering the Profession and Pursuing the Truth Together". The whole letter targets the HKPTU. He said that education had been "robbed" for years, some organisations "performed politics in the name of the educational profession", and that they "did not stop the violation of the teaching profession and the disregard for the well-being of students". He claimed that the HKPTU "directly or indirectly pushes teachers into illegal activities, being arrested and imprisoned".

Another Civil Group disbands over 'suppression' in Hong Kong in one week

The front was founded in 2002, and was the organiser of some of the largest protests in the city – including the annual July 1 demonstrations and a number of anti-extradition law rallies in 2019.

The front’s convenor, Figo Chan, was jailed in May for 18 months over an unauthorised protest in 2019. He had written an open letter at the time saying “the road ahead will be difficult”, but the front will hang on “to the last minute”.
