Five security guards trying to stop riot police from entering MOSTown relased
During the conflict between police and civilian at Ma On Shan on #Oct7 last year, riot police tried to enter the shopping mall by repeatedly slamming the glass door at the foyer outside MOSTown. Several staff members of the mall tried to block the door to prevent the police from entering but failed. After the riot police had entered the shopping mall, people who originally gathered at the atrium had scattered. At the end, the riot police captured a man in the mall and claimed that someone had reported store vandalism to the police and hence the need to enter the mall for law enforcement purpose.
However, two days after the incident, a female customer service officer and four contract security guards were informed by their superior to attend the police station. They were arrested upon arrival at the station for obstruction of a police officer in performing his duties. This caused an uproar in society. The legal sector believes that under that circumstance, which the police did not have a search warrant and not pursuing suspects, the security guards have the right to prevent the police officers from entering the shopping centre. They quesitoned the police for arresting indiscriminately. The case is now under investigaiton by the Shatin Regional Crime Unit. iCable news reported last night (Mar31) that these five people have been released unconditionally by the police but the police reserves the right to prosecute. According to a local source, the police notified these five people that they will not be prosecuted but at the same time requested all of them to remain low profile and hinted that the police has not ruled out prosecution yet.

BBC reporter is stalked in HK for reasons unknown
Since implementation of the National Security Law in July this year, a number of pro-democratic figures were reportedly being stalked and watched. Now even foreign media correspondents in Hong Kong are being followed.
A BBC reporter, Danny Vincent, revealed in the podcast From Our Own Correspondent that he was stalked by several unknown persons during his stay in Hong Kong. The same car was sighted following him to various locations and, later his hotel even after he changed his routine.
Vincent expressed that only when he worked in China, the Mainland National Security officers would obstruct journalistic work. However, in Hong Kong, he said, “apparently, new rules of the game” has been imposed, which could be an attempt at both intimidation or investigation.

Citizens show support outside of Castle Peak Bay Immigration Centre as detainees marked the 100th day of hunger strike
6 October marked the 100th day of hunger strike by a group of detainees at Castle Peak Bay Immigration Centre over their detention.
Numbers of councillors, citizens, and South Asians gathered in front of the Centre to show support. Candles were lighted and slogans were chanted. Detainees inside the Centre chanted back, waved with hands and towels.
LegCo member Shiu Ka-chun hoped that, through the gathering, they can show support to the detainees, and also thank them for showing Hong Kong the power of persisting when Hong Kongers are lost and anxious.

HK Police refuse to release Police General Code, flouting Ombudsman Office’s advice
The Hong Kong police have refused to release the entire Police General Code on the grounds of “operation sensitivity”. Earlier, HK Citizens News, a local online media, lodged a complaint to the Ombudsman’s Office.
The Office ruled the complaint valid and recommended the Police to release information upon request in accordance with the Code of Public Information.
However, the Police insisted that the requested information would not be released to the public, insisting on their previous 'reason' and flouting the Ombudsman Office’s ruling and recommendation.
The Ombudsman, Winnie Chiu Wai-yin, is a former Deputy Commissioner of The Police Force.

Civil Rights Observer: Hong Kong Police Restricted Hongkongers’ Right to Freedom of Expression through Arbitrary Arrests and Searches
Large numbers of Hong Kong citizens filled the streets and protests on the PRC's National Day (Oct 1), even though the Civil Human Rights Front’s application of a protest march was denied by the police.
On Oct 1, 2020, Civil Rights Observer inspected the situation on site in person in Causeway Bay. After analyzing live videos, they found that there was a lot of confusion as the police conducted large scale interception and arrests.
For instance, police gave civilians no time to leave before they started rounding up the crowd. The police also showed no intention to differentiate between protestors and civilians. Reasons to cordon areas, to conduct a stop-and-search, and to make arrest were arbitrary. The police were found to cordon areas even when a clash did not take place.
Civil Rights Observer suggested that the police’s acts were very questionable and suspected whether the arrests were conducted on a legal basis.

On October 7, 2021, the Student Union of the Chinese University of Hong Kong (CUSU) stated that the University Management had announced in February 2021 that the they would stop collecting fees on behalf of the Student Union starting this academic year, and had demanded that the Union register independently of the University to government agencies instead of recognising their registration in the campus as was wont.
The Student Union had sought professional legal opinion on this matter, who advised that the Union that “the ordinance does not apply to CUSU”.
The Union stated that the 50-year-old history of the Student Union may be put to an end were they to follow the legal opinion, and put them in a dilemma if they didn’t.
For the welfare of the student body, the Union stated, the Union called a joint meeting on 10 September, 2021, and accepted the resignation of all student representatives of the Union Council and the motion to dissolve the Student Union.

//Investment bank JPMorgan has estimated that troubled Chinese property giant Evergrande and many of its major rivals have billions of dollars worth of off-balance sheet debt that, once added on, ramp up their leverage ratios.
"Instead of true deleveraging, we think Evergrande has shifted some of the interest-bearing debt to off-balance sheet debt," JPMorgan's analysts said. "Commercial papers, wealth management products and perpetual capital securities, etc, which are not officially counted as debt."
They estimated Evergrande's "net gearing," as debt as a ratio of a firm's equity is known, was at least 177% at the end of the first half of the year, instead of the 100% its accounts reported.
"It is possible that the real gearing could be even higher, as data on some off-balance sheet debt is not publicly available," JPMorgan added, saying the "disguised" debt as it called it added up to 55% of Evergrande's overall debt.
Other major firms whose gearing levels were likely to be higher than formally reported included R&F Properties (2777.HK) at 139% versus the 123%, #SunacChina Holdings (1918.HK) at 138% versus 87% reported and #CountryGarden (2007.HK) at 76% versus 50% reported.//
