Chinese state TV broke Ofcom rules with biased Hong Kong coverage

//China’s state television channel repeatedly breached British broadcasting rules with biased coverage of pro-democracy protests in Hong Kong, according to a decision by the media regulator that could set up a diplomatic clash between the two countries.

//the channel – which has been dubbed a propaganda outfit – often focused on violence by protesters against police officers, while downplaying attacks by the authorities on the public.

//However, as part of its efforts to avoid sanctions – which could include a substantial fine – CGTN found itself arguing that the protests by millions of Hong Kong residents were not entirely without purpose.

//In an attempt to avoid breaches of British broadcasting rules it had hired Nick Pollard, a former Ofcom board member, as an adviser. However, he resigned last year in the middle of the Hong Kong protests. CGTN is still facing separate ongoing investigations by Ofcom into claims it broadcast forced on-air confessions by Chinese prisoners, as well as wider questions about its ownership.

//The channel said one of its Hong-Kong-based correspondents had tried to approach or contact more than 50 young protesters or opposition figures while reporting on the demonstrations over the past few months. However, it said “most of them have rejected such approaches as they are hostile to the media from mainland China and to Mandarin-speaking reporters”.

//Ofcom concluded that simply because pro-democracy protesters in Hong Kong were reluctant to appear on the channel, it did not mean CGTN should not seek to represent their views in order to meet the standards of due impartiality.

State-run CGTN faces sanctions from UK media regulator over coverage of Hong Kong protests

//Britain’s media regulator Tuesday found China’s English-language broadcaster CGTN in “serious failure of compliance” with UK impartiality laws during its coverage of last year’s Hong Kong protests.

//The most serious breaches are punished in Britain with fines and — in case of repeat or especially egregious violations — license suspensions.

//The five CGTN programmes cited by Ofcom were all aired during a seven month spell last year when Hong Kong was upended by huge and often violent pro-democracy protests.

//“Various news items on protests in Hong Kong were not duly impartial on a matter of major political controversy and a major matter relating to current public policy,” Ofcom said in a 61-page report.

//Ofcom said it has been in contact with CGTN about the programmes and now studying the channel’s defence of the case.

China’s CGTN found in serious breach of UK broadcasting rules Chinese state TV network had aired allegedly forced confessions of British citizen Peter Humphrey

//The UK’s media regulator has found China’s state broadcaster to be in “serious” breach of its rules on fair treatment and privacy after it aired allegedly forced confessions, putting the network at risk of losing its licence to broadcast in the country.

Ofcom said on Monday that China Global Television Network’s two programmes China 24 and News Hour had breached rules “both in connection with the obtaining of material included in the programmes, and in the programmes as broadcast”.

In May, Ofcom found CGTN had broken its broadcasting rules on impartiality and failed to present alternative viewpoints to that of Beijing after separate investigations into its coverage of pro-democracy demonstrations in Hong Kong last year.//

Public Broadcaster in Hong Kong Follows China's Decision to Lift #BBC

Recently, the British authorities cancelled the licence of the Chinese Communist Party-funded English channel #CGTN in the United Kingdom.

On the early morning of Feb 12, 2021, Beijing responded by accusing BBC of "serious content violations" and banning BBC World News in "Chinese territory".

Two Reuters journalists in China said the channel had gone blank on their screens. Although it was said that BBC would remain available in Hong Kong, the public broadcaster #RTHK in Hong Kong announced on the same day that BBC World News would be lifted from their program from 11pm onwards that day, due to the decision of the broadcasting regulator in Beijing.

UK expelled 3 Chinese spies who posed as journalist to cover up their identity as intelligence officer of the China's Ministry of State Security

UK newspaper “The Telegraph” reported on Thursday that Britain has expelled 3 Chinese spies who arrived under journalist visas.

The report cited source from the UK government that the 3 intelligence officers of the Ministry of State Security pretended that they worked for 3 Chinese media entities. They were forcibly repatriate to China after their true identities were uncovered by MI5.

Reuters said that the report has not been verified independently.

Also on Thursday, Ofcom announced to revocation of Chinese Global Television Network (CGTN) license in the UK. CGTN is a media owned by China Central Radio and Television, the China official broadcaster, which has been accused of questionable reporting practice such as repeatedly airing forced confession videos. In year 2019, CGTN has multiple reports on the Hong Kong Anti-Extradition Law Amendment Bill Movement, and five of them have been ruled biased by Ofcom.

