Convener of Student Localism Released on Bail: I was abducted by several unknown persons in Mong Kok and was asked to unlock my mobile phone

At around 1531, Tony Chung Hon-lam, the convener of #Studentlocalism, was released on bail. He was arrested two days ago by members of the Department for Safeguarding National Security of the Police for inciting others to subvert the country.

Chung alleged that on the day of his arrest, he was abducted by several unknown persons in Mong Kok and was asked to unlock his mobile phone in a fire escape route of a shopping mall. Chung described that the officers acted like the gangsters, as they pressed on his face and ordered him to unlock his phone.

Later, someone issued a search warrant and asked for a search of his residence in Yuen Long, and stated that the police searched many unrelated items, including transcripts and entry permits.

Chung said the police had collected his saliva sample for DNA test.

#USConsulate in Hong Kong Turns Down Asylum Seeking Students

Former convenor of the pro-democracy group #StudentLocalism Tony Chun Hon-Lam was arrested for "violating national security" on Oct 27, 2020, while going to the Consulate General of the U.S. in Hong Kong to seek for help.

According to the Voice of America, four students went to the Consulate General to seek for political asylum that afternoon, but were told that they would not be offered any aid.

A consulate officer said they could not offer any protection, one of the students, with the alias "Wong", recalled after discussing with the staff. The Consulate General noted the contact method of the students and asked the four to leave.

Under U.S. law, the U.S. only considers asylum for aliens who are physically present in the country. Acording to their website, the U.S. does not grant asylum in its diplomatic premises abroad. However, among the four students, Wong is a U.S. born U.S. citizen. Wong said his travel document has been confiscated by the Hong Kong authorities as he is currently on bail. Wong does not wish to disclose too many details of his case, as he is afraid the his family would be harrassed by the police and the national security bureau: All he wants is the U.S. government can help a U.S. citizen to return to the U.S..

Benedict Rogers calls for urgent internationally coordinated rescue programme for HK pro-democracy protesters

On his way to seek asylum at the United States Consulate in Hong Kong, former Convener of Student Localism Tony Chung Hon-lam, aged 19, was arrested by Hong Kong Police on October 27, 2020. He was charged with one count of secession, two counts of dealing with money laundering and one count of conspiracy to publish inflammatory publications.

The incident came just two days after a global movement of solidarity calling on China to release the 12 pro-democracy Hongkongers who have been jailed in China since August without any trial and without being represented by lawyers appointed by their family.

Benedict Rogers, a human rights activist from Hong Kong Watch, wrote in an opinion article:

“As I said in my speech last Saturday, we must keep campaigning for the release of the 12 – and at least, in the meantime, for them to have access to lawyers of their choice, medical care and family contact. It is outrageous that the lawyers chosen by the families of the 12 were earlier this week ordered by the Chinese authorities to drop the case. That brought home once again to us all what we of course have always known: in mainland China there’s no rule of law whatsoever – it’s rule by law, and the law can mean whatever the Chinese Communist Party regime wants it to mean.

The plight of the 12 – and now of Tony Chung and his colleagues – is not only about them. It is about all of us. If they are left to their fate and the world moves on, if they are allowed to languish in jail unheard and unknown, then no one – absolutely no one – is safe.

If the 12 are forgotten, if Tony Chung is allowed to disappear, the CCP won’t stop there. Our own freedoms around the world will increasingly be in the firing line. So it’s not only morally right, it’s not only compassionate, but it is in the interests of every freedom-loving person everywhere in the world to defend the 12, to speak up for Tony and his friends, to ensure they’re not forgotten. Don’t let Tony, his friends or any of us become the 13th.

That’s why an international lifeboat rescue programme is so urgently needed. Instead of activists risking their lives fleeing on speedboats or rushing into the consulates, let the free world open its doors in a clear, co-ordinated way."

#JoshuaWong Reveals Abuse of Pro-Democracy Student in HK's Prison Before Own Trial

Pro-democracy activist Joshua Wong will stand trial on November 23, 2020 with fellow activists Agnes Chow and Ivan Lam. The three might face immediate imprisonment after appearing in court.

