Civil Rights Observer: taser gun not necessary, HK Police uses excessive force and violates international code of weapon use

The Civil Rights Observer released research findings on Tasers on March 31 and concluded that it is not necessary to introduce tasers as Hong Kong police force is well equipped with tear gas, sponge grenades, rubber bullets, bean bag rounds and live ammunition. It further criticised HKSAR government’s attempt to look for options closer to lethal force among non-live ammunition and less-lethal weapons. This violates the principle of avoiding casualties by force, as provided by the United Nations’ Guidance on Less-lethal Weapons and Related Equipment in Law Enforcement.

The Civil Rights Observer pointed out that the Hong Kong Police has been repeatedly suspected of using excessive and unlawful force in the anti-extradition bill protests or related activities, violating internationally recognized codes of conduct and guidelines in their use of various weapons. Some frontline police officers have become increasingly hostile towards demonstrators, people holding different political opinions, journalists and first-aiders. However, no police officer has been demoted, fired or prosecuted, since June last year. This shows that the current mechanism fails to hold the police accountable.

The report also cited many severe injuries inflicted by tasers in overseas countries, particularly when it is deployed alongside tear gas and pepper spray. In France, the police once set the body of a suspect on fire by deploying tear spray and a taser at the same time.

Chemistry expert Dr. K. Kwong said the use of tasers near flammable liquids or explosive gases can lead to fire, deflagration and even explosion, depending whether or not the tear gas cannister is using flammable compressed gas as a propellant.

Dr. Kwong added that remote electric tasers are more powerful than tasers that directly shock at close range, as electric current passing through the heart is more likely to cause fatality. He also pointed that whoever in physical contact of the one being stunned could also be accidentally knocked out.
