China: The World's Appendix?

In face of the coronavirus outbreak, U.S. dollar, stock, gold and oil futures perform relatively well, as massive sell-off has yet occured; however, IMF said on Feb 20 it is premature to give precise projections of China's economic growth and the scenario of a U curve cannot be excluded.

Following China's expulsion of Wall Street Journal reporters, it seems that neither the world needs China's production lines, nor China needs Wall Street's "foreign intervention."

In response to China's wage rise and the Communist Party's regulatory constraints, companies have transferred their manufacturing base to Southeast Asia in recent years.

While any statistics of China including the PRC's territorial scope remains a state secret, the epidemic makes it even more unlikely for China's actual economic data to be disclosed.

After all, the China model may not be as sustainable and would perhaps become an anomaly in economic history.

Who is Uninformed and Uneducated About China and its Virus?

Just as Singapore's Prime Minister Lee Hsien Loong tried to curb panic buying induced by what he claimed to be “rumours” through legislation, this could not help but remind the world of the PRC's recent expulsion of three Wall Street Journal reporters and the plummet of stock markets worldwide--the much dreaded consequences of the Wuhan pneumonia are proven real.

In this regard, the statement released by WHO that the coronavirus was not a “world health emergency” is refuted by not only the unprepared outbreak in South Korea, but also WHO's belated announcement of COVID-19 as a global epidemic.

Yet, WHO's praise of China’s response to the coronavirus remains a 'novel' perspective to the international community. After all, were the people in Hong Kong, Macau, Singapore and even Italy, whose behaviours have displayed distrust of the WHO and the Chinese authorities, the uninformed and uneducated ones? Or have Singapore's prime minister and the Wall Street prodigies missed out something important in the bigger picture? Or shall we turn around and ask: What role does China play in backing, sourcing and disseminating WHO-related information in the post-Margaret-Chan* era?

A few days ago, Apple Daily exposed that The Hong Kong Hospital Authorities had proscured "made in China" antibiotic Tazocin on China's online platform Taobao.

Apple Daily again revealed that a number of public hospitals (including Caritas and Eastern Hospital) under the Hong Kong Hospital Authority had switched to a new alcohol hand sanitizer manufactured in Guangzhou, China.

A few days ago, Apple Daily exposed that The Hong Kong Hospital Authorities had proscured "made in China" antibiotic Tazocin on China's online platform Taobao.

Apple Daily again revealed that a number of public hospitals (including Caritas and Eastern Hospital) under the Hong Kong Hospital Authority had switched to a new alcohol hand sanitizer manufactured in Guangzhou, China.

Medical staff revealed that their hands was inflamed after using the sanitizer. They suspected that the hand sanitizer was the cause. Since there was no alternative supply available, they dare not to speak up.

The Eastern Hospital responded by saying the use of the said sanitizer has been suspended
and they have reported the incident to the Hospital Authorities Headquarters.

Medical staff of Caritas Hospital reported similar incident. As shown in the photos provided by the staff, the said hand sanitizer claimed to be certified by the WHO with “WHO Formulation 1”, containing alcohol, hydrogen peroxide, glycerin and other ingredients.

Following Apple Daily’s inquiry, a spokesman for the Eastern Hospital confirmed the usage of the mentioned hand sanitizer, but emphasized that no complaints were received from medical staff. That being said, they were aware of the fact that the hand sanitizer might cause allergy to some staff.

Temporary Hospital to be Set Up in Hong Kong's AsiaWorld-Expo by China State-owned Enterprises Without Tendering, Pro-Dem Legislator Fears Bad Precedent

The HK government announced in August 2020 that it would set up a temporary hospital on land of the phase two expansion plan of the conventional venue AsiaWorld-Expo (#AWE) and transform Hall 8 to Hall 10 of AWE into a community treatment centre. The plan is expected to provide a total of 1,800 beds, with the costs to be paid by the PRC's Central Government and the construction work to be carried out by a contractor from China without tendering.

Carrie Lam had denied claims of transfer of benefits on Friday.

Sources from the construction industry in Hong Kong claimed that the said construction would be contracted by Chinese state-owned enterprises, with the China State Construction Engineering, which is controlled by the State Council of the PRC and contractor of the Huoshenshan Hospital, being the most likely. It is stated that the Chinese contractor had had meetings with the Hospital Authority and the government.

No detailed plans were given, but it is speculated that it would be built using Modular Integrated Construction, i.e. building the main components in the PRC, before shipping them to Hong Kong for assembly.

Pro-democracy legislator Dr Kwok Ka-ki, of Civic Party, who is a physician by profession, stated that this is the first time the Central Government paid full costs for facilities in Hong Kong since the transfer of sovereignty in 1997. He worried that it would set a bad precedent, "Having the costs prepaid is not all that matters. If they build several more National Security Departments free of charge, would you be happy?"

Dr Arisina Ma Chung Yee, chairperson of the Hong Kong Public Doctors' Association questioned the intent behind the PRC's sponsorship. She cited the floods and famines faced by the PRC at the moment, and that Hong Kong is far from a third-world area. She also stated that the phase one community treatment facilities at the AWE had not been fully occupied, questioning the need for more beds.
