Encroachment of Protesting Rights on the Eve of Beijing's Forced National Security Legislation in Hong Kong

Earlier on, district Councilor Tsui Tsz-kin and pro-democracy activist Tsang Kin-Shing filed two applications for Anti-National Security Law protests to be scheduled on 28 June and 1 July. The Hong Kong Police Force rejected their application, citing the gathering ban as a reason.

The group then filed an appeal, but was refused again by the police on June 27.

On the same day, the police objected the Annual July 1 March organized by Civil Human Rights Front (CHRF). Jimmy Sham, CHRF's convener, condemned the authorities for using the ever-extending gathering ban as an excuse to suppress civil society and the demonstration of public opinion.

Pro-Beijing politians revealed on June 27 the almost certainty for Beijing to pass the National Security Law for Hong Kong on June 28, despite the absence of the details of the legislation to the public. Tam Yiu-chung, Hong Kong’s sole member of the PRC's National People’s Congress Standing Committee (NPCSC), even said that it is “meaningless” to bring up opposition to the law as Beijing will be discussing the legislation.

Principal lecturer Eric Cheung Tat-ming, a legal expert at the Law Department of the University of Hong Kong, condemned Beijing for keeping Hong Kong in the dark by forcefully implementing the National Security Law in Hong Kong.

#DistrictCouncilors: Government coerces pro-democracy voices into silence before National Security Law

District Councilor of Yau Ma Tei, Tsim Sha Tsui and Mong Kok, Owan Li expressed that Hong Kong people would not back down in the face of the National Security Law. He considered the terms like “colluding with foreign forces” too ambiguous to tell “where the red lines are” and the government can alter interpretation anytime as they wish. He called for Hongkongers to safeguard their dignity with actions.

Cheung Kam-hung, Tuen Mun District Councilor said that the signature campaign is momentous as all those signed in the campaign are in real names. He condemned the government for suppressing opposing voices by every mean, including the government’s rejection of fund application, and refusal to have the National Security Law issue discussed in District Council. He asked Hongkongers to vote in Legislative Council election to voice their disapproval of the National Security Law.

HongKong Police Force's universal response to all criticisms: "Forgivable and Understandable"

Here is a short summary of how the Hong Kong Poliforce has been dealing with criticisms:

- During a car chase in 2018 February, the police allegedly used citizens as human barricades, which caused a 5-car crash, resulting in 2 deaths and at least 4 injured. During the inquiry, the coroner questioned the police's decision and lack of planning. The coroner also questioned the police's use of confusing gestures during the incident, which might also be a cause of the accident. In response to the incident, the force said that the officer's act "might not have been the smartest move, but is forgivable".

- During a LegCo meeting, council member Jeremy Tam criticised the police's bad manner while on duty. Pictures and footages of police swearing and even attacking citizens were shown. One picture even showed an officer smiling while pointing his gun at citizens. Tam questioned whether the officers were under the influence of alcohol or even drugs. In response to the criticism, Secretary for Security, John Lee said, "In such a big organisation, it is understandable that not every member follows the rules".

- During a clash at Yuen Long on June 25, 2020, a number of riot police were found to have a variety of decorative badges on their vests. Their call number though, were still nowhere to be found. Previously, Secretary for Security, John Lee, explained that the police's call numbers were not displayed because there was not enough space on their vests. "But you have all that space to put those badges", a citizen argued. Later that night, Lee explained that unique badges were necessary to avoid confusion during large events. Lee added that it was "understandable", since the police had to elevate the team spirit and improve the team morale to cope with the stress they have been experiencing since last June.

On the evening of June 27, 2021, Hong Kong Police arrested one more editor who used to write in the pro-democracy newspaper Apple Daily.

#FungWaiKong, aged 57, was the editor-in-chief of the English news of Apple Daily and a columnist for the Chinese-language edition under thd pen name Lo Fung.

The police accused of him "conspiring to collude with foreign countries or foreign forces to endanger national security". The arrest was made at the airport.

Fung Wai-kong is the seventh employee of the now-closed Apple Daily who was arrested under #NationalSecurityLaw. The founder #JimmyLai, a pro-democracy media tycoon, has been jailed since Janurary 2021.

The 26-year-old Apple Daily was forced to shut down on June 23, 2021 after the police raided the headquarters, arrested 3 editors and 2 executives, and froze the key assets and bank accounts of the newspaper. On the day when the last edition was announced, police arrested one more new commentator.

The Hong Kong Journalists' Association (#HKJA) condemned the police for targeting journalists.

#AppleDaily, a top-selling pro-democracy newspaper in Hong Kong, was forced to cease operation on June 24, 2021.

On June 27, HongKongers in the UK organised assemblies in different cities to mourn the "death" of the newspaper.

Participating cities included London, Manchester, Birmingham, Liverpool, Reading, Nottingham, Sutton, Sheffield, Kent, and Leeds.

Jeff, an former employee of Apple Daily distributed his custom-made newspaper.

Wong, an ex-vice director of Apple Daily gave his opinion about the assembly in his interview with the Stand News. He said, "We welcome everyone to participate and remember Apple Daily".

He also mentioned that people were discussing to organise Apple Daily in the UK and he hss been a part of the discussion.

He believes the intention of the shutdown is to protect the safety of the employees, and the possibility of publishing Apple Daily overseas would be very risky to the employees in Hong Kong.

He pointed out that it could be a reason for the court to deny a bail for its employees.

He said he had also chatted with Jeff, who distributed his own version of 'Apple Daily' for the gathering.

Jeff promised he will not act on behalf of Apple Daily. Jeff also told Stand News that he would not dare to represent Apple Daily as he is not qualified to do so, but he's just doing what he thinks he should do.

China threatens to withhold vaccines, pressuring Ukraine to withdraw its support for Xinjiang investigation.

The Associated Press (AP) reports that Ukraine is pressured by China, which threaten to withhold COVID-19 vaccines from exported there, to withdraw from a statement by the UN Human Rights Council on sending independent observers to Xinjiang to investigate human rights issue. China welcomes the decision and said it reflects the spirit of independence.

Canadian Ambassador to the United Nations issued a statement at the UN Human Rights Council last Tuesday (22 June) on behalf of more than 40 countries, including Ukraine, urging China to allow immediate access for independent observers to Xinjiang. China warned that it would block at least 500,000 doses of COVID-19 vaccines shipment to Ukraine unless it pulled out from the statement, according to the Associated Press. Ukraine withdrew from the statement on Thursday, and AP received written response from China saying that its “provision of vaccines and anti-epidemic materials to other countries is not meant to gain benefits from other countries and there isn’t any geopolitical purpose nor any political conditions attached.”
