Chief Executive Carrie Lam announced on Mar 24 the appointment of Andrew Cheung as the next Chief Justice. The current chief Geoffrey Ma will retire in January 2021.
According to sources from the legal sector, Cheung had overseen a number of controversial appeals, including the oath of office saga where elected lawmakers were ousted from the Legislative Council.
Cheung claimed in his ruling that the Basic Law has the highest legal status and can take precedence over the city's legislature. By adopting directly the interpretation of PRC's National People's Congress, Cheung simply rejected the appeals to the cases.
During the 2014 Umbrella Movement, Cheung approved the injunction orders in Mongkok and rejected appeals from citizens. He disgreed with civil disobedience.
Many fear that Cheung's pro-Beijing stance will make Hong Kong's court more conservative.

In an interview with a radio program on March 24, U.S. Secretary of State Mike Pompeo repeated previous charges that Beijing's delay in sharing information about the virus had created risks to people worldwide and said this had "truly put thousands of lives at risk."
"My concern is that this cover-up, this disinformation that the Chinese Communist Party is engaged in, is still denying the world the information it needs so that we can prevent further cases or something like this from recurring again," he added.
"This is an ongoing global crisis, and we need to make sure that every country today is being transparent, sharing what's really going on, so that the global community, the global health care, infectious disease community can begin to work on this in a holistic way."

Sun Chunlan, a top Chinese official, was heckled by residents yelling, “Fake, fake, everything is fake”, while she was inspecting the residential committee, ensuring that they are checking on residents each day and distribute necessities.
The video was posted, shows Sun and a group of people walking within the city's compound.
However, residents were fiercely critical of Sun, repeatedly shouting and heckling out of sheer discontent and anger.

PRC is the safest and the most reliable country. The content of the tweets is almost the same, the only difference is the name of the country.

Evidence is that 90% of them are written in simplified Chinese, and only very few of the reposts are translated into English for convincing mainland Chinese that “See, foreign press is reporting it too!”. We analyzed similar kind of fake news attacking Taiwan in February that all these were only for internal “promotion”.
But why are some overseas Chinese going back to PRC? It is because some of Chinese migrants have never learnt local language even they are residing therein. They are unwilling to join any activity in the local community, nor do they participant in local politics. These Chinese migrants only want to stay at China Town acting as “High-Class” Chinese, and some are even being as parasites at US/Europe to get local welfares. These people can only read Chinese, so all the news they read is in fact used to cheat mainland Chinese, and these overseas Chinese are also cheated though they were not the targeted by CCP at the beginning. These overseas Chinese who are cheated by fake news are lower-class in the migrants’ segment, they therefore bring lots of mess back to PRC.
CCP is annoyed by batch of overseas Chinese going back to PRC, so recent external CCP propaganda becomes “those overseas migrants who go back to PRC are selfish and lacked of comprehensive consideration to home country.”
If you understand that all such news was internal “promotion” in February, it is not difficult to predict the result. CCP doesn’t not have new tactics, what they do today are just the same as in 1949s.
If you will be worried about PRC controlling the World after reading those PRC fake news, please don’t read them. Reposting these fake news is just helping CCP to attack the World, to brainwashed our fellows and to cause them feel scared that Taiwan will be defeated by omnipotent CCP.

Taiwan warned WHO of human-human transmission of COVID-19 in December 2019, WHO only replied “Received”
(24 Mar) Morgan Ortagus, Spokesperson for the United States Department of State, responded to Hua Chunying, Foreign Ministry Spokesperson for China, in a Twitter post, stating that Taiwan first tried to warn WHO of human-human transmission of Wuhan pneumonia on 31 December. This was confirmed by Taiwan’s Central Epidemic Command Center, who revealed that they have sent a letter of enquiry to China and WHO regarding the collected data. The only reply from WHO was, “Received”.
Bob LJ Chen, Director General of Taiwan’s Department of International Organisations, also stated in a press conference that Taiwan was aware of the atypical pneumonia cases in Wuhan at the end of last year. The Taiwan Centers for Disease Control immediately contacted China and IHR from WHO on 31 December, hoping to confirm the relevant epidemic situation. In addition, the Ministry of Foreign Affairs immediately requested the Taiwan Office in Geneva to contact the WHO Secretariat to request assistance for confirmation.
In a report last Friday, the Financial Times quoted from Taiwan officials that Taiwanese doctors learnt from Chinese colleagues that human-human transmission of the virus was observed, as local medics in China became ill. On 31 December, they reported the suspicious cases of Wuhan pneumonia to IHR and Chinese Health Authorities, who, unfortunately, did not share this warning to other countries. The report also quoted from Taiwan’s Vice President, Chen Chien-jen, “The IHR internal website has a platform for sharing epidemics information and responses for all countries, but the information shared by Taiwan was not uploaded to that platform.”