UK Revokes a China's Media CGTN Broadcasting license and Beijing Rebuts BBC as "Fake News”

China Global Television Network (CGTN), a subsidiary of China’s state-owned China Central Television, has been repeatedly questioned as biased. The Office of Communications (Ofcom) in the UK announced to revoke the local broadcasting license of CGTN today. On the other hand, the Chinese Foreign Affairs Ministry criticized a BBC report from last month as fake news linking politics to the pandemic and asked for apologies.

Ofcom confirmed on Thursday after the investigation that Star China Media owned the broadcasting license of CGTN. However, this company has no right to control the editorial content of this station. Therefore, it does not meet the legal requirements for the license.

CGTN once requested to transfer the broadcasting license to a company called China Global Television Network Corporation. However, as the “important information” for the application is missing and the company are ultimately controlled by CCP, Ofcom refused the request for license transfer. Ofcom emphasized that they have already given enough chance to CGTN, but they still failed to comply with the law, so they decided to revoke its license.

Chinese state broadcaster CGTN fined ÂŁ225,000 by UK regulator

Ofcom, the media regulator, has fined China Global Television Network (CGTN), China’s state broadcaster, £225,000 for breaching rules on fairness, privacy and due impartiality just weeks after it stripped the network of its right to air in the
UK.

Ofcom had previously found CGTN guilty of airing allegedly forced confessions made by British citizen Peter Humphrey as well as coverage of protests in Hong Kong that failed to present other viewpoints to that of Beijing.

CGTN network’s licence to air was revoked in the UK last month after concluding that it was editorially controlled by the Chinese Communist party, provoking Beijing to retaliate by banning the BBC’s World News channel.

China intensifies Xinjiang propaganda push as global backlash grows

China has intensified claims that it faced a serious “terrorist” threat in Xinjiang as Beijing remained locked in a stand-off with western capitals over its sweeping security clampdown on Muslim minorities in the region. CGTN, the international arm of China’s state broadcaster, aired the final episode in a four-part documentary series that sought to justify the government’s policies by blaming international terrorist groups for violence in the region.

Western politicians and international scholars of Xinjiang have argued that Beijing’s claims of a “terrorist” threat are exaggerated and are lack of evidence for orchestrated attacks in the region.

China State Media Enlists Overseas #KOL and University Students to Promote the Chinese Communist Party

//China’s state TV station has been targeting British university campuses and offering students the chance to win thousands of pounds by becoming pro-Beijing social media influencers, The Times can reveal.

#CGTN had its broadcasting licence revokedand was taken off the air in Britain in February after an investigation by Ofcom, the media regulator, found that it was editorially controlled by the #ChineseCommunistParty.

The network has since launched a “#MediaChallengers” campaign to recruit internet influencers and vloggers globally, some of whom will promote China and counter western narratives that damage its image.

Successful applicants can win up to $10,000 and secure part-time or full-time jobs at CGTN, according to promotional documents.

At least six students at the University of Leeds and one at the University of Manchester have signed up to the campaign, The Times has found...

Hannah Bailey, an expert on Chinese digital disinformation at the Oxford Internet Institute, said: “If we have western social media influencers reading out China’s official line on particular issues, then domestic audiences might believe the Chinese Communist Party is admired by international audiences.” She said the CGTN campaign was “part of a broader trend that we’ve seen of China trying to increase its influence among university campuses”.//

Chinese Official Media Globally Recruit Reporters and KOLs are “The Media Challengers”

The Chinese official media CGTN, who has been fined and revoked license by England during the beginning of the year, recently held a “The Media Challengers” program. It is recruiting English-speaking reporters and KOLs. Those selected will receive a $10,000 bonus and get a full or part-time job in CGTN. Besides the Chinese international students, there are also some from Zimbabwe and Zambia. Some British experts believed that local audiences may think that the international community admired CCP if Western social media KOLs announce official Chinese messages on certain issues.

According to the official Weibo of CGTN, “The Media Challengers” is a “Recruitment of Global Host Reporters and KOLs” and is the first global event. It aims to “inject new power into international communication in a media-converged environment”, to recruit host, reporters, DJ and KOLs for English reports and creation. There are no limits for nationality.