One day before the trial, Wong continued to call on the public and the international community to pay attention to the fight for democracy in Hong Kong.

In a Facebook post, Joshua Wong revealed an abuse case of a pro-democracy student in prison by a correctional officer.

Wong was informed that Tony Chung Hon-lam, a student activist and convener of #StudentLocalism who was arrested on National Security charges, went through unreasonable corporal punishment while detained in Pik Uk Correctional Institution. 

Without any explanation, the staff demanded him to march for over four hours. Chung was exhausted to a point of having stomach cramps, and yet was still ordered to continue marching.

The correctional services officer Hyun Nga-tat, a Grade One Correctional Officer, is known to have commiited similar abuses. Hyun was infamous for abusing pro-democracy protesters under detention: He once forced those singing "Glory to Hong Kong" to slap themselves.  

Joshua Wong ended the post by writing:

"Although there's a chance I could be imprisoned starting from tomorrow, my Facebook page will continue running. 

I encourage whistleblowers to supply further information, and hope Yuen Long District councillors could arrange visits to Tony Chung. I believe his lawyer would also be visiting him at a later time.

I solemnly call on the Correctional Services Department to handle the matter seriously.  Tolerating intentional abuse by lower-level correctional staff against political prisoners will only bring public condemnation.  It has been half a year since abuses in prison came to light. Having it happened again would certainly reignite public anger, and may even lead to legal consequences."

Hong Kong student activist traumatised by national security probe

On July 29, 2020, the National Security Department of the Hong Kong Police Force arrested several members of #StudentLocalism, a pro-democracy student organization in Hong Kong, including the group’s convenor #TonyChung Hon-lam and spokersperson, #YanniHo Yan-nok on suspicion of "inciting secession".

A year later, Chung was still in custody, although Ho was released unconditionally in early 2021 and her passport was returned to her.

Ho left Hong Kong subsequently for the US and expressed her thoughts on social media.

Ho wrote that although a year has passed, she could still recall clearly the moment when she was arrested by the National Security Police. The shock and fear lingered in her mind.

She was only 17 year old and was stunned by the arrest. It has never come across to her that she could be among the first arrestees by National Security Police and she was not mentally prepared. 

Ho said that she is now residing in US, a land of freedom. Despite that, she could not distance herself from the pro-democracy movement in Hong Kong, especially when knowing that her friends are facing national security charges and unpredictable sentences.

Ho wrote, “I’ve lost too much last year. Many of my friends have been detained, imprisoned and in exile. I, indeed, regret for not spending more time with them when we were still free.”

Student Activist Tony Hon-Lam Chung Sentenced for 43 months in Jail over National Security Charges: "I have no regrets, I did nothing wrong"

On November 23, 2021, the District Court in Hong Kong sentenced the 20-year-old pro-democracy student activist Tony Hon-Lam Chung to jail for three years and seven months. He was charged under the #NationalSecurityLaw and convicted of "secession and money laundering."

Chung founded the now-disbanded pro-democracy student group #StudentLocalism in 2016.

Chung was accused of publishing "seditious messages" on social media and holding activities and protests with "secessionist intent" during the 2019 Anti-ELABMovement.

Chung's marks the third convicted case over the National Security charges and is the first person below 21 years old who is found guilty of violating the National Security Law.

In an interview before the sentence, Chung told Stand News that he had no regrets.

Chung decided to plead guilty only two weeks before the trial. He has been detained for more than one year since he was arrested in October 2020. "There is no other way to deal with the case under the current circumstances and the judicial system," Chung said.

On the day of the trial, Chung's voice was heard in the courtroom, "I plead guilty. I did nothing wrong."

Chung told the reporter that his baseline was not to "revamp" what he had said or done before. So, he told his lawyer not to plead for any lighter sentence. "I have done nothing wrong. I have no regrets," said Chung.