A 31-year-old Police Tactical Unit (PTU) officer has been infected with the coronavirus. The male officer is stationed at the Kowloon West Regional Headquarters.
As confirmed cases are rising, the Hospital Authority has warned of the pressure on public hospitals especially on isolation beds in Hong Kong.
According to Ming Pao, there are only around 700 beds for adult patients in low pressure ward. As of March 28, over 70% of these beds have been consumed in Hong Kong's public hospital.

In an interview with Hong Kong's Commercial Radio on March 27, Johannes Man-mun Chan, Chair Professor of Law at the University of Hong Kong, saix that the charge of "sedentious act" is a political persecution, as the interpretation of the ordinance is vague to such an extent that citizens are actually prone to offend the ordinance, whenever they criticize a social issue. If the ordinance is brought to court, it is likely to be adjudicated as a breach of human rights, and would stir up more unrest.

Member of Democratic Party and Chairwoman of Central and Western District Council Cheng Lai-king was arrested on Mar 26 by the police under the charge of “Seditious Intention”.
Johannes Man-mun Chan Chair Professor of Law at the University of Hong Kong, pointed out that the "Seditious Intention” mentioned in the 9th and 10th Sections of the “Crimes Ordinance” is controversial, as it is deemed a political persecution.
Chan believes that many clauses in the ordinance such as “to raise discontent or disaffection amongst Her Majesty’s ["the PRC government’s” since the handover] subjects or inhabitants of Hong Kong” and “to promote feelings of ill-will and enmity between different classes of the population of Hong Kong” are open for interpretation. Literally, they do not point to violent behavior or inciting violence. “What does the word 'discontent' mean anyway? Are we offending the ordinance whenever we feel discontent in our everyday life?”
Chan also pointed out the difference between “Sedition Intention” offence and other crimes, as the former is based on "objective intent". While subjective intent refers to the actual state of a person's mind, objective intent argues for a person's intentions regardless of what the person thinks. Therefore, the charge of seditious intent carries a strong political meaning.
Chan further explained that even an emotive speech in a rally could be charged for "seditious intent" when the person has not taken any action. This is a violation of the freedoms granted in Hong Kong's Basic Law.
Normally, a government would avoid making charges based on such a controversial ordinance, but "our government often makes unexpected moves,” said Chan. In the past the legal sector had criticized the Sedition act heavily. Chan believed that the ordinance involved human rights issue and the government should not bring the ordinance into the court to trigger a time bomb.
“The court would probably rule that the charge is a violation of human right, and the prosecution would definitely reach the Court of Final Appeal. No matter how it was handled, it would stir up political disturbances.”

How can despair be sustained?
“With the epidemic in mind these days, I started reading The Plague by Albert Camus. The novel touches upon the feeling of despair, and how it is regrettable to feel despair; and ‘that the habit of despair is worse than despair itself’. This is not to say that resistance necessarily leads to the achievement of our goals or the attainment of freedom, but in the process of a struggle, we are free. You are free when you participate in the struggle. I believe that many young people enjoy the freedom and the self-realization in this struggle. This is why pessimism should not mean passivism, you should face your life with active participation. Be free in all kinds of imaginable struggles. For instance, the Anti-Extradition Law movement, it may seem like we have not achieved much, but I actually think that Hong Kong has benefited much from it."
