Pro-democracy Camp Members Protest Outside Police Station for Mass Arrest of Their Members

The police has conducted mass arrest of pro-democracy camp members for participating in illegal assembly in 2019 this Saturday morning (#Apr18), with some of the arrestees being kept in Cheung Sha Wan police station. Pro-democracy camp members protested outside the police station for the unreasonable mass arrest. Some of them chanted slogans including "Five Demands, Not One Less".

Jimmy Ng pointed that despite the coronavirus outbreak, Hong Kongers are still determined to fight for democracy. He also mentioned that he has already submitted an application for the July 1 Protest in the name of Civil Human Rights Front to the police.

Police demanded the pro-democracy camp members to leave and warned them for participating in an illegal assembly with over 4 persons.

Mass Arrest and Political Persecution in Hong Kong During Coronavirus Crisis

On April 18, Hong Kong police arrested over ten pro-democracy figures including former legislator and barrister Margaret Ng of the Civic Party.

Ng carried the book "China's National Security: Endangering Hong Kong's Rule of Law?" with her when she entered the Central Police Station.

Published in March 2020, the book was edited by legal scholars Cora Chan of the University of Hong Kong and Fiona de Londras of the Universiry of Birmingham.

Ng contributed a chapter titled "The Legislature as a 'Vetogate'" where she examined the deterioration of rights and the erosion of the legal system in Hong Kong, after the government's attempt to implement the "Article 23" anti-subversion law in 2003. Ng wrote, "What Hong Kong needs to actively explore now, as a matter of urgency, is the survival of the rule of law under the threat of such powerful and fast-moving authritarianism."

Loss of Autonomy? Hong Kong Government Follows Beijing to Revise Stance on Basic Law #Article22

The Hong Kong SAR government revised a statement on April 18 and issued a new one on April 19, reversing an earlier position that appeared to be at odds with Beijing over whether Article 22 of the Basic Law applies to China's Liaison Office in Hong Kong.

Barrister Margaret Ng After Arrest: When the Rule of Law is Endangered, Will the Legal Professionals Walk Out or Stand and Fight?

Former legislator and barrister Margaret Ng spoke to the press as she walked out of the Central Police Station in the evening of April 17. She was arrested by the police with more than ten pro-democracy figures.

Ng, aged 72, said it was her first time being arrested and it is important to reflect on whether human rights are respected in the existing public order ordinance.

When asked to comment on the rule of law in Hong Kong, Ng expressed that it has never been easy to safeguard the rule of law, since she practiced law.

Rather than arguing for the death of rule of law or not, Ng believes that what matters the most is whether the legal professionals are willing to "walk out or stand and fight".

On April 18, Hong Kong Police arrested over 10 pro-democracy legislators and activists on charges of illegal assembly. The arrested include barrister Margret Ng, the “father of democracy” Martin Lee, Labour Party vice-chair Lee Cheuk-yan, Civil Human Rights Front vice-convener Figo Chan, legislators and activists Leung Kwok-hung, Au Nok-hin, Ho Chun-yan, Yeung Sam, Tsoi You-cheong, Raphael Wong Ho-ming and Ng Man-yuen.

The police also went to the residence of Jimmy Lai, the founder of Apple Daily, at 10am, with an intent to arrest him. Since Lai was not at home, the officers waited in the police car till around 12:30. Separately, they also went to the residence of renowned barrister Margret Ng for arrest.

According to Apple Daily, the mass arrest was in connection with two protests organized last year on 18 August and 1 October.

On 18 August 2019, a large group of civilians first gathered at Victoria Park and later dispersed in the direction of Causeway Bay and Central, by paralysing the roads nearby. Arrested activists like Lee Cheuk-yan, Jimmy Lai and Ho Sau-lan were being video-taped walking in neighboring area.

On 1 October, Hong Kong protesters called the 70th anniversary of the establishment of the People's Republic of China a "national day of mourning". In defiance of a police ban on a march planned by Civil Human Rights Front, four democrats Lee Cheuk-yan, Ho Chun-yan, Leung Kwok-hung and Figo Chan, called for civilians to join the rally, in their personal capacity. On that day, riot police brutally suppressed protest activities that sprang up around Hong Kong, including shooting a live-round at a secondary school student at close distance.

Civilians’ solidarity is perhaps the real trigger of mass arrest targeting democratic activists

On August 18, 2019, in defiance of the police's Letter of Objection, a massive number of protesters showed up at the Civil Human Rights Front’s assembly, called to condemn police brutality. They waited peacefully for hours to get into Victoria Park, so an official number of participants could be properly calculated, showing solidarity and a shared quest to safeguard democracy in Hong Kong. Once entered the park, they leave gradually towards Admiralty direction which marked the first-ever assembly in water-flow format in Hong Kong.

In August, many protests ended up in severe collisions between black-clad protesters and riot police, except this one on August 18 which closed peacefully without any confrontations. Before the rally was commenced, a black-clad young man stood in solitude in the Victoria Park with a handwritten banner held up in his hands that read: "Thank you for backing us up, although you may not fully agree us. The Pacifists and the Valiants will not divide.” A middle-aged man went up to him and hugged him. Moments later, the Internet was rocked with a picture showing this scene.

A number of 1.7 million civilians attended the assembly, with many of them stood persistently in pouring rainfall, determined to enter Victoria Park, not showing a sign of agitation. In the evening, some protesters stay-guarded on Harcourt Road and eventually they left peacefully as riot police was not engaged to disperse the crowd.

Strictly speaking, as many as 1.7 million civilians attended the illegal assembly on August 18 which perhaps is what makes the police to rake things up again by arresting the pro-democracy figureheads on April 18, 2020.
