HK Authorities Deny Reporters' Visas

After an almost 6-month wait, the Immigration Department in Hong Kong on Aug 26 rejected the visa of Aaron McNicholas, an incoming editor for Hong Kong Free Press, without any official explanation.

New York Times journalist Chris Buckley was also forced to leave Hong Kong after being denied a visa without reason.

More cases were recently reported by the Foreign Correspondents' Club (FCC): https://t.me/guardiansofhongkong/24226

In 2018, the visa of Victor Mallet, the FCC chairperson, was also denied.

These visa delays and denials show how press freedom had declined since the implementation of the national security law in Hong Kong, raising concern in the business community.

Hong Kong Free Press cited a senior lawyer: “The Hong Kong authorities, like those in the PRC have now weaponised work visas as a tool to control the reporting of Hong Kong affairs by international and local media, as well as silence free speech."

Police Allegedly Let White-Clad Gang Insult Pro-dem Lawmakers

Two pro-democracy lawmakers Lam Cheuk-ting and Ted Hui Chi-fung, who were arrested by the police for involving in the pro-democracy protests, were mentioned in the West Kowloon Magistrates on the afternoon of August 27, 2020.

Police turned Lam, a victim of the white-clad gangster attack on July 21, July, from plaintiff to defendant.

Outside of the court, a gang of white-clad people were present. One of them held up his middle finger to interrupt and insult the colleages of Lam and Hui from the Democratic Party who were speaking at the time.

Among the white-clad crowd, some of them had the Chinese flag on their clothes. The white-clad stood right behind the plainclothes and uniformed police. After they kept yelling, the police persuaded them to leave.

In contrast, on August 25, 2020, police arrested 2 citizens for "causing disorder" outside of the West Kowloon Magistrates. The 17-year-old student and the 65-year-old woman arrested were detained by the police overnight. The police also put at least 7 people on the wanted list, accusing them of swearing and gesturing profanity outside of the same court on the previous day.

Since August 24, the West Kowloon Magistrates has been conducting a coroner's inquiry of the death of 15-year-old Chan Yin-lam, who had participated in the pro-democracy protests and was found dead naked in the waters in October 2019. The public cast doubt and concern over the case which the police called it a "suicide" that was "not suspicious". Further skepticism was raised, after the pro-Beijing TV channel TVB broadcast an 'exclusive' interview during primetime with a woman with her face and voice blurred who claimed to be Chan's mother.

In the court, Chan's mother and materal grandfather insisted that Chan was psychologically disturbed. A medical doctor testified that Chan's mother had refused treatment for Chan.

HK News Channel Forbids Staff From Donning Black

Pro-democracy lawmaker, Lam Cheuk-ting was arrested on August 26, 2020 on suspicion of rioting on 21 July 2019. Lam was known to be a victim among many other civilians that day in the Yuen Long 7.21 mob attack that day.

The public, much astonished, condemned the police for deliberately confounding right and wrong. Netizens called for civilians to “wear black” on August 27 to show their discontent to “police lies”.

Sources revealed that the management of Now TV issued a notice that reminded the news department and particularly reporters and news anchors to avoid donning black.

The reminder claimed that it is a "long standing practice" for reporters and anchors not to show up in front of camera in "any sensitive colors closely associated with social movement" in order to "show their neutral position".

The staff described this reminder from the management as a rare action, reflecting the lack of trust in reporter’s judgement and journalistic professionalism.

HK Microbiologist Ends his Radio Interview Programme on Coronavirus

Prof. Ho Pak-leung, a Hong Kong microbiologist, spoke in an interview released by Commercial Radio on August 24 and 25, that he would not take part in the government's Covid-19 testing scheme. He reasoned that he has been following a strict hygienic routine every day, so chances for him to be infected is very lean, not to mention becoming an “invisible spreader”. Questioning the effectiveness of the scheme, Ho asked citizens to think twice of the potential risks before making decision.

In recent speeches by government officials, it has become apparent that the authorities did not welcome experts like Prof Ho who speaks an opinion different from the Carrie Lam Administration. On August 27, Prof Ho called an end to his part in radio, citing busy schedule and household churn as reasons. Ho told the radio hosts that the decision was not due to political pressure.

Former CE #CYLeung Uses CE Office to Register a Foundation that Calls On Informants

The “803 Foundation Co., Ltd” and “803 Informant Reward Website” were established by former Hong Kong Chief Executive CY Leung to encourage people to tell on the pro-democracy protesters for police to make arrest.

Stand News discovered that Leung had been using the address of the CE office for the "803" company for a consecutive of 4 months until December 2019.

Senior barrister, Alan Leong Kah-kit, pointed out that the CE's office directly operates with public funds for designated purpose. If a company is registered at the address of the Office, it is granted a “semi-official” connection. He further elaborated that if violating the industrial title deeds could lead to the arrest of Jimmy Lai, CY Leung could be committing a much severe crime for using the Office of former CE for non-designated purposes.

Australia plans to Give Federal the Power to Abolish Agreements Between Local and Foreign Governments: Not Against China

Australia is proposing legislation to give the federal government the power to repeal any agreements that local governments and public bodies make with foreign governments. Australian Prime Minister, Scott Morrison, said on Thursday (27th August 2020) that the action was not directed at China.

Under the new legislation, the foreign minister will have the power to revoke any agreement between a local government, city council or public university, and a foreign government if it "jeopardises Australia's diplomatic relations" or "is inconsistent with Australian foreign policy". The legislation has a retrospective effect, and Morrison said, as far as he knows, Australia has 130 agreements with 30 countries.

The legislation is designed to reduce the influence of the Chinese Communist Party in Australia's trade and national security. Nevertheless, Morrison denied that the new law was particularly for China and that "the law concerns Australia's sovereign interests".

In recent years, almost all of the Australian regional governments signed cooperation agreements with China, including in mining, education and tourism. Australian universities are also trying to forge closer ties with China, as overseas students are a significant contributor to Australia's economy, generating AUD 35 billion (HKD 196 billion) a year, with Chinese students accounting for a third of the total.
